US President Donald Trump on Friday (Sep 18) signed into law a sweeping Russia sanctions package that gives Washington new authority to impose tariffs of up to 100 per cent on major buyers of Russian oil and gas, putting India among the countries that could face fresh trade pressure. The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 was signed by Trump shortly after it cleared both chambers of Congress. The House passed the measure 262-159 on Wednesday (Sep 16), following an 86-11 vote in the Senate in August. The White House said the law expands sanctions, tariffs and other restrictions on Russia while extending existing sanctions on Iran.
Why it matters for India
For India, the bill brings a threat of tariffs. A key provision of the bill gives Trump the authority to impose tariffs of up to 100 per cent on imports from countries that meet specified criteria linked to purchases of Russian crude oil or natural gas and sanctions evasion. The law does not automatically impose a 100 per cent tariff on Indian goods. Instead, it creates a statutory route for the Trump administration to impose such duties on countries among the five largest importers of Russian crude oil or natural gas, subject to the law's conditions. Also read | India breaks silence on US Russia sanctions bill, 100% tariff threat: ‘Committed to energy security’ for 1.4 billion
India says energy security remains priority
India had previously reacted to the passage of the bill in the Senate, before Trump signed it. Graham Sanctioning Russia and Iran Act of 2026 cleared the House by 262 votes to 159, sending the measure to the White House. This comes after the Senate approved it by an 86-11 vote in August. The new legislation would provide another statutory route for imposing duties following legal challenges to some of Trump's earlier tariff measures.
