The United States and China resumed semi-official nuclear arms talks in March for the first time in five years, with Beijing's representatives telling U.S. counterparts that they would not resort to atomic threats over Taiwan, according to two American delegates who attended.

The Chinese representatives offered reassurances after their U.S. interlocutors raised concerns that China might use, or threaten to use, nuclear weapons if it faced defeat in a conflict over Taiwan. Beijing views the democratically governed island as its territory, a claim rejected by the government in Taipei.

"They told the U.S. side that they were absolutely convinced that they are able to prevail in a conventional fight over Taiwan without using nuclear weapons," said scholar David Santoro, the U.S. organiser of the Track Two talks, the details of which are being reported by Reuters for the first time.

Participants in Track Two talks are generally former officials and academics who can speak with authority on their government's position, even if they are not directly involved with setting it. Government-to-government negotiations are known as Track One.

Washington was represented by about half a dozen delegates, including former officials and scholars at the two-day discussions, which took place in a Shanghai hotel conference room.

Beijing sent a delegation of scholars and analysts, which included several former People's Liberation Army officers.

A State Department spokesperson said in response to Reuters' questions that Track Two talks could be "beneficial". The department did not participate in the March meeting though it was aware of it, the spokesperson said.

Such discussions cannot replace formal negotiations "that require participants to speak authoritatively on issues that are often highly compartmentalized within (Chinese) government circles," the spokesperson said.

Members of the Chinese delegation and Beijing's defence ministry did not respond to requests for comment.

The informal discussions between the nuclear-armed powers took place with the U.S. and China at odds over major economic and geopolitical issues, with leaders in Washington and Beijing accusing each other of dealing in bad faith.

The two countries briefly resumed Track One talks over nuclear arms in November but those negotiations have since stalled, with a top U.S. official publicly expressing frustration at China's responsiveness.

The Pentagon, which estimates that Beijing's nuclear arsenal increased by more than 20% between 2021 and 2023, said in October that China "would also consider nuclear use to restore deterrence if a conventional military defeat in Taiwan" threatened CCP rule.

China has never renounced the use of force to bring Taiwan under its control and has over the past four years stepped up military activity around the island.

The Track Two talks are part of a two-decade nuclear weapons and posture dialogue that stalled after the Trump administration pulled funding in 2019.

After the COVID-19 pandemic, semi-official discussions resumed on broader security and energy issues, but only the Shanghai meeting dealt in detail with nuclear weapons and posture.

Santoro, who runs the Hawaii-based Pacific Forum think-tank, described "frustrations" on both sides during the latest discussions but said the two delegations saw reason to continue talking. More discussions were being planned in 2025, he said.

Nuclear policy analyst William Alberque of the Henry Stimson Centre think-tank, who was not involved in the March discussions, said the Track Two negotiations were useful at a time of glacial U.S.-Chinese relations.

"It's important to continue talking with China with absolutely no expectations," he said, when nuclear arms are at issue.

NO FIRST-USE?

The U.S. Department of Defense estimated last year that Beijing has 500 operational nuclear warheads and will probably field more than 1,000 by 2030.

That compares to 1,770 and 1,710 operational warheads deployed by the U.S. and Russia respectively. The Pentagon said that by 2030, much of Beijing's weapons will likely be held at higher readiness levels.

Since 2020, China has also modernised its arsenal, starting production of its next-generation ballistic missile submarine, testing hypersonic glide vehicle warheads and conducting regular nuclear-armed sea patrols.

Weapons on land, in the air and at sea give China the "nuclear triad" - a hallmark of a major nuclear power.

A key point the U.S. side wanted to discuss, according to Santoro, was whether China still stood by its no-first-use and minimal deterrence policies, which date from the creation of its first nuclear bomb in the early 1960s.

Minimal deterrence refers to having just enough atomic weapons to dissuade adversaries.

China is also one of two nuclear powers - the other being India - to have pledged not to initiate a nuclear exchange. Chinese military analysts have speculated that the no-first-use policy is conditional - and that nuclear arms could be used against Taiwan's allies - but it remains Beijing's stated stance.

Santoro said the Chinese delegates told U.S. representatives that Beijing maintained these policies and that "'we are not interested in reaching nuclear parity with you, let alone superiority.'"

"'Nothing has changed, business as usual, you guys are exaggerating'," Santoro said in summarising Beijing's position.

His description of the discussions was corroborated by fellow U.S. delegate Lyle Morris, a security scholar at the Asia Society Policy Institute.

A report on the discussions is being prepared for U.S. government but would not be made public, Santoro said.

'RISK AND OPACITY'

Top U.S. arms control official Bonnie Jenkins told Congress in May that China had not responded to nuclear-weapons risk reduction proposals that Washington raised during last year's formal talks.

China has yet to agree to further government-to-government meetings.

Bejing's "refusal to substantively engage" in discussions over its nuclear build-up raises questions around its "already ambiguous stated "no-first-use" policy and its nuclear doctrine more broadly," the State Department spokesperson told Reuters.

China's Track Two delegation did not discuss specifics about Beijing's modernisation effort, Santoro and Morris said.

Alberque of the Henry Stimson Centre said that China relied heavily on "risk and opacity" to mitigate U.S. nuclear superiority and there was "no imperative" for Beijing to have constructive discussions.

China's expanded arsenal - which includes anti-ship cruise missiles, bombers, intercontinental ballistic missiles and submarines - exceeded the needs of a state with a minimal deterrence and no-first-use policy, Alberque said.

Chinese talking points revolved around the "survivability" of Beijing's nuclear weapons if it suffered a first strike, said Morris.

The U.S. delegates said the Chinese described their efforts as a deterrence-based modernisation programme to cope with developments such as improved U.S. missile defences, better surveillance capabilities, and strengthened alliances.

The U.S., Britain and Australia last year signed a deal to share nuclear submarine technology and develop a new class of boats, while Washington is now working with Seoul to coordinate responses to a potential atomic attack.

Washington's policy on nuclear weapons includes the possibility of using them if deterrence fails, though the Pentagon says it would only consider that in extreme circumstances. It did not provide specifics.

One Chinese delegate "pointed to studies that said Chinese nuclear weapons were still vulnerable to U.S. strikes - their second-strike capability was not enough", said Morris.

US and China hold first informal nuclear talks in 5 years, eyeing Taiwan

Hawaii, on Thursday (Jun 20) agreed to a “groundbreaking” legal settlement with young climate activists who filed a lawsuit accusing the US state of violating the state constitution by operating a transportation system which harmed the climate and infringed upon their right to a clean and healthy environment which would officials to tackle the greenhouse gas emissions.

What is the lawsuit about?

The settlement reached in Navahine v Hawaii Department of Transportation recognises the children’s constitutional rights to a life-sustaining climate and would require the US state to take action to decarbonise its transportation system in the next 21 years.

The lawsuit, by 13 young people aged between nine and 18, was filed in June 2022 and claimed that Hawaii’s pro-fossil fuel transportation policies violate their state constitutional rights.

The complaint accused the state of prioritising projects including highway expansion instead of those that cut carbon emissions like efforts to introduce electric vehicles and promote walking and cycling.

This, as per the lawsuit, has impacted the plaintiff’s ability to live “healthful lives in Hawaii now and into the future” and violated their right to a clean and healthy environment which is guaranteed by the state’s constitution.

The rising sea levels also threatened to put their lands underwater, the complaint said.

Notably, this was the first-ever youth-led climate case seeking zero emissions in transportation and the second-ever lawsuit in the United States filed by young people who claim their future and health are in jeopardy because of climate change and the state is violating their rights.

A ‘groundbreaking’ settlement

Governor of Hawaii Josh Green, a Democrat, announced the “groundbreaking” settlement at a news conference.

“We’re addressing the impacts of climate change today, and needless to say, this is a priority because we know now that climate change is here,” said Green. He added, “It is not something that we’re considering in an abstract way in the future.”

The settlement, which can be enforced in court, calls for the creation of a volunteer youth council to advise the state’s department of transport.

Hawaii, as part of the settlement, will develop a roadmap to achieve zero emissions for its ground, sea, and inner island air transportation systems by 2045.

The US state also plans to dedicate at least $40 million to expand its EV charging network by 2030 and ramp up efforts to improve Hawaii’s pedestrian, bicycle and public transit networks.

The state had sought dismissal of the case arguing that the zero emissions target and other state laws promoting reduced carbon emissions were “aspirational” and could not form the basis of the claim that the state is violating the young plaintiff’s rights.

However, Judge Jeffrey Crabtree in Honolulu rejected the argument in April last year saying that the laws required timely planning and action and that the state’s inaction has already harmed the plaintiffs.

“We have extremely tough goals to hit by 2045 and this is going to make sure we move forward much faster,” Ed Sniffen, the head of Hawaii’s transportation department.

The United States Treasury Department on Thursday (June 20) added Japan to its "monitoring list" of major trading partners whose currency practices "merit close attention".

A semi-annual report, it evaluates countries with substantial trade surpluses that actively engage in foreign exchange markets to gain trade advantages.

The latest report, as per AFP, stops short of labelling any nation a "currency manipulator".

What is a currency "monitoring list"?

The United States "monitoring list" report evaluates countries with substantial trade surpluses that actively engage in foreign exchange markets to gain trade advantages.

According to the Treasury, Japan met two of the three criteria for "enhanced analysis." These included "having a material current account surplus and a significant bilateral trade surplus with the United States."

However, Japan did not meet the third criterion: being "engaged in persistent one-sided intervention in the foreign exchange market."

Alongside Japan, the monitoring list includes China, Taiwan, Malaysia, Singapore, Vietnam, and Germany. Previously, India was also a part of this list.

In a statement, the Treasury Department clarified that none of these countries met all three criteria necessary for enhanced analysis.

"No major US trading partner manipulated the rate of exchange between its currency and the US dollar for purposes of preventing effective balance of payments adjustments or gaining unfair competitive advantage in international trade during the four quarters through December 2023," the Treasury statement read.

Why was Japan added to the list?

Japan's recent inclusion in the list follows its intervention in the currency markets beginning in April. This intervention sought to support the yen, which had plummeted in value — from around 115 per dollar before Russia's invasion of Ukraine in February 2022 to nearly 160.

The sharp decline in the yen's value was in part attributed to the Central Bank of Japan's decision to maintain ultra-low interest rates even as central banks increased theirs.

Since initiating these measures, Japanese authorities have spent approximately $62 billion to bolster their currency, according to government data released late last month.

Independent US presidential candidate Robert F. Kennedy Jr. is unlikely to take part in 2024's first United States presidential debate after he skipped the deadline set by the hosting media organisation.

CNN, which is set to host the debate on its platform on June 27, said that only President Joe Biden and his Republican rival Donald Trump had met the criteria to participate.

"Presidents Biden and Trump do not want me on the debate stage and CNN illegally agreed to their demand," Kennedy said in a statement. "My exclusion by Presidents Biden and Trump from the debate is undemocratic, un-American, and cowardly."

Out of the conditions put in place by the news organisation, one was to show up on enough state ballots to potentially win the presidency polls and the other was to receive at least 15% voter support in four separate national polls.

As per CNN's tally, Kennedy had garnered the said 15% in only three accepted polls to date and had qualified for the ballot in only six states.

This would not be sufficient to win the presidency.

Kennedy had alleged that the TV network's conditions were unjustly imposed and were deliberately intended to prevent him from going on stage.

The Kennedy campaign demanded the Federal Election Commission that it must take action by Thursday (June 20) and keep CNN, Biden and Trump from holding the debate scheduled for June 27 unless the channel makes changes. The FEC however declined to comment.

"If the debate goes forward without Mr. Kennedy, the Kennedy campaign intends to pursue this issue for as long as it takes to obtain justice against these illegal acts," the campaign said in a statement on Thursday.

The White House, on Thursday (Jun 20) expressed deep disappointment over criticism from Israeli Prime Minister Benjamin Netanyahu of the United States over weapons deliveries. This comes amid Israel fighting war with the Palestinian militant group Hamas in Gaza.

White House calls criticism ‘vexing’

National Security Council spokesman John Kirby described Netanyahu’s allegations that the US is “withholding weapons and ammunitions to Israel” from his country in recent months as “vexing” and “deeply disappointing.”

“Those comments were deeply disappointing and certainly vexing to us, given the amount of support that we have and will continue to provide,” Kirby told journalists.

He added, “No other country is doing more to help Israel defend itself against the threat by Hamas and, quite frankly, other threats that they’re facing in the region.”

The US President Joe Biden’s top advisers were reportedly enraged and baffled by the video – a message that was delivered to Netanyahu hours after the clip was published – and called off the meeting.

“This decision makes it clear that there are consequences for pulling such stunts,” the American official told Axios.

The report citing an Israeli official said that the “Americans are fuming. Bibi’s video made a lot of damage.”

White House Press Secretary Karine Jean-Pierre, on Wednesday (Jun 19) said only one weapons shipment had been paused since the beginning of the war and that they have sent billions of dollars worth of weapons to Israel so far.

On Thursday, Netanyahu appeared to double down on his remarks and said that he is “prepared to suffer personal attacks provided that Israel receives the ammunition from the US that it needs in the war for its existence.”

However, this is not the first time that Biden and Netanyahu have gotten into a spat amid the ongoing war.

The White House, on Thursday (Jun 20) expressed deep disappointment over criticism from Israeli Prime Minister Benjamin Netanyahu of the United States over weapons deliveries. This comes amid Israel fighting war with the Palestinian militant group Hamas in Gaza. White House calls criticism ‘vexing’ National Security Council spokesman John Kirby described Netanyahu’s allegations that the US is “withholding weapons and ammunitions to Israel” from his country in recent months as “vexing” and “deeply disappointing.” “Those comments were deeply disappointing and certainly vexing to us, given the amount of support that we have and will continue to provide,” Kirby told journalists. He added, “No other country is doing more to help Israel defend itself against the threat by Hamas and, quite frankly, other threats that they’re facing in the region.” Earlier this week, the Israeli PM released a video saying that Secretary of State Antony Blinken had assured him that the Biden administration was working to lift restrictions on arms deliveries to Israel. However, Washington has not officially confirmed this exchange. During the conversation, which is typically kept confidential, the Israeli PM also told the US Secretary of State that it was “inconceivable” that Washington has been withholding weapons from Israel in the past few months. Japan imposed trade restrictions on several companies in China, India, Kazakhstan, and Uzbekistan for allegedly aiding Russia's war in Ukraine, according to a statement released by the Japanese foreign ministry on Friday, as reported by Reuters.

This is the first time Japan has imposed sanctions on Chinese companies concerning the ongoing conflict.

The sanctioned entities include Asia Pacific Links Ltd., based in Hong Kong and accused of supplying microchips for Russian drones, and Yilufa Electronics Limited based in China.

These sanctions mirror measures previously taken by the United States and prohibit Japanese companies from exporting goods to the targeted firms.

The US has accused China of aiding Russia's military efforts in Ukraine by providing drone and missile technology.

Last week, the US expanded its sanctions on Russia, including Chinese companies that sell semiconductors to Moscow.

Additionally, China and Russia reportedly are implementing detailed measures to ensure uninterrupted bilateral financial transactions, potentially exposing some Chinese financial institutions to future sanctions.

Hypergamy - where individuals are attracted to partners of higher socioeconomic status. According to a new study, many US residents had a positive view of this practice and admitted they were interested in finding a partner with a higher socioeconomic status to support and enhance their lives. Watch in for more details!

Decoding hypergamy: The dating trend that is sweeping 40% of Americans

Now, we look at what to expect from Indian stocks near record highs. In the previous session, traders breathed after benchmark indices hit new all-time highs in early trade. Thursday looks similar, with high volatility expected as global cues point to weakness.

Volatility jumps in Indian stocks at record high levels

The number of Americans enrolling for unemployment benefits slowed for the first time last week. This highlights a continued trend of the job market cooling down.

This comes as the housing market struggles under high interest rates. Permit applications for future residential building projects fell to their lowest level in about four years.

Loosening the labour market has offset inflation pressures, and financial markets now anticipate one or more rate cuts this year despite the Fed's hawkish stance. The US Fed has maintained its benchmark interest rate since July of last year.

But the Fed's decision is keeping the housing market under pressure. The policy has kept borrowing costs elevated for home purchases. Overall homebuilding starts fell 5.5 per cent last month to the lowest level since June 2020. This was led by a sharp drop in multi-family projects. Single-family housing, accounting for the bulk of homebuilding, also slumped 5.2 per cent. The overall sentiment among homebuilders also weakened this month.

This data came on a day when US stock markets touched record highs. This was boosted by strong gains in AI tech stocks, led by Nvidia. Investor optimism on an AI-led stock rally continues to power the S&P 500 & Nasdaq to new highs.

Meanwhile, Unemployment rose to 4 per cent in May for the first time since January 2022.

United States President Joe Biden on Tuesday (Jun 18) announced a programme which would pave the way for hundreds of thousands of undocumented spouses and stepchildren of American citizens to receive citizenship.

About the programme

The sweeping initiative could provide relief to as many as 500,000 spouses who have lived in the US for at least 10 years as of June 17. It would also allow around 50,000 stepchildren under age 21 with a US citizen parent to gain citizenship,

The move will provide relief to hundreds of thousands of “mixed-status” families in the country.

“These eligible non-citizens who have lived here for 10 years or more have deep family and community ties in the United States,” a senior official from the Biden administration told reporters, as quoted by the Guardian.

“Many of these families include US citizen children, yet they live in fear and face deep uncertainty about their future,” the official added.

The programme also allows spouses and children to apply for permanent residence without leaving the US, getting rid of a potentially lengthy process and family separation. It would also allow them to eventually apply for an American citizenship.

Biden criticises Trump

Speaking at a White House event marking the 12th anniversary of the Deferred Action for Childhood Arrivals programme, or DACA, Biden, unveiling the new plan, criticised his predecessor Donald Trump for separating migrant families at the US-Mexico border.

He also slammed the former president for his incendiary language about immigrants, including the time when he said they were "poisoning the blood of our country."

"It's hard to believe it's being said, but he's actually saying these things out loud. And it's outrageous," said the US president.

He added, "I'm not interested in playing politics with the border or immigration. I'm interested in fixing it."

DACA, launched in 2012 by former President Barack Obama and then-Vice President Biden, protects nearly 530,000 undocumented immigrants brought to the US as children from being deported.

Immigration policies and elections

With less than five months left for the presidential election, Biden and his rival, Trump have spoken about how they would handle immigration if they take over the White House. Immigration is arguably one of the most divisive issues in the US.

Initially, Biden, a Democrat, said that he would reverse many restrictive immigration policies of the Trump era, but amid a record rise in the migrant arrests on the US-Mexico border, the incumbent president has toughened his approach in recent months.

Earlier this month, Biden signed an order barring most migrants crossing the border from requesting asylum, a policy similar to his Republican predecessor.

Meanwhile, Trump has vowed a harsher immigration crackdown if he secures a second term in the White House, including the largest mass deportation campaign in US history.
