Russia has detained Sergei Mingazov, a journalist for the Russian edition of Forbes magazine for allegedly spreading “fake news” about the Russian army, said the United States-based magazine and his lawyer, on Friday (Apr 26).

What we know about the journalist’s detention

Mingazov was detained and is being “held in a temporary detention center” in the Far Eastern Khabarovsk region for “reposting about the events in Bucha” on Telegram, said lawyer Konstantin Bubon in a post on Facebook, referring to a Kyiv suburb.

If convicted, Mingazov faces 10 years in prison on the charges of spreading “false information,” said his lawyer. He added, “In short, for reposting a publication about the events in Bucha.”

There has been no contact with the journalist, said Russia’s Forbes magazine on its website.

The recent detention took place under a law which was passed shortly after Russia launched its full-scale invasion of Ukraine in February 2022 which prescribes long jail sentences for people convicted of deliberately spreading false news about the Russian armed forces.

The parliamentary website in Ukraine said that President Volodymyr Zelensky on Tuesday (Apr 16) signed into law a bill overhauling army mobilisation rules. This comes as Ukraine's issue of acute troop shortages and risks of collapsing under Russia's onslaught without support from the United States.

The official website noted that the bill had been "returned with the signature of the President" on April 16. It had received final approval from lawmakers last week. Once, it is officially published, the law will come into force a month after that.

The new law aimed at toughening penalties on draft dodgers and incentivising conscription and obliged men to keep their military registration details with the authorities.

However, the law does not demobilise long-serving soldiers on the front, which is a proposal lawmakers scrapped after facing pressure from Ukraine's military. According to the lawmakers, the demobilisation issue will be addressed in a separate bill.

The official website did not reveal how many troops could be mobilised under the new provisions. A report by the news agency Reuters mentioned that some serving military personnel and analysts have expressed concern that the law would not be effective enough in addressing the shortages.

In a separate law, Zelensky had signed cutting the draft age to 25 from 27 to secure more fighting power.

Ukraine's parliament passed a bill on Thursday to overhaul the rules governing how the military mobilises civilians into its ranks as the war rages on with no end in sight. The legislation, which must be signed by President Volodymyr Zelenskiy before it becomes law, is seen as crucial for Ukraine to address what military analysts say are major manpower problems as it fights a better armed and larger foe.

Russia’s war in Ukraine is taking an unexpected turn. Ukrainian drone strikes are hitting critical infrastructure like oil refineries and factories. This has forced Russian companies to take matters into their own hands. Demand for anti-drone systems has skyrocketed by 400% in the past year.

The Ukrainian Parliament on Thursday (Apr 11) passed a law that would govern how the country recruits new conscripts. A report by the news agency Associated Press said that the law was spurred by a request from the military command under former army commander Valerii Zaluzhny, who said Ukraine needs up to 500,000 recruits to boost army ranks.

The report said that exhausted Ukrainian soldiers, on the frontlines since Russia launched an offensive in February 2022, had no means to rotate out for rest, while many thousands of men continue to evade the draft. The law brings into effect a host of changes to the current system by expanding the powers of authorities to issue draft notices using an electronic system. The bill's passage came days after Ukrainian Ground Forces Commander Oleksandr Pavliuk called on citizens to enlist in the army or to be ready to serve in the army. Russia said on Tuesday that Ukraine attacked the Russian-controlled Zaporizhzhia nuclear plant for a third day with a drone but Ukrainian officials denied that Kyiv had anything to do with the attacks. Ukraine has denied it is behind a series of drone attacks on the plant over the past three days, including three drone attacks on Sunday, which the International Atomic Energy Agency (IAEA) said had endangered nuclear safety.

Ukraine claimed in February that the Russian forces in occupied regions have been using Starlink terminals produced by Elon Musk's SpaceX for satellite internet. Kyiv's main military intelligence agency had also claimed that it appeared to look like the start of their "systemic" application.

In addition to the previous claims, a report by The Wall Street Journal highlighted how Starlink is being misused by middlemen and agents in sensitive regions through the black market.

When the Russia-Ukraine war started in February 2022, the terminals were sent to aid Ukraine. It emerged to be a vital system that helped Kyiv in battlefield communications.

But Ukraine has claimed that the terminals were being used by units like Russia's 83rd Air Assault Brigade, which remained active in several ravaged regions.

Starlink maintained that it does not provide service to Russia's government or military. The Kremlin also once said that Russia never certified the usage of terminals, hence they weren't being used. But the easy and illegitimate access to its service might put Musk in a difficult spot.

Starlink had also posted a statement on social media platform X, stating: "If SpaceX obtains knowledge that a Starlink terminal is being used by a sanctioned or unauthorised party, we investigate the claim and take actions to deactivate the terminal if confirmed."

Ukraine had claimed without evidence that Russian forces obtained Starlink satellite terminals illicitly from third countries.

But the WSJ report mentioned that a Russian online retailer told the newspaper that his business saw a boost by selling dozens of Starlink internet terminals.

As reported, the Moscow-based salesman told the paper that he received orders from a region recently annexed by Russia, the man who was interviewed identified himself only as Oleg and referred to the region as the "new territories". He claimed that the terminals were for "use by the military" and he said volunteers delivered the equipment to Russian soldiers in Ukraine.

Not just Ukraine, Starlink terminals are also being bought and sold on the black market in Sudan. The report claimed that the Sudanese dealers resell units to the Rapid Support Forces, which is a paramilitary group.

Ukraine claimed in February that the Russian forces in occupied regions have been using Starlink terminals produced by Elon Musk's SpaceX for satellite internet.

Starlink maintained that it does not provide service to Russia's government or military. The Kremlin also once said that Russia never certified the usage of terminals, hence they weren't being used. But the easy and illegitimate access to its service might put Musk in a difficult spot. Starlink had also posted a statement on social media platform X, stating: "If SpaceX obtains knowledge that a Starlink terminal is being used by a sanctioned or unauthorised party, we investigate the claim and take actions to deactivate the terminal if confirmed." Former United States president and presumptive Republican presidential nominee, Donald Trump on Sunday (Apr 7) dismissed a report by The Washington Post that said he could end the war in Ukraine if he becomes president by pressuring Kyiv to give up some territory. Speaking to The New York Post, a Trump campaign adviser called The Washington Post report "fake news" and insisted that the 77-year-old would not settle on a peace plan until he is in office and can properly weigh all the options. “The whole thing is fake news from The Washington Post. They’re just making it up,” Trump adviser Jason Miller said, adding, that his boss was the only one talking about stopping the killing and President Joe Biden was talking more about killing. What did the report say? Citing people familiar with the matter, The Washington Post report on Sunday said that Trump could end the conflict by pressuring Ukraine to give up some territory. His proposal consisted of Ukraine ceding Crimea and the Donbas border region to Russia, people familiar with the matter said. Trump, 77, has previously boasted that he could negotiate a peace deal between Russia and Ukraine within 24 hours if elected to power. However, he has repeatedly declined to specify publicly how he would quickly settle the war. Trump has also pressurised congressional Republicans to resist additional US support for Ukraine’s efforts to fight Russia. A return to the White House would significantly expand his influence over this debate, the report added. 'I will have the war settled in one day' In an interview with CNN last year, Donald Trump said if he was elected as president again, he would have that (Russia-Ukraine) war "settled in one day, 24 hours.” Asked how, Trump said he would meet Zelensky and Russian President Vladimir Putin. "They both have weaknesses and they both have strengths and within 24 hours that war will be settled, that war will be over," he added. Trump has repeatedly said he is well-positioned to negotiate an end to the war, saying he has a good relationship with both Russian and Ukrainian leaders. (With inputs from agencies)
