A key United Nations Security Council(UNSC) report has said Taliban's takeover of Afghanistan in August last year increased&nbsp;narcotics outflow and there is presence of anti-India foreign terror groups like Jaish-i-Mohammed (JiM) and Lashkar-e-Tayyiba (LeT) in the country.

It is the thirteenth report of the Sanctions Monitoring Team under the Taliban Sanctions Committee&nbsp;established pursuant to resolution 1988 (2011).

The report submitted last week said, "Afghan-origin drugs have increased significantly in the second half of 2021" which suggests "less effective counter-narcotics efforts within Afghanistan or heightened activity in anticipation of a ban."&nbsp;

It pointed to the seizing 3 tons of Afghan origin heroin in India in September of 2021&nbsp;and smuggling via Iran to Turkey and Europe which has "increased by up to 50 per cent since the Taliban assumed power."

On the presence of foreign terrorist fighters, the 27-page report said, "Taliban victory in Afghanistan has inspired terrorists around the world" confirming the presence of Jaish and Lashkar terror groups.

Both the Pakistan based UN-designated terror groups have been responsible for a number of terror attacks in India including Pathankot, Uri and the 26/11 Mumbai terror attacks. The report said&nbsp;both groups along with Eastern Turkistan Islamic Movement(ETIM) and&nbsp;the Islamic Movement of Uzbekistan have fighters "each numbering in the few hundreds."

The report specifically said Jaish-i-Mohammed (JiM) has appointed Qari Ramazan as the new head of the grouping in Afghanistan.

The terror group was founded by Masood Azhar who was listed as an international terrorist in 2019 after Pulwama terror attack in India.

The report said, "according to one member state, JiM maintains eight training camps in Nangarhar, three of which are directly under Taliban control". Previous UNSC report has pointed to the support given by JiM to Taliban. The report details that in October 2021,&nbsp;LeT leader Mawlawi Assadullah met Taliban deputy interior minister Noor Jalil. Later in January 2022, a Taliban delegation visited a training camp used by LeT in the Haska Mena district of Nangarhar.

Elaborating on the linkage between JiM and Taliban, the report highlighted that, "The group was said to maintain three camps in Kunar and Nangarhar. Previous LeT members have included Aslam Farooqi and Ejaz Ahmad Ahangar (a.k.a. Abu Usman al-Kashmiri), both of whom joined ISIL-K".

It is the first public confirmation of these two&nbsp;terror groups in Afghanistan by any multilateral body since the Taliban's takeover. Fears of Afghanistan becoming a terror safe haven have always been there since the Taliban's takeover.

With mentioning of the ETIM, Bejing will also be worried over terror safe haven in Taliban-controlled Afghanistan. ETIM &nbsp;is an Uyghur Islamic extremist which has called&nbsp;for the establishment of East Turkestan in China's western&nbsp;province of Xinjiang.

Tehrik-e Taliban Pakistan(TTP) forms the largest component of foreign fighters with Sirajuddin Haqqani Taliban appointed acting interior minister being "relied upon more than anyone else" to act as an "intermediary between TTP and Pakistan".

The report explained that, "Haqqani mediations have not led to a sustainable ceasefire, but are a further indication of Sirajuddin’s central role within the Taliban as a mediator and figure of authority among rank-and-file TTP".

The report also said that the core leadership of Al Qaida remains in Afghanistan with its chief Aiman al-Zawahiri in the "eastern region from Zabul province north towards Kunar and along the border with Pakistan".

It mentioned the recent appearance of al-Zawahiri in a video released on April 5 this year by Al-Qaida’s As-Sahab media foundation in which he referred to the Hijab issue in India.

The video provided the first conclusive current proof of life for al-Zawahiri in recent years. The report explained, "the pace of recent communications suggests that he may be able to lead more effectively than was possible before the Taliban takeover of Afghanistan."

The Taliban sanctions committee or the 1988 Security Council Committee is chaired by the Indian envoy to UN TS Tirumurti. The committee comprises all 15 members of the Security Council and makes its decision by consensus.

It has two&nbsp;vice-chairs as well, Russia and UAE. It came into existence in 2011 by splitting the 1267 sanctions regime and passage of resolution 1988. The committee is mandated to oversee the implementation of the sanction's measures, designate individuals, remove the names on requests etc.

Taliban militants attacked Afghan security posts in the western province of Herat on Thursday, killing nine soldiers and one police officer, a district governor said on Friday.

The attack occurred in Herat`s Shindand district, said the district`s governor, Shukrullah Shaker. Four people were wounded, he said.

The Taliban, seeking to restore strict Islamic rule after their 2001 defeat by US-led troops, did not immediately comment.

The attack happened just days after a blast in Shindand killed at least six people, including four children.

Earlier on Thursday, Taliban militants stormed a district in Ghazni province, killing more than a dozen people including the district`s governor before retreating.&nbsp;

Fighting in Afghanistan traditionally increases in the spring when warmer weather melts snow blocking mountain passes, increasing the mobility of the insurgents.&nbsp;

Taliban kills 10 security forces in Afghan province of Herat

Despite the United States pressuring Pakistan, the Islamabad Government is still supporting the Taliban terrorist group in the border region with Afghanistan, revealed United State Army General Joseph L. Votel.

According to a media report, during a Senate Armed Services Committee hearing on Tuesday, when asked about the continued Pakistani support to Taliban, Gen. Votel noted, &quot;I cannot tell you that we have seen decisive changes in the areas in which we&#39;re working, but I remain very well-engaged with my partner to ensure that we are moving forward on this.&quot;

On recent increase in Taliban attacks in Afghanistan, Votel said, &quot;Having sanctuary in Pakistan or having support from other actors in the region certainly is an aspect of the Taliban&#39;s success here.&quot;

The report further quoted an intelligence source close to the Afghan border region as saying that the Inter-Services Intelligence (ISI) of Pakistan is continuing its covert support for the Taliban in the border region.

&quot;ISI is providing both protection and material support to the Taliban in areas between Quetta and the Afghan border,&quot; the source said.

The insider revealed that the ISI is working along with the Pakistani Army in Taliban in Pashtun ethnic areas of Balochistan province in the northwestern part of the country.

&quot;In Pashtun areas which are close to Quetta, religious groups are operating madrasas&quot; - Islamic schools, the source said. &quot;Among these groups, the Jamiat Ulema-e-Islam is most active. Under Sami ul Haq&#39;s leadership, madrasas are creating new soldiers for Taliban in Balochistan&#39;s Pashtun belt.&quot; Maulana Sami ul Haq is a Pakistani cleric regarded as &quot;the father of the Taliban.&quot;

&quot;We believe top Taliban leadership are operating from Pashtunabad, Gulistan and surrounding areas,&quot; the source added.

The report highlighted that Taliban is working with the ISI in another small border district called Killa Abdullah, about 44 miles from Quetta, capital of Balochistan.

In that area, Taliban fighters have been spotted along &quot;with automatic weapons either in motorbikes, or [in] four-by-four vehicles along with two to five companions,&quot; the source said.

The source further revealed that the local police is not allowed to stop the Taliban fighters from traveling from Afghanistan to Pakistan.

&quot;These people freely travel in Quetta, Chaman and all surrounding areas,&quot; the source said. &quot;Civilian [police] forces cannot intervene because they work under ISI and military apparatus. The police are also powerless and are afraid for their own security.&quot;
