The United States on Friday (November 04) during the Security Council meeting&nbsp;accused superpowers China and Russia of providing blanket protection to North Korea over its latest ballistic missile tests.&nbsp;Following Pyongyang's latest launch on Friday, including the one that failed, the US along with Britain, France, Albania, Norway and Ireland requested the UNSC to take action.&nbsp;

According to diplomats, both China and Russia will not support any council action against North Korea's missile tests.

Russia and China had in May vetoed a US-led effort to increase sanctions on North Korea but both have been advocating North Korea's nuclear actions for their own profits.&nbsp;

Referring to Russia and China, the US ambassador to the UN, Linda Thomas Greenfield said that the countries should not abandon UNSC responsibilities just because the DPRK might send some nuclear weapons to you for the ongoing war in Ukraine or if they think they make a good regional&nbsp;buffer to the States. 
 
In reaction, China's UN ambassador Zhang Jun said that the council should play a constructive role instead of continuously pressuring&nbsp;others.&nbsp;He added, the council should work on how to reduce conflicts and lower political tensions.&nbsp;

The UN General Secretary Antonio Guterres denounced North Korea's missile launches and also urged to immediately desist from taking any such provocative actions.&nbsp;

The United Nations has long prohibited Pyongyang for&nbsp;its tests and ballistic missile launches and even imposed several sanctions on the country to cut off the funding for such actions.&nbsp;

France's envoy, Nicolas de Rivière, said,&nbsp;"The current escalation is unprecedented, and these new provocations are unacceptable."

The 10 non-permanent members of the Security Council, which include India, Brazil and Mexico, condemned North Korea's missile launches in a joint statement.

The UN Security Council should consider steps toward lifting sanctions on North Korea following its agreement with the United States to scrap its nuclear program, Russia's UN ambassador said Wednesday.

The council last year adopted three rounds of tough economic sanctions on North Korea, banning most of its exports of raw commodities and severely restricting oil supplies.&nbsp

Asked about lifting sanctions, Russian Ambassador Vassily Nebenzia told reporters: "I think that it is only natural that we should be thinking about steps in that direction."

"There is progress on the track that should be reciprocal. There should be a two-way street," he said. "Of course the other side should see encouragement to go forward."

At the first-ever meeting between sitting leaders of the US and North Korea on Tuesday in Singapore, President Donald Trump and Kim Jong Un pledged in a joint statement to work toward the "complete denuclearization of the Korean Peninsula."

The United States along with Japan and European countries maintain that the raft of tough sanctions must remain in place until North Korea has fully dismantled its weapons programs.

Russia and China argue that there should be a gradual approach, offering some sanctions relief in exchange for concrete action from Pyongyang along the path toward denuclearization.&nbsp

The council is expected to meet to discuss the results of the Singapore summit, but Nebenzia, who holds the council presidency this month, said nothing had been scheduled yet.

"It would be interesting to hear from those who were directly involved their assessment of the results," said the Russian ambassador.

Many diplomats credit the UN move to ramp up sanctions as a decisive factor in pressuring Kim to agree to negotiate an end to North Korea's military program.&nbsp

Kim came to understand that "having a nuclear bomb is not compatible with having an economy," said a Security Council diplomat.&nbsp

Dutch Ambassador Karel van Oosterom, who heads the council's sanctions committee on North Korea said the punitive measures were still being applied in full force.

"We will continue to keep up the pressure with the full implementation of the sanctions," he said.
