The governments of Punjab and Haryana were also not sparred on the issue of stubble burning.

"We want immediate action to deal with stubble burning. Chief Minister Arvind Kejriwal on Friday urged school children to write letters to the Chief Ministers of Punjab and Haryana urging to take requisite action against stubble burning to curb the menace of air pollution in the national capital.

He blamed that the smoke emanating from crop residue burning in the two states causes pollution in Delhi.

"Please write letters to Captain (Captain Amarinder Singh) uncle and Khattar (Manohar Lal Khattar) uncle and say, 'Please think about our health," Kejriwal said while addressing school children here.

The Delhi chief minister also distributed anti-pollution masks to the school children as a part of the government plan to protect the children from air pollution.

He also urged the school children to request people they know to stop burning of garbage.

"We have to stop burning the garbage in Delhi. If you see anyone doing so, tell them to not do it. If they do not listen to you, there is a WhatsApp number to complain," he said.

CM Kejriwal also addressed the media after his speech in the school and urged them to send out the message to masses to follow the Odd-Even scheme which will be implemented from November 4-15.

"Odd-Even is from Monday and everyone should follow this. It cannot be implemented permanently though. Odd-Even cannot be permanently implemented. We will do our best to make Delhi pollution-free," he said.

According to SAFAR, the overall AQI of Delhi continues to be in the SEVERE category for the fourth consecutive. "The calm surface wind condition that prevails last two days over Delhi has led to strong surface nocturnal inversion and accumulation of pollutants.

Also, the effective stubble fire counts of Northwest India (Haryana and Punjab) has increased from the previous day count of 1057 to 2396, as evident from SAFAR-multi-satellite fire product.

The stubble fire percentage contribution of Delhi's air quality which has touched the season's highest share of 35 per cent on October 30 is predicted to be 27 per cent for today and 25 per cent on November 1.
An improvement is expected by November 2.

Delhi witnesses public health emergency as air quality dips to 'severe'

The Delhi government on Tuesday said that the latest images from the National Aeronautics and Space Administration (NASA) show a drastic increase in the <a href="https://www.wionews.com/india-news/save-delhi-from-becoming-gas-chamber-delhi-cm-urges-neighbouring-governments-to-take-concrete-steps-as-air-quality-dips-258718">stubble burning</a> in the last 24 hours in Haryana and Punjab.

A statement from the office of Delhi's Environment Minister Kailash Gahlot said, "Latest NASA images show a drastic increase in stubble burning in the last 24 hours. Stubble burning counts have increased from 1,654 to 2,577 in Punjab/Haryana in the last 24 hours."

The statement said that wind direction shows stubble plume could increase from Punjab and Haryana, and Delhi facing adverse air quality despite the cleanest Diwali night in the last many years.

"The latest NASA images show a drastic spurt in crop residue burnings (stubble burnings) in the neighbouring states of Delhi, which has severely affected Delhi's air quality. The stubble plume from north-west regions has become one of the significant factors in adversely affecting Delhi's air quality," said the statement.

"Today, transport-level wind direction is north-westerly, which might increase stubble plume towards Delhi. As per SAFAR-model, the stubble share may touch this year's peak value now," the statement said.

The statement further said that Delhi is going through a bad period with reference to ambient air quality after celebrating one of the cleanest Diwali in the last few years.

"The overall pollution level during the Diwali period in 2019 was found to be better than the past many years. Boundary layer winds speed also helped to flush out the additional load of last night," added the statement.&nbsp;

Mexico has deported over 300 Indian nationals to New Delhi, the National Migration Institute (INM) said late on Wednesday, calling it unprecedented transatlantic deportation.

The move follows a <a href="https://www.wionews.com/opinions/migrants-will-pay-the-price-of-mexicos-tariff-deal-with-trump-226455">deal Mexico struck</a> with the United States in June, vowing to significantly curb US-bound migration in exchange for averting US&nbsp;tariffs on Mexican exports.

"It is unprecedented in INM's history - in either form or the number of people - for a transatlantic air transport like the one carried out on this day," INM said in a statement.

The 310 men and one woman that INM said were in Mexico illegally were sent on a chartered flight, accompanied by federal immigration agents and Mexico's National Guard. They arrived in New Delhi on Friday.

Most of the deportees were from India's northern Punjab state, an Indian official said. Police will run checks if any of them had a criminal history, another official said.

INM said the deportees had been scattered in eight states around Mexico, including in southern Mexico from where many Indian migrants enter the country, hoping to transit to the US&nbsp;border.

The backlog of migrants in southern Mexico has grown as officials have stopped issuing permits for them to cross the country, said Caitlyn Yates, a research coordinator at IBI Consultants who has studied increasing numbers of US-bound Asian and African migrants arriving in Mexico.

"This type of deportation in Mexico is the first of its kind but likely to continue," Yates said.

After fresh intelligence inputs suggested that a group of terrorists from Pakistan has infiltrated into India, defence bases in Punjab and Jammu area have been placed on high alert.

"The defence bases in and around Punjab and Jammu are on high alert. The Indian Air Force has put its airbases in Punjab including Pathankot and Jammu on orange alert," government sources said.

"The inputs were received by forces today morning after which they are taking all precautions to protect the defence bases," they said.

A few days ago, the bases were on high alert but the alert levels were brought down a couple of days later, they said.

There have been reports of a possible terror attack on major defence facilities since August 5 when the Centre moved to abrogate Article 370 that granted a special status to Jammu and Kashmir.

Late last month, intelligence agencies had issued a warning against a module of eight to ten Jaish-e-Mohammed (JeM) terrorists. The input suggests that the terror group may possibly try to carry out a suicide attack against air force bases in and around Jammu and Kashmir.

Punjab Chief Minister Captain Amarinder Singh on Thursday announced that his government would canalise all the rivers of the state, taking technical support from the World Bank (WB) and the Asian Development Bank (ADB).

According to a press release issued from the Chief Minister's Office (CMO), Singh also announced dedicated village-relief teams in flood-affected areas in Sultanpur Lodhi and Jalandhar.

The Chief Minister also announced that each team will comprise officers of Health, Civil Supply, and Animal Husbandry Departments and they would ensure timely supply of food, medicines, and fodder for affected families.

Earlier today, Singh did an aerial survey of Nawanshahr, Ludhiana, Phillaur, Shahkot, and Lohian in the state.

In a tweet, he said, "A total of 30,000 people are impacted and crop damage reported in 108 villages. There are 14 breaches in Satluj. Considering the seriousness of the breaches, the Army's help has been sought."

In another tweet, Singh said,&nbsp;"Visited affected areas of Jalandhar and Kapurthala. Had a detailed meeting with DCs and Army officials and reviewed the rescue measures."

Punjab Chief Minister Captain Amarinder Singh on Sunday urged Pakistan not to back out from its commitment to <a href="https://www.wionews.com/india-news/pakistan-yet-to-respond-to-indias-request-for-another-round-of-talks-on-kartarpur-corridor-242049">building the Kartarpur corridor</a>, a long-pending demand of Indian Sikhs.

"With the momentous 550th birth anniversary of Sri Guru Nanak Dev ji just three months away, any slowdown in the project will lead to its non-completion in time for the historic event," said Singh in a statement.

The Chief Minister's statement comes in the backdrop of reports that India was forced to send a reminder to Islamabad to hold technical level meetings to <a href="https://www.wionews.com/world/united-states-welcomes-construction-of-kartarpur-corridor-236559">finalise the key decisions</a> about the Kartarpur corridor.

"Such a move would serve a big blow to the desires and aspirations of the Sikh community, who are hungry for 'darshan' of the 'asthan' of the place where their first Guru had spent many years of his early life," added Singh.

On the issue of stoppage of trade at Attari-Wagah border by Pakistan in the wake of its decision to downgrade diplomatic and trade ties with India, the Chief Minister said, "Political concerns should not be allowed to be clouded by any decision that was detrimental to the interests of the people on both sides."

"The stoppage would, in particular, inflict heavy avoidable economic losses for the poor in Pakistan, as the goods would now have to take the long sea route through Iran or Dubai. The trade suspension would also lead to serious loss of jobs and livelihood for thousands of porters, truck/train drivers, staff, etc, who are deployed as part of the trade Infrastructure on both sides," he said.

He also urged Islamabad to revoke the trade suspension in the interest of the people on both sides of the border. "India wanted peace, communal harmony, and development on the Indo-Pak border, people on both sides of which had suffered immensely due to the continued violence and hostilities," he said.

Reiterating that Kashmir was an internal matter of India, the Chief Minister said Pakistan should not link it with diplomatic or trade ties between the two nations.

The Punjab Chief Minister also called upon the Indian government to open diplomatic channels to press Pakistan to resume trade ties.

Urging Prime Minister Narendra Modi to announce a special economic package for the development of Punjab and Jammu and&nbsp;Kashmir to create better job opportunities for their youth, he said,&nbsp;"The Centre should also raise additional battalions in the Army, para-military forces and the State Police for all the border states.''

"The following directions of Prime Minister have been intimated for implementation and report `No preferential treatment be given to the criminals and money launders in the prison in Punjab`," stated a letter written by Punjab Home Department to the inspector general of the prison on July 17.&nbsp;

The 69-year-old former Prime Minister was convicted in the Al Azizia Steel Mills case and sentenced to seven years in jail. He is currently serving the sentence in Lahore`s Kot Lakhpat jail.

Express Tribune reported the government`s order days after Prime Minister Imran Khan told a gathering of Pakistani diaspora in the US that Nawaz eats home-made food in his air-conditioned jail with television in it and said he will ensure the "criminal" does not receive such treatment.

"Nawaz Sharif wants food from home in jail, he wants air conditioning in jail. But in a country where half the population has no air conditioning or TV, what kind of punishment would this be?," said Khan on July 21, while addressing Pakistani diaspora during his three-day visit to the United States.

"I am going to go back and make sure there is no air conditioning or TV for Nawaz Sharif who is a criminal. I know (PML-N leader) Maryam Bibi will make some noise, but I say to her, return the money. It`s as simple as that," he added.

Chief Minister Captain Amarinder Singh on Tuesday conducted an aerial survey of flood-affected areas in Patiala and Sangrur.

The Chief Minister assessed the damage done to crops and other assets due to flooding caused by a breach in Ghaggar river catchment area, following torrential rains.

"The situation is not that good on both sides of the Ghaggar river. The water has gone up to Bathinda. Nobody expected that the water would come to this level by the end of July. Normally, the flooding occurs in August in Punjab but the rains have aggravated the situation in this month," the Chief Minister said.

Most of the flooding has occurred in the Ghaggar basin which gets impacted yearly by the monsoon rains. Captain Amarinder has assured that he will meet Central Water Commission (CWC) officials to address the flooding caused by the Ghaggar river.

"We are going to meet CWC officials to address the situation related to the Ghaggar river. In Patiala district, around 50,000 acres of land has been affected by the flood. In lower Ghaggar region, 10,000 acres have been affected," the Chief Minister added.

Punjab Chief Minister Captain Amarinder Singh on Sunday welcomed Pakistan's decision to remove the requirement of a separate permit system to allow pilgrims to travel through the historic <a href="https://www.wionews.com/india-news/kartarpur-corridor-talks-round-two-ends-pakistan-not-open-to-5000-pilgrims-daily-235729">Kartarpur corridor</a> but requested for the waiver of passport to facilitate devotees from the rural areas of the state to visit the holy place.

Chief Minister Singh, in a statement, said Pakistan has now agreed to 5,000 devotees a day as against its original proposal of 500 but the number needed to be further raised.

The Chief Minister, however, hailed Pakistan's decision to allow Overseas Citizenship of India (OCI) and Persons of Indian Origin (PIO) cardholders, as urged by him.

The historic corridor would not serve its full potential unless Pakistan agreed to become even more flexible with regard to pilgrims visit the Sri Kartarpur Sahib Gurdwara, an official quoted him as saying.

He urged the Central government to engage even more closely with Pakistan to secure their agreement on other demands he has been putting forth.

The Chief Minister also reiterated his demand for a special package from the Centre to make the celebrations truly historic and befitting the sacred occasion.

The Chief Minister has hoped the government would press Pakistan to accept other key demands being raised by him over the past several months.

These included further increase in the daily limit of pilgrims allowed passage by Islamabad to enable 'khulle darshan' to mark the historic occasion of the 550th birth anniversary celebration of Sri Guru Nanak Dev ji, the statement said.

Claiming that the Punjab government is facing a <a href="https://www.wionews.com/india-news/navjot-singh-sidhu-given-power-ministry-after-punjab-cm-amarinder-singhs-cabinet-reshuffle-225057">"Constitutional crisis" after a Cabinet reshuffle</a>, the BJP has alleged that state minister Navjot Singh Sidhu is drawing a salary and enjoying perks of his office even though he has not been attending to his duties for over a month.

BJP national secretary Tarun Chugh has written a letter to Punjab Governor VP Singh Badnore seeking his intervention in the "crisis" situation arisen "after Chief Minister Captain Amarinder Singh reshuffled Cabinet".

Speaking to ANI, Chugh said, "I have written a letter to Punjab Governor. There is a Constitutional crisis in Punjab today. It has been over a month since a minister who took the oath of office, has been absent, even though he is drawing a salary and enjoying the perks of his office."

He continued, "He has migrated; the feud between the Chief Minister and the minister Navjot Singh Sidhu has caused a constitutional crisis. I request the Governor to take action in Punjab`s interest. If the minister does not want to work someone else should look after his department. If he is drawing a salary but not working, action should be taken."

In the letter dated July 6, Chugh wrote: "Punjab Cabinet Minister Navjot Singh Sidhu, whose department was changed during a reshuffle of portfolios by <a href="https://www.wionews.com/india-news/hope-to-see-dynamic-youth-leader-as-congress-president-amarinder-singh-233494">Chief Minister Captain Amarinder Singh</a>, has not assumed his charge as Power Minister even though a period of more than a month has passed. It is very unfortunate that Sidhu is not fulfilling the duties he has towards the people of the state."

The BJP leader said that the people of Punjab and particularly the farmers were facing issues as Power Department remains unattended due to the absence of the newly-appointed minister.

"Since the minister has gone 'underground'&nbsp;and is incommunicado and has willfully chosen not to take charge of his new assignment, the work related to his department is suffering like anything."

Concluding his letter, Chugh requested the Governor to take cognisance of the matter as he was the Constitutional head of the state.&nbsp;

In the statement, Deol further said that as an elected Member of Parliament he is "genuinely committed to the cause of Gurdaspur".&nbsp;

"There is a provision in the Lok Sabha that an MP can appoint his or her representative who can take care of the work in the MP`absence. But that does not mean that after the election, the MP vanishes from this constituency and the representative does all the work he is only supposed to help," Congress leader Punia told ANI.

He had issued a letter stating that Gurpreet Singh Palheri will be his representative who will attend meetings and follow important matters pertaining to his constituency.

Deol defeated Congress candidate Sunil Jakhar with a margin of 82,459 votes to bag the Gurdaspur Lok Sabha seat in Punjab in the recently concluded general elections.&nbsp;
