Prime Minister Modi, who flew down to Bhubaneswar on Monday to visit the areas hit by Fani and take stock of the situation, wanted to do the same for West Bengal.

The Centre had written to the Mamata Banerjee-led administration about a review meeting of the prime minister with the state government officials today.

However, the West Bengal government replied that since the government officials are busy with election duty, hence the review meeting should not be held.

"For the purpose of supervision of elections arrangement, the Chief Secretary, West Bengal and State Home Secretary will have to be stationed in the headquarters from morning till the end of elections on 06.05.2019. Hence it will not be possible for Chief Secretary, West Bengal, Home Secretary and other senior officers of the Government of West Bengal to be away from headquarters on 06.05.2019," the letter to the Union Home Ministry from the West Bengal's Department of Disaster Management and Civil Defence stated.

In Odisha, Prime Minister Modi was received by Governor Ganeshi Lal and Chief Minister Naveen Patnaik at the airport in the morning.

The Centre had earlier released Rs 1,000 crore to Odisha and other states, including West Bengal, to deal with the devastation caused by Cyclone Fani.

The prime minister wanted to take stock of the situation in West Bengal as well, but the state government declined.

"It is, therefore, proposed in view of the date coinciding with elections the meeting may be deferred," the letter from the West Bengal government added.

Government sources on Sunday revealed that the PMO had made attempts to connect Prime Minister Narendra Modi to West Bengal Chief Minister Mamata Banerjee twice over telephone post the Cyclone Fani but failed.

Reacting to reports in a section of media that TMC has expressed its displeasure over PM Modi speaking only to West Bengal Governor Keshari Nath Tripathi to inquire about the situation in the aftermath of the cyclone, the sources in the Prime Minister's Office (PMO) said that the claim is incorrect.

According to TMC, the Prime Minister had talked to Governor Tripathi and Odisha Chief Minister Naveen Patnaik but "did not call up" Banerjee.

The PMO sources said that two attempts were made by the PM's staff to connect the Prime Minister to Banerjee over the telephone.

"The claim made by TMC is incorrect. Two attempts were made on Saturday morning from the Prime Minister's staff to connect the Prime Minister to the West Bengal Chief Minister on phone," the sources had told ANI.

They said that on both occasions, PMO staff was told by Banerjee's office that the Chief Minister was on tour and the calls would be returned once she was back.

The Election Commission Saturday gave a clean chit to Prime Minister Narendra Modi for his Gujarat speech in which he had claimed that the Indian government had kept Pakistan on its toes to ensure the safe return of its pilot.

This is the sixth clean chit to Modi by the poll watchdog. Sources said the decision on the April 21 Patan speech was unanimous.

One of the election commissioners, according to the sources, gave a dissenting view in the EC's decision to give a clean chit to Modi with regard to his speech at Wardha on April 1, where he attacked Congress chief Rahul Gandhi for contesting from the minority-dominated Wayanad seat in Kerala, and his appeal to first-time voters by invoking the Balakot airstrike and the CRPF jawans killed in the Pulwama terror attack on April 9.

On February 1, the NDA Government announced two marquee schemes- the Pradhan Mantri Kisan Samman Nidhi and the Pradhan Mantri Shram Yogi Man Dhan Yojana.&nbsp;

The former provides monetary support to farmers while the latter assures a monthly pension to the unorganised sector. Both these schemes were launched soon after the announcements were made.

"What type of strikes were these about which the terrorists did not get to know, Pakistan didn't know and even Indians didn't know. First, they mocked it. When they saw that the people are standing with Modi, then they started protesting. And now they say 'me too me too'," he added.

"I think there are people in the Congress who play video games at any age and maybe they even consider surgical strike as a video game," Modi said.

While addressing an election rally in Karauli, Rajasthan, PM Modi further said, "In January 2008, there was an attack on CRPF camp in UP. In May, there was a bomb blast in Jaipur. In July, there were serial blasts in Bengaluru. Next day, bomb blasts in Ahmedabad. In September, there were two terror attacks in Delhi. In October, serial blasts in Guwahati, Agartala, Imphal".

PM Modi also said that the Congress was distraught when he got the award from UAE during elections and when <a href="https://www.wionews.com/india-news/shiv-sena-slams-congress-for-questioning-timing-of-jem-chief-masood-azhars-listing-as-a-global-terrorist-215627">Azhar was declared international terrorist</a> while polls underway.

Further targetting the Congress PM Modi said that the government at the Centre during the 2009 "had no courage".&nbsp;

"The youth takes a lot of interest in IPL. But there were two occasions when it could not be played in India, it was played in South Africa. This happened in 2009 and 2014. The government at the centre was so scared of terrorists. That government had no courage".

"Centre stands with people in states facing severe cyclone," PM Modi said in a rally at Rajasthan's Hindaun city.

The storm is now likely moving towards West Bengal coast, IMD informed.

Two people have also been killed due to the cyclone while large areas in the seaside pilgrim town of Puri were submerged with water as heavy rains battered the entire coastal belt of the state.

Several trees were also uprooted and thatched structures destroyed at some places including Bhubaneswar.

Indian Navy's P-8I and Dornier have been scheduled to be launched in the afternoon for undertaking an aerial survey to assess the extent of impact and devastation post-Fani.

Meanwhile, Bengal chief minister Mamata Banerjee cancelled all scheduled rallies for next two days. Banerjee will stay in Kharagpur in West Bengal, near the coastal belt and monitor the situation herself.

Targeting the Congress on corruption, Prime Minister Narendra Modi Friday said the party committed the "Tughlaq road election scam", whose money was being used for the poll campaign of its chief Rahul Gandhi.

Addressing a poll rally in Sidhi district, Modi said that in the Congress culture, corruption was the "only protocol".

The prime minister also stressed that the law was equal for all and that even his residence should be raided by the Income Tax department if he was involved in any wrongdoing.

"The food meant for children and pregnant women under a government scheme was snatched from them...The money was syphoned off to Tughlaq Road residence of a Congress leader in Delhi," Modi said.

"That money is being used for the poll campaign," he said, attacking Gandhi.

The Income Tax Department recently conducted raids on close aides of Madhya Pradesh Chief Minister and Congress leader Kamal Nath.

The Central Board of Direct Taxes had said the department has also detected a trail of Rs 20 crore suspect cash allegedly being moved to the "headquarters of a major political party in Delhi" from the house of an important person who lives on Tughlaq Road, home to many VIPs.

Modi also said money disbursed by the Central government for farmers in Madhya Pradesh under its schemes was yet to reach the beneficiaries.

He accused the Kamal Nath dispensation in the state of not sharing with the Centre the list of farmers requiring the help.

Taking a jibe at the MP chief minister, Modi said perhaps Kamal Nath was "too busy" to share the list with the Centre due to his Switzerland visit and political grooming of his son.

The prime minister also expounded pro-farmer and pro-women measures his government took.

Modi said Karnataka Chief Minister HD Kumaraswamy had insulted soldiers with his reported remark that only those who cannot manage two square meals a day seek jobs in armed forces.

He also took potshots at "those from the opposition parties aspiring to become the next prime minister". They have already ordered their tailors for new attires, he added.

Modi asked the people from among the opposition wanting to become the PM can wipe out terrorism. When they replied chanting his name, he said it not him but their "one vote" that would combat terrorism.
