<p>Citing email exchanges between Congress president-elect and former union environment minister Jayanthi Natarajan, the BJP said Wednesday that Manmohan Singh was &quot;just a titular head&quot; of the UPA.&nbsp;</p>

<p>&quot;Email exchanges between Rahul Gandhi and Jayanthi Natarajan show that all decisions were directly taken by the family and PM Manmohan Singh was just a titular head,&quot; Union Minister&nbsp;Piyush Goyal said.</p>

<p>&quot;We have accessed email in which Jayanti Natarajan when UPA minister was even willing to go home to meet personal secretary of Rahul Gandhi. This was how people not a part of government interfered in governance during UPA,&quot; Goyal added.&nbsp;</p>

<p>A long and bitter campaign -- accompanied by a number of startling accusations -- for the Gujarat elections came to a close on Tuesday evening.&nbsp;</p>

<p>A second and final phase of polling in Gujarat will be held tomorrow, and the results will be announced on December 18.&nbsp;</p>

<p>Former Prime Minister Manmohan Singh has since responded most strongly to the accusations, but that did not stop the BJP on Wednesday.&nbsp;</p>
