The incident is reported to have taken place on Sunday night in Isawiya.

According to the reports, the 43-year-old, who is unnamed, is undergoing treatment at Hadassah Hospital in Mount Scopus. He said to be stable and fully conscious.

"According to passers-by, he was injured after being attacked when he entered the neighbourhood and pepper spray was even sprayed on him. I gave him first aid and then he was taken to Hadassah Mount Scopus Medical Center," Shadi Shauer, a paramedic who was on the scene for United Hatzalah, was quoted as saying by the newspaper.

It is unclear as to what might have caused the killing, but it comes in the wake of recent tensions that have spiked in the region due to frequent raids carried out by Israeli forces to hunt down militants.

The Palestinian Authority has accused Israel of shirking a duty to ensure vaccines are available in occupied territory.

It also said on Sunday it expects to receive its first COVID-19 vaccine doses in March under a deal with drugmaker AstraZeneca.

While Israel has already become the world leader in vaccinations per capita, Palestinians in the Israeli-occupied West Bank and the Gaza Strip have yet to secure their first supplies.

Yasser Bozyeh, the Palestinian general director of public health, told Reuters that in addition to reaching an agreement in principle with AstraZeneca, the Palestinians had also sought supplies from Moderna, Johnson &amp; Johnson and Russia, which has developed the Sputnik V vaccine.

Supplies would also come through a World Health Organisation vaccine programme for poor and middle income countries.

To this end, the Palestinian Foreign Ministry said in a statement Israel had been "ignoring its duties as an occupation power and committing racial discrimination against the Palestinian people, depriving them of their right to healthcare."

"The search by the Palestinian leadership to secure the vaccines from various sources doesn`t exempt Israel from its responsibilities towards the Palestinian people in providing the vaccines," it said.

Under interim peace accords with Israel, the Palestinian Authority exercises limited self-rule in the West Bank. Hamas Islamists run the Gaza Strip.

Israel's vaccination programme covers the country's Arab citizens and Palestinian residents of East Jerusalem.

On the West Bank, it has given vaccines to Israeli settlers, but not to Palestinian residents, who receive health services from the Palestinian Authority.

Human rights groups including Amnesty International say Israel has a legal obligation to provide vaccines for Palestinians under occupation. Israeli officials, however, say they could share vaccines with the Palestinians once Israel`s own needs are met.

Palestinians accuse Israel of shirking duty to supply vaccines to occupied territory

The Palestinian foreign minister said on Monday that comments by the US ambassador to Israel were intended to help Israel annex parts of the occupied West Bank, underscoring the Palestinians' distrust of the Trump administration.

The New York Times on Saturday quoted ambassador David Friedman as saying that under certain circumstances, Israel had the right to retain some of the West Bank.

Israeli Prime Minister Benjamin Netanyahu said in April he intended to annex Jewish settlements built on land the Palestinians hope will form part of an eventual independent state.

"It seems that Friedman with his statement is trying to help Netanyahu to have the courage to take such a decision," Riyad al-Maliki said during a visit to Warsaw.

"This is really something that the international community has to stand up, has to respond," he said.

The United Nations and most countries view Israeli settlements in the West Bank, territory captured in the 1967 Middle East war, as illegal. Israel has expanded its settlements while a peace process aimed at resolving the Israel-Palestinian conflict has been stalemated.

The White House will present the first part of US&nbsp;President Donald Trump's separate peace plan when it holds an international conference in Bahrain in late June to encourage investment in the West Bank and Gaza Strip.

Palestinian officials have rebuked the US&nbsp;effort, which they believe will be heavily biased in favour of Israel.
