Expanding on India's gain at CHOGM, an Indian government spokesman said the overall objective of PM's participation signalled stepped up engagement with Commonwealth countries and "India's desire to focus on development of Commonwealth countries."

Prime Minister Modi had a series of meeting with leaders of Commonwealth countries including Seychelles President Danny Faure and his Mauritius counterpart Pravind Kumar Jugnauth on the sidelines of CHOGM.

The &quot;cold start&quot; doctrine allegedly allows the Indian Army to perform &quot;holding attacks&quot;&nbsp;to prevent a nuclear retaliation from Pakistan in case of a conflict. India has denied that it has any such doctrine.

&quot;As far as tactical nuclear weapons (are concerned), we do not have any fielded tactical nuclear weapons. We have developed short-range nuclear weapons as a counter to the Cold Start doctrine that India has developed. His statement invoked the reaction from the think tank moderator David Sanger who said that there was no nuclear arsenal in the world, other than North Korea&#39;s, that worried US more.
