The state education department has initiated an inquiry and Rajasthan Scheduled Caste Commission chairman Khiladi Lal Bairwa ordered that it be taken up under the case officer's scheme for fast investigation.

Chief Minister Ashok Gehlot has asked the authorities to take stringent action against the accused and announced Rs 500,000 ex-gratia to the victim’s families.

"We have filed a case against the teacher, Chail Singh, under section 302 of the IPC and the SC/ST Act and have arrested him," Superintendent of Police of Jalore district, Harsh Vardhan Agarwalla, told PTI news agency.

The opposition Bharatiya Janata Party has sought strict action against the school administration and it’s recognition be rescinded.

“This is first such incident where a Dalit boy died after he was beaten up by a teacher in private school for touching a drinking water pot. The BJP demands that immediate action should be taken so that such incidents do not reoccur,” BJP spokesperson and MLA Ramlal Sharma was quoted as saying.

Police, who created a two-block buffer area around the precinct house, opened fire with tear gas, plastic bullets and concussion grenades, sending the crowd scattering.

The graphic footage shows Floyd gasping for air and pleading for help as he repeatedly groaned, “please, I can’t breathe,” while a crowd of anguished bystanders shouted at police to let the man up.

After several minutes, Floyd gradually grows unresponsive and ceases to move. He was pronounced dead at a local hospital a short time later.

“We have evidence, we have the citizen’s camera’s video, the horrible, horrific, terrible thing we have all seen over and over again,” Freeman said. “We have the officer’s body-worn camera, we have statements from some witnesses.”

Chauvin had his knee on Floyd’s neck for 8 minutes and 46 seconds, according to an autopsy report. Medical examiners found the combined impact of being restrained by police, underlying health conditions and any potential intoxicants in his system likely contributed to his death.

Floyd, a Houston native who had worked security for a nightclub, was arrested for allegedly using counterfeit money at a store to buy cigarettes on Monday evening. An employee who called police described the suspect as possibly drunk, according to an official transcript of the call.

Freeman said the investigation into Chauvin, who faces up to 25 years in prison if convicted, was ongoing and he anticipated also charging the three other officers, identified by the city as Thomas Lane, Tou Thao and J Alexander Kueng.

The prosecutor said it was appropriate to charge “the most dangerous perpetrator” first.

U.S. Attorney General William Barr called the video “harrowing and deeply disturbing” in a written statement and said a parallel federal investigation would determine if the officers violated civil rights laws.

Floyd’s death recalled the 2014 killing of Eric Garner, an unarmed black man in New York City, who died after being put in a police chokehold and telling the officers, “I can’t breathe.”

Mike Griffin, a community organizer in Minneapolis, said the protests reflected years of frustration over economic inequalities and the feeling that black lives were not valued as highly by police.

He said anger has been building since the 2015 fatal shooting by Minneapolis police of 24-year-old Jamar Clark, and the 2016 killing of Philando Castile, a 32-year old black man shot by Minnesota police during a traffic stop.

“George’s murder was just the last straw,” Griffin told Reuters, calling the charges against Chauvin a step in the right direction, but adding there needed to be systemic changes.

The protests were driven in part by the initial lack of arrests in the case.

But Freeman stressed that charges in similar cases typically take nine months to a year, adding, “This is by far the fastest we’ve ever charged a police officer.”

Earlier on Friday, Minnesota Governor Tim Walz said he understood why people had “lost faith” in the police but argued Floyd’s plight had become “lost in 48 hours of anarchy” and called for an end to destruction of property. He has declared a state of emergency and called in the state’s National Guard.

The governor also apologized to CNN after police arrested three members of its TV crew during an early morning sweep.

Arrest of Minneapolis police officer fails to restore peace; people demand justice

The US&nbsp;House of Representatives on Tuesday overwhelmingly approved a bill that would require the Trump administration to toughen its response to <a href="https://www.wionews.com/world/more-secrets-of-chinas-xinjiang-camps-leaked-to-foreign-media-264363">China's crackdown on its Muslim minority</a>, demanding sanctions on senior Chinese officials and export bans.

The Uighur Act of 2019 is a stronger version of a bill that angered Beijing when it passed the Senate in September. It calls on President Donald Trump to impose sanctions for the first time on a member of China's powerful politburo, even as he seeks a deal with Beijing to end a damaging trade war buffeting the global economy.

The bill, passed 407 to 1 in the House, requires the US&nbsp;president to condemn abuses against Muslims and call for the closure of mass detention camps in the northwestern region of Xinjiang.

It calls for sanctions against senior Chinese officials who it says are responsible and specifically names Xinjiang Communist Party Secretary Chen Quanguo, who, as a politburo member, is in the upper echelons of China's leadership.

China has consistently denied any mistreatment of Uighurs and says the camps are providing vocational training. It has warned of retaliation "in proportion" if Chen were targeted.

The revised bill still has to be approved by the Senate before being sent to Trump. The White House has yet to say whether Trump would sign or veto the bill, which contains a provision allowing the president to waive sanctions if he determines this to be in the national interest.

The White House and the Chinese embassy in Washington did not immediately respond to requests for comment.

The bill comes days after Trump angered Beijing by signing into law congressional legislation supporting anti-government protesters in Hong Kong.

China responded to that on Monday by saying US&nbsp;military ships and aircraft would not be allowed to visit Hong Kong, and announced sanctions against several US&nbsp;non-government organizations.

Analysts say China's reaction to the passage of the Uighur bill could be stronger, though some doubted it would go so far as imposing visa bans on the likes of Secretary of State Mike Pompeo, who has called China's treatment of Uighurs "the stain of the century" and has been repeatedly denounced by Beijing.

On Tuesday, the editor-in-chief of China's Global Times newspaper said China might ban all US&nbsp;diplomatic passport holders from entering Xinjiang and that Beijing was also considering visa restrictions on US&nbsp;officials and lawmakers with "odious performance" on the Xinjiang issue.

"Modern-day concentration camps"

Republican Congressman Chris Smith called China's actions in "modern-day concentration camps" in Xinjiang "audaciously repressive," involving "mass internment of millions on a scale not seen since the Holocaust."

"We cannot be silent. We must demand an end to these barbaric practices," Smith said, adding that Chinese officials must be held accountable for "crimes against humanity."

Democratic House Leader Nancy Pelosi called China's treatment of the Uighurs "an outrage to the collective conscience of the world."

"America is watching," she said.

Chris Johnson, a China expert at Washington's Center for Strategic and International Studies, said passage of the bill could lead to a further blurring of lines between the trade issue and the broader deteriorating Sino-US&nbsp;relationship, which China in the past has tended to keep separate.

"I think there's a sort of piling on factor here that the Chinese are concerned about," he said.

Trump said on Monday the Hong Kong legislation did not make trade negotiations with China easier, but he still believed Beijing wanted a deal.

However, on Tuesday, he said an agreement might have to wait until after the US&nbsp;presidential election in November 2020.

Johnson said he did not think passage of the Uighur act would cause the delay, but added: "It would be another dousing of kindling with fuel."

The House bill requires the president to submit to Congress within 120 days a list of officials responsible for the abuses and to impose sanctions on them under the Global Magnitsky Act, which provides for visa bans and asset freezes.

Democratic lawmaker Brad Sherman said it was "long past the point when this should have been done," adding: "It should not be linked to ongoing negotiations on trade or any other issues."
