Delhites woke up to a dark, cold and bleak winter morning on Monday, described as 'severe' cold by the Met department. Fog across the city brought down the visibility as vehicles crawled.&nbsp;

"Severe cold reported at most places over Punjab; Cold day at most places with isolated severe cold day reported over Haryana, Chandigarh &amp; Delhi; cold day to severe cold day at isolated places over northwest Rajasthan and west Uttar Pradesh," tweeted IMD.&nbsp;

According to the weather report, dense fog is expected for the next four days across Delhi and Himachal Pradesh.&nbsp;

“Dense to very dense fog in many places very likely to continue over Punjab and Haryana, Chandigarh. Thereafter, dense fog in isolated pockets very likely to continue over these sub-divisions for the subsequent 4 days."

On Christmas, Delhi shivered as the minimum temperature plunged to 5.3 degrees Celsius which was three degrees below normal. In Rajasthan, the temperature dropped to 0.5 degree celsius in Sikar.&nbsp;

Meanwhile, in the union territory of Jammu &amp; Kashmir, the valley saw the mercury dipping several degrees below the freezing point. Chilla-i-Kalan, the harshest&nbsp;winter period in Kashmir has begun which lasts roughly 40 days.&nbsp;

The popular Dal Lake and its interiors have already frozen.&nbsp;Similarly, the temperature at Leh was recorded at minus 11.8 degree Celsius,&nbsp;while Kargil was at minus 12.1 degree celsius.&nbsp;

"The number of casualties in Kumaon region alone has crossed 40," DIG Nilesh Anand Bharne told PTI. 
With 42 new fatalities in the Kumaon region, the death toll in the disaster has risen to 47 as five deaths were reported on Monday.

Of the 42 fresh deaths, 28 people were killed in Nainital district, six each in Almora and Champawat and one each in Pithoragarh and Udham Singh Nagar districts, the official said.

The connectivity to Nainital was restored in the evening after hours of struggle amid inclement weather, officials said.

Chief Minister Dhami undertook an aerial survey of the rain-hit areas and later interacted with the affected people on ground zero to make an assessment of the damages caused.

He announced a compensation of Rs 4 lakh each to the next of kin of those killed in rain-related incidents across the state over the last two days.

Director General of Uttarakhand Police Ashok Kumar, who accompanied Chief Minister Dhami on a visit to the rain-hit areas of the Kumaon region, said roads, bridges and railway tracks have been damaged in Kathgodam and Lalkuan in Nainital and Rudrapur in Udham Singh Nagar.

It will take at least four-five days to repair the damaged tracks, Kumar told PTI.

Three Indian Air Force (IAF) helicopters have arrived in the state and are assisting in relief and rescue operations. Two of them have been deployed in Nainital district, which has suffered extensive damage due to cloudbursts and landslides, Dhami said.

According to a rough estimate, around 100 pilgrims from different parts of Gujarat who had gone to Uttarakhand for the Chardham Yatra were stranded following heavy rains and landslides, Gujarat Revenue Minister Rajendra Trivedi said.

The National Disaster Response Force has rescued over 300 people from flood-affected areas of Uttarakhand, the federal force said on Tuesday.

The NDRF has deployed 15 teams in the state.

Rainfall was reported from other parts of the country as well including Bihar, West Bengal, Odisha, Madhya Pradesh, Tamil Nadu, according to the IMD, which forecast an intense spell of rain over east and northeast till Wednesday, and the south peninsular region during the next four-five days.

Authorities in the national capital said Prof Joginder Singh Marg in the western part of the city had been closed after the road caved in.

A 35-year-old woman and her mother-in-law died in Uttar Pradesh's Fathepur after a wall of their house collapsed following heavy rains.

In Bareilly, also in UP, two labourers died of electrocution in Bisalpur road after coming in contact with a solar panel following heavy rains, police said.

In West Bengal, the Met department said heavy rainfall is very likely to continue till Thursday morning even as the low-pressure system that developed over the Gangetic Basin in the southern part of the state moved to Bihar, parts of which received heavy rains during the day.

The weatherman warned of extremely heavy rainfall over Darjeeling, Kalimpong and Alipurduar till Wednesday morning and downpour till Thursday over all sub-Himalayan districts.

The IMD forecast more rain on Wednesday in Odisha, which has already been battered by low-pressure area-induced downpour for the last three days. Fishermen were advised not to venture into the Bay of Bengal for the next 48 hours.

Down south in Kerala, after a relative respite of two days, the IMD Tuesday issued an Orange Alert for 11 districts of Kerala indicating heavy rainfall. The weatherman has put 12 districts in the state on Orange alert on Thursday also.

The IMD sounded an Orange alert for Thiruvananthapuram, Pathanamthitta, Kottayam, Ernakulam, Idukki, Thrissur, Palakkad, Malappuram, Kozhikode, Wayanad and Kannur districts on October 20.

Heat wave condition is likely to prevail in Gujarat for the next couple of days as there are no chances of rain, according to the India Meteorological&nbsp;Department (IMD).

"We have given heatwave alert for Gujarat for today. Many places have seen the temperature above 44 degree Celsius in Gujarat," IMD Gujarat Director Jayant Sarkar said.

"Tomorrow and day after tomorrow temperature will decrease because the wind pattern will change from northwesterly to southwesterly, but after that maximum temperature will again rise. We have today given orange alert for Ahmedabad," Sarkar added.

The temperature in Surendra Nagar was the highest on Thursday, recording a maximum of 45.7 degree Celsius. Deesa was at 45.2 while Ahmedabad, Idar and Kandla airport registered maximum temperatures of 44 degree Celsius, the&nbsp;IMD&nbsp;stated.

Besides Gujarat, the&nbsp;IMD&nbsp;had also stated that heat wave condition will prevail in Punjab, Haryana, Delhi NCR, Uttar Pradesh and Rajasthan too until Monday.

Early morning rains lashed Chandigarh and surrounding areas on Monday while authorities in Haryana and Punjab remained on high alert following a storm advisory issued by the Met Department.

A twenty-year-old &quot;low-caste&quot; Dalit student was allegedly gang-raped again by five men in north India&#39;s Haryana state last week, police said today. 
 
The incident happened in Rohtak city on Wednesday.&nbsp;The victim, a student of Rohtak&#39;s IC College, was earlier gang-raped by the same accused in Bhiwani in 2013. Police had then arrested the two accused who were granted bail by a local court. 
 
The accused waylaid the woman from outside the college and raped her. She was found unconscious in bushes in Sukhpura Chowk locality after which she was rushed to a government hospital. 
 
Haryana deputy superintendent of police Pushpa Khatri said the student, who is still in hospital, has identified all five men - two of whom are currently on bail awaiting trial for raping her in 2013.&nbsp;&quot;We have formed several teams to arrest the accused.&quot; 
 
&quot;I was coming out of the college. These five accused - two were outside and three were inside the car. I was scared seeing them. They took me in the car,&quot; the victim said from her hospital bed. 
 
The victim&#39;s family alleged that she was gang-raped again because they refused to accept a settlement amount of about $74,480 offered by the accused. 
 
The woman&#39;s brother said the accused were threatening them to reach an out-of-court settlement.&nbsp;The family also alleged they were forced to move to Rohtak district in the state from a neighbouring district after the 2013 attack because of harassment by the accused. 
 
&quot;These five accused had raped her in 2013 also. They gang-raped and threatened her. Among the five, only two were arrested and the rest three are out. We had even got the high court to issue summons to them. We left Bhiwani out of fear,&quot; said the victim&#39;s brother. 
 
He said his sister wanted to become a lecturer, but this horrifying incident had shattered her. 
 
Members of the Dalit caste held small protests in Rohtak on Sunday to demand justice for the victim. 
 
Rohtak city woman police station house officer, Garima, said a case has been registered against the accused and a manhunt has been launched to arrest them. 
 
&quot;We have received information that a girl has been hospitalised and she has been raped. On this basis, we have recorded her statement. Girl is a student of IC college. She was picked up from outside the college in a car and five persons raped her,&quot; said Garima. 
 
The fatal gang-rape of a student on a bus in Delhi in 2012 shone a global spotlight on frightening levels of violence against women in India.&nbsp;It also led to major reform of India&#39;s rape laws, including speeding up of trials and increased punishments for offenders, but horrific attacks continue to be reported in the media on a daily basis. 
 
Violence against women is common in India, with rapes, acid attacks, domestic violence dowry and deaths being reported frequently. 
 
According to the National Crime Records Bureau, India registered 337,922 incidents of crimes against women in 2014, up by 9 per cent since 2013. Out of those, 36,735 were incidents of rape.

2013 rape survivor gang-raped again by same men in north India

Seventeen labourers&nbsp;have died and about a dozen others are fighting for their lives in northern India after drinking toxic homemade liquor, police said today, in the latest incident of alcohol poisoning in the country.&nbsp;Hundreds of poor people die every year in India due to alcohol poisoning, mostly from consuming cheap hooch.

Police in northern Uttar Pradesh state&#39;s Etah district said the victims started to vomit and fall sick, complaining of severe stomach aches and blurred vision after consuming the illicit moonshine late Friday.&nbsp;&quot;Seventeen people have died since (Friday) night and about 12 are still in the hospital, very ill,&quot; a local police officer told AFP on the condition of anonymity.

The officer said a local vendor was arrested late Saturday after police registered a formal case against him for culpable homicide.&nbsp;&quot;The vendor obviously mixed some chemical in the last batch... police are investigating the matter,&quot; he added. 
&nbsp;

The latest incident prompted state chief minister Akhilesh Yadav to suspend five district officials, including two police officers, for neglect of duty.&nbsp;He offered $3,000&nbsp;in compensation to the families of those killed.

In April, eight people died, including two soldiers, after drinking tainted liquor in the western desert state of Rajasthan.&nbsp;More than 100 people died in coastal Mumbai city last year after drinking illegal homemade moonshine in a slum.&nbsp;Nearly three billion litres of legal liquor and an estimated two billion litres of hooch are consumed in India annually, according to the International Spirits and Wines Association.
