South Korea has provided its largest food and aid donation since 2008 to UN aid programmes in North Korea, officials said on Wednesday, amid warnings that millions of dollars more is needed to make up for food shortages.

South Korea followed through on a promise to donate $4.5 million to the UN World Food Programme (WFP), and announced it was also providing 50,000 tonnes of rice for delivery to its northern neighbour.

North Korea has said it is facing droughts, and UN aid agencies have said food production fell "dramatically" last year, leaving more than 10 million North Koreans at risk.

"This is the largest donation from the Republic of Korea to WFP DPRK since 2008 and will support 1.5 to 2 million children, pregnant and nursing mothers," WFP senior spokesman Herve Verhoosel said in a statement, referring to his agency`s operation in North Korea, or the Democratic People`s Republic of Korea (DPRK).

More aid would be needed, however, to make up for the shortfalls, he said.

"WFP estimates that at least 300,000 metric tons of food, valued at $275 million, is needed to scale up humanitarian assistance in support of those people most affected by significant crop losses over successive seasons," Verhoosel said.

North Korea is under strict international sanctions over its nuclear weapons and ballistic missile programmes.

While inter-Korean engagement spiked last year amid a push to resolve the nuclear standoff, Seoul`s efforts to engage with Pyongyang have been less successful after a second US-North Korea summit ended with no agreement in February.

Sanctions a problem

South Korea would work with the WFP to get the aid as quickly as possible to the North Korean people who need, the South`s Unification Ministry, which handles relations with North Korea, said in a statement.

"The timing and scale of additional food assistance to North Korea will be determined in consideration of the outcome of the aid provision this time," the ministry said.

According to South Korean officials the rice is worth 127 billion won ($108 million).

The government would aim to have the rice delivered before September, and officials were in touch with counterparts in North Korea, Unification minister Kim Yeon-chul told reporters.

South Korea`s Agriculture Ministry said the last time South Korea sent rice to North Korea was in 2010, when 5,000 tonnes were donated. The largest donation ever was in 2005 when South Korean sent 500,000 tonnes of rice.

Seoul also recently donated $3.5 million to the United Nations Children`s Fund (UNICEF) for humanitarian projects in North Korea.

Technically humanitarian aid is not blocked by the sanctions, but aid organisations said sanctions enforcement and a US ban on its citizens travelling to North Korea had slowed and in some cases prevented aid from reaching the country.

Aid shipments have also been controversial because of fears that North Korea`s authoritarian government would divert the supplies or potentially profit off it.

Verhoosel said the WFP would require "high standards for access and monitoring" to be in place before distributing any aid.
In March, Russia donated more than 2,000 tonnes of wheat to the WFP`s North Korea programme.

South Korea gives most aid to North Korea since 2008 amid food shortage

President Xi Jinping of China plans to make his first state visit to North Korea this week, a surprise move that could rattle his relationship with President Trump, who has twice met the North’s leader, Kim Jong-un, and made his nuclear diplomacy with Mr. Kim a signature foreign policy project.

An award-winning South Korean film about social inequality was used by the North on Tuesday to claim its citizens live a better life than their cross-border neighbours.

"This film gaining popularity in South Korea is clearly letting people know that capitalism is a rotten and sick society with a malignant tumor of the growing gap between the haves and the have-nots that has no hope or future," said an editorial on the North Korean propaganda website DPRK Today.

"The movie realistically portrays a sub-basement apartment with severe fungus odour, without wifi and that gets flooded with (sewage) water when it rains," it added.

"In contrast, others admire and envy North Korea as anyone in the country lives a life with a sense of equality and fairness."

In reality, North Korea operates a system known as "songbun" that rewards individuals according to their perceived loyalty to the regime, and which results in hugely differing living conditions and opportunities.

The isolated country -- which is under several sets of sanctions because of its nuclear weapon and ballistic missile programmes -- also suffers chronic food shortages. It recorded its worst harvest for a decade last year, according to the United Nations.

Average incomes were about four percent of those in the South in 2017, according to the most recent statistics available from Seoul.

But South Korea, Asia's fourth biggest economy, also grapples with social problems.

The country currently has one of the world's lowest fertility rates, and scholars say social inequality -- linked to the country’s long work hours, high cost of housing, education and child rearing -- is one of the major causes.

As of 2017, over 17 percent of the country lived in relative poverty -- defined as surviving on less than half of the median household income -- according to South Korean government data.

'Parasite' also features a character who mockingly imitates a North Korean news presenter, but the filmmaker has said the scene was more of a joke and should not be understood as a criticism of Pyongyang.

The United States on Wednesday accused North Korea of violating a UN-imposed ceiling on fuel imports by conducting dozens of ship-to-ship transfers at sea that broke international sanctions.

CNN reported that Washington in a report submitted to the United Nations Security Council Sanctions Committee on North Korea also urged more than a dozen other countries to immediately halt fuel shipments to North Korea.

The accusations came a day after President Donald Trump said that he received another `beautiful letter` from North Korean leader Kim Jong-un, the first since the February summit in Hanoi ended abruptly between the two leaders without finalising a deal.

An administration official described the letter as a "birthday greeting." Trump`s birthday is on Friday and the official says Kim wished the President good health.

The letter also rekindled new hopes on the possibility of future talks between Trump and Kim after the US President last month declared North Korea was "not ready to negotiate" after months of stalled diplomacy.

Meanwhile, the UN report said Pyongyang has already exceeded the allowed annual cap of importing 500,000 barrels of fuel this year.

Quoting a UN diplomat, familiar with the case, CNN reported that at least eight illegal ship to ship transfers have occurred involving North Korean flagged tankers.

The diplomat said there were 72 cases of violations which were also being tracked. The diplomat gave North Korea an "F" grade regarding the implementation of the sanctions cap on fuel import.

The diplomat added, "Not only is DPRK [North Korea] circumventing the petroleum ban it has systematically circumvented it all last year and is systematically circumventing it this year and, unstopped, it will have basically achieved the same amount of refined petroleum smuggled into North Korea as it did last year.

"Under the UN sanctions rules, countries are required to report monthly sales of petroleum refined products to the committee.

It was reported by the sanctions committee panel of experts that there was a "massive increase in the illegal ship to ship transfers of petroleum products and coal".

United States accuses North Korea of breaching UN fuel cap

A year after President Donald Trump and North Korea's Kim Jong Un met for the first time, they appear committed to a personal bond upon which hopes for peace appear to rest, despite a stalemate in efforts to get Kim to abandon nuclear weapons.

Trump and Kim agreed at the first US-North Korea summit in Singapore to work towards the complete denuclearisation of the Korean peninsula, easing fears of war between their countries.

But there has been little progress since then and tension has again been rising recently with North Korea resuming some limited testing of weapons and warning of "truly undesired consequences" if the United States was not more flexible.

But Trump said on Tuesday he had received a "beautiful letter" from Kim.

"I can’t show you the letter obviously, but it was a very personal, very warm, very nice letter," Trump told reporters outside the White House.

Trump, who has tried to convert what he feels is a warm personal relationship with Kim into a diplomatic breakthrough, gave no details, but repeated that he believed North Korea had "tremendous potential".

"I think that something will happen that’s going to be very positive," he said.

North Korea's state media has not mentioned any letter.

The optimism that the two leaders generated in Singapore all but evaporated in February when a second summit, in Vietnam, dramatically fell apart without even a recommitment to the general goals outlined in a statement signed in Singapore.

Since then, North Korea has complained of US sanctions and Kim said he would wait until the end of the year before deciding on whether to take a "new path".

Both sides have said they are open to talks but that the other side needs to change their policy.

The United States says North Korea needs to make verifiable progress toward giving up its nuclear weapons before any sanctions are eased, while North Korea says the United States has done nothing to reward steps already taken.

In the weeks ahead of Wednesday's anniversary of the Singapore summit, North Korean state media has repeatedly warned that the statement signed there was in danger of being rendered meaningless if the United States did not drop demands for North Korea to unilaterally dismantle its nuclear arsenal.

Ups and Downs

According to the Singapore foreign ministry, North Korea's embassy there had been planning an event to commemorate the summit anniversary and invited Singapore officials. But it later cancelled the event.

Still, North Korea has said it "remains unchanged in its stand and will to cherish and implement in good faith" the Singapore statement, which included vague promises to improve relations and eventually pursue the denuclearisation of the Korean peninsula.

The third summit between Trump and Kim was possible but the ball was in Pyongyang's court, White House national security adviser John Bolton said on Tuesday.

Bolton said the United States was continuing its "maximum pressure campaign" because Kim still appeared not to have made "a strategic decision to give up the pursuit of deliverable nuclear weapons."

In a briefing on Monday, US State Department spokeswoman Morgan Ortagus said North Korea is "one of the toughest national security challenges" but that US officials are working "diligently" to follow up on North Korea's promise to denuclearise.

"There’s always ups and downs, and we remain confident that Kim Jong Un and his government will see a path for a brighter future for the North Korean people," she told reporters.

"And one year later, that’s what we are still aspiring to and still hoping for while noting, of course, that economic sanctions do remain."

Those sanctions remain a key sticking point, with North Korea calling them illegal after the United States announced it had seized a North Korean cargo ship accused of illicit coal shipments in violation of sanctions.

This month, acting US Secretary of Defense Patrick Shanahan gave Chinese Defense Minister Wei Fenghe a 32-page book of photographs and satellite images showing North Korean ships evading sanctions of China's coasts, in a bid to secure more sanctions enforcement by Beijing.

In May, Kim oversaw the test launch of new, short-range missiles while giving a cold shoulder to projects planned with South Korea.

The North's leader has maintained his efforts to build diplomatic ties with other countries, meeting Russian President Vladimir Putin in April.

Kim sent Putin a congratulatory message on Wednesday saying he believed that "the common understanding and agreements made at our first significant meeting will bear rich fruits".

Trump and Kim one year on: A 'beautiful letter', stalled diplomacy

North Korea has stepped up measures to prevent the spread of the highly contagious and deadly African swine fever, its main state newspaper said on Wednesday, breaking its silence on the outbreak which was first reported in late May.

In late May, North Korea reported an outbreak of African swine fever (ASF) to the World Organisation for Animal Health (OIE), South Korea's agriculture ministry said but the North has not made any official comment on its outbreak.

North Korea's Rodong Sinmun newspaper said on Wednesday nationwide preventive measures are being carried out to contain the virus, quoting North Korean leader Kim Jong Un as saying "prevention is the key to production in livestock industry".

"Increasing livestock production goes hand in hand with raising farm animals safe from various diseases," said Kim according to the newspaper.

"Once highly contagious diseases like African swine fever are spread .... herds of farm animals could die."

Preventative measures include disinfecting farms and restricting sales of pork and processed meat, the newspaper said.

North Korea raises mainly chicken, ducks and rabbits. Its pig population was 2.6 million as of 2017, according to data from Statistics Korea.

In the wake of the North's outbreak, South Korea has stepped up disinfection measures near the shared border to keep the viral disease spreading to the South.

So far, no further cases have been reported in North Korea.

African swine fever (ASF) is fatal and highly contagious to pigs and wild boards, but it does not affect humans. Since the first outbreak of ASF in East Asia was reported in China in early August last year, the virus has spread across China including Vietnam.

Kim Jong Nam, the half-brother of North Korean leader Kim Jong Un who was killed in Malaysia in 2017, had been an informant for the US Central Intelligence Agency, the Wall Street Journal reported on Monday.

The Journal cited an unnamed "person knowledgeable about the matter" for the report, and said many details of Kim Jong Nam`s relationship with the CIA remained unclear.

Reuters could not independently confirm the story. The CIA declined to comment.

The Journal quoted the person as saying "There was a nexus" between the CIA and Kim Jong Nam.

"Several former US officials said the half brother, who had lived outside of North Korea for many years and had no known power base in Pyongyang, was unlikely to be able to provide details of the secretive country`s inner workings," the Journal said.

The former officials also said Kim Jong Nam had been almost certainly in contact with security services of other countries, particularly China`s, the Journal said.

Kim Jong Nam`s role as a CIA informant is mentioned in a new book about Kim Jong Un, "The Great Successor," by Washington Post reporter Anna Fifield that is due to be published on Tuesday. Fifield says Kim Jong Nam usually met his handlers in Singapore and Malaysia, citing a source with knowledge of the intelligence.

The book says that security camera footage from Kim Jong Nam`s last trip to Malaysia showed him in a hotel elevator with an Asian-looking man who was reported to be a US intelligence agent. It said Ki`s backpack contained $120,000 in cash, which could have been payment for intelligence-related activities, or earnings from his casino businesses.

South Korean and US officials have said the North Korean authorities had ordered the assassination of Kim Jong Nam, who had been critical of his family`s dynastic rule. Pyongyang has denied the allegation.

Two women were charged with poisoning Kim Jong Nam by smearing his face with liquid VX, a banned chemical weapon, at Kuala Lumpur airport in February 2017. Malaysia released Doan Thi Huong, who is Vietnamese, in May, and Indonesian Siti Aisyah in March.

According to the Journal, the person said Kim Jong Nam had traveled to Malaysia in February 2017 to meet his CIA contact, although that may not have been the sole purpose of the trip.

US President Donald Trump and Kim Jong Un have met twice, in Hanoi in February and Singapore last June, seeming to build personal goodwill but failing to agree on a deal to lift US sanctions in exchange for North Korea abandoning its nuclear and missile programs.

North Korean leader's slain half-brother was a CIA informant: Report

North Korean state media called on the United States on Tuesday to "withdraw its hostile policy" towards Pyongyang or agreements made at a landmark summit in Singapore a year ago might become "a blank sheet of paper".

The statement on state news agency KCNA, echoing a similar warning last week, reflected the stalemate since a second summit between US President Donald Trump and North Korean leader Kim Jong Un in Hanoi in February collapsed.

The Hanoi summit broke down over US demands for North Korea`s denuclearisation and North Korean demands for sanctions relief.

"The arrogant and unilateral US policy will never work on the DPRK, which values sovereignty," KCNA said. North Korea`s official name is the Democratic People`s Republic of Korea (DPRK).

The report said a four-point joint statement signed by Trump and Kim on June 12 last year pledging to work towards a new relationship "is in danger of being a blank sheet of paper because the US is turning a blind eye to its implementation".

" ... now is the time for the US to withdraw its hostile policy concerning the DPRK," it said.

South Korean President Moon Jae-in said on Monday he believed talks between North and South Korea and between the North and the United States would resume soon.

He said during a state visit to Finland that talks were underway about the third summit between North Korea and the United States, "so I don`t think it`s a situation that needs a third country`s arrangement".

North Korea urges US to change 'hostile policy' on eve of summit anniversary

Downplaying North Korea`s warning that the United States must change the course of its negotiations before its patience runs out, US President Donald Trump on Wednesday was of the view that Pyongyang desires to make a deal with Washington.

"I think they would like to make a deal and we would like to make a deal," Trump told reporters here, adding that he looks forward to meeting North Korean leader Kim Jong-un "at the appropriate time," CNN reports.

On Tuesday, a spokesperson for North Korea`s foreign ministry had in a statement urged the US to "drop its current way of calculation" to keep alive the agreement they reached during their first summit in June last year."

Whether the June 12 DPRK-U.S. Joint Statement will remain effective or turn out to be a mere blank sheet of paper will now be determined by how the US would respond to our fair and reasonable stand," Yonhap news agency quoted the spokesperson, as saying.

"The US should duly look back on the past one year and cogitate about which will be a correct strategic choice before it is too late. The US would be well-advised to change its current method of calculation and respond to our request as soon as possible. There is a limit to our patience," he added.

A similar call by North Korea was made in April when Kim had said that he would wait for Washington`s "courageous decision" until the end of this year.

Talks between the two countries hit a roadblock after the second summit in Vietnam ended abruptly with no joint statement being released. The two sides reportedly failed to resolve their differences on sanctions waivers.

North Korea has since launched multiple projectiles as a sign of their apparent frustration regarding the stalled talks and continuing sanctions.

Tensions between the two countries briefly heightened recently after the US seized one of its cargo ships on the suspicion of shipping coal and other goods in violation of global sanctions on the regime.

Trump hopeful of deal with N Korea, hints at third summit with Kim

North Korea warned the United States that agreements made between the two countries' leaders in Singapore last year could be at risk, blaming the United States for undue pressure to denuclearise, state news agency KCNA said on Tuesday.

The statement comes as media reports indicated North Korea punished some members of its team that steered negotiations with the United States before a failed summit between North Korean leader Kim Jong Un and US President Donald Trump in Hanoi in February.

Nearly a year after Trump and Kim first met in Singapore and signed a four-point joint statement pledging to work towards a new relationship, that agreement could be at risk if the United States does not drop its policy of “only insisting on our unilateral surrender of nuclear weapons”, an unnamed foreign ministry spokesman said in the statement.

North Korea warned that if the United States does not come up with something new “before it is too late”, the joint statement would just turn out to be a "mere blank sheet of paper".

"The US would be well-advised to change its current method of calculation and respond to our request as soon as possible,” the official said in the statement. ''There is a limit to our patience."

The summit in Hanoi fell apart when Trump said Kim had failed to offer enough nuclear weapons or ballistic missiles in exchange for lifting international sanctions.

However, North Korea said it was willing to continue to abide by the joint statement as long as the United States finds a constructive approach.

'There is a limit to our patience,' North Korea warns US a year after accord

North Korean senior official and former top nuclear envoy Kim Yong Chol accompanied leader Kim Jong-un to a Sunday art performance, state media KCNA said on Monday, signalling that the former spymaster is alive and remains a force in North Korea’s power structure.

South Korean newspaper Chosun Ilbo reported on Friday that Kim Yong Chol, Kim Jong-un’s right-hand man and the counterpart to US Secretary of State Mike Pompeo before the failed Hanoi summit, had been sent to a labour and re-education camp in Jagang Province near the Chinese border, citing an unidentified North Korea source.

Asked about the last US contact with Kim Yong Chol and North Korea in general on Sunday, Pompeo declined to answer, saying: “we conduct our negotiations in private.”

During an amateur art performance by the wives of officers in the North Korean Army attended by Kim Jong Un and his wife, Ri Sol Ju, on Sunday, Kim Yong Chol was among “leading officials” who accompanied them, according to KCNA on Monday.

He was the tenth official named among 12 mentioned overall.

As Kim Jong-un’s point man for nuclear talks with the United States, Kim Yong Chol was apparently censured for the summit’s collapse by being removed from a key party post, a South Korean lawmaker had said in April.

Kim Yong Chol was pictured standing behind Kim Jong-un in an official photo released from a session of North Korea’s rubber-stamp legislature in April, but did not accompany Kim on his summit with Russian President Vladimir Putin later that month.

The Chosun Ilbo story, which could not be independently confirmed, also said North Korea executed its working-level nuclear envoy to the United States, Kim Hyok Chol, as part of a purge of officials who steered negotiations for the collapsed summit in February.

Officials who worked with Kim Yong Chol have been out of the public eye since the summit, while seasoned diplomats who appeared to have been sidelined, including Vice Foreign Minister Choe Son Hui, were seen returning to the spotlight.

North Korea's former top nuclear envoy was also seen with Kim Jong-un.

North Korea's former spymaster reappears after 'forced labor' reports

North Korea fired the same type of short-range missiles during the two weapons tests last month, according to South Korean Defence Minister Jeong Kyeong-doo.

"We see the weapons (North Korea fired on May 4 and May 9) as nearly the same type, though we are analyzing some differences," Yonhap News Agency quoted the minister as telling reporters here on Saturday.

The South Korean minister, however, stressed that more analysis was needed to verify if the missiles were ballistic in nature.

"Some have pointed out that they appear to be the same type of Russia`s Iskander, and they bear many similarities. But there are some differences," he said.

This is the first time South Korea recognised that short-range missiles were test-fired by Pyongyang.

The United States, on the other hand, claimed that short-range ballistic missiles were tested by the reclusive state in early May.

Furthermore, Washington strongly criticised the weapons tests, with acting US Secretary of Defence Patrick Shanahan stating that UN Security Council resolutions were violated by North Korea.

The country is banned from firing ballistic missiles as per the sanctions.

North Korea test-fired same type of missiles in May: Seoul

The factories have innocuous names, but analysts say several ostensibly civilian facilities visited by North Korean leader Kim Jong-un recently are also used to build ballistic missile launchers and other weapons.

On Saturday North Korean state news agency KCNA released reports of Kim providing "field guidance" at a number of factories and cities, without saying when the visits happened.

The reports only mentioned economic elements, but the sites help form the core of North Korea's arms industry and have played a major role in developing its intercontinental ballistic missile (ICBM) technology, say analysts at the James Martin Center for Nonproliferation Studies (CNS) in California.

"This is the heart of North Korea’s defence industry," CNS researcher Jeffrey Lewis told. "These are the kind of visits we saw in 2016 and 2017 as North Korea moved toward ICBM testing."

Among the sites, Kim visited was the February 8 General Machine Factory, which has been used to build ballistic missile launchers. The machine factory was the site of the July 28, 2017, launch of a Hwasong-14 ICBM that Kim observed.

"North Korea has usually tried to hide this facility by not naming it," Lewis told. "Sometimes it is unnamed; in other cases, only the name of the plant manager was given."

KCNA said Kim called for a "higher modernisation plan" for the factory, while he watched a range of daily necessaries being produced.

In January Lewis authored a report listing the February 8 plant as one of several sites North Korea's leaders had visited in the past without fully disclosing their location or purpose.

In many cases the visits appeared to be linked to efforts to reduce reliance on imported chassis for its missile launching vehicles, the report said.

Kim also visited the Kanggye General Tractor Plant and the Kanggye General Precision Machine Plant, KCNA said.

Both plants are linked to the defence industry and may have played a role in the missile programme, the CNS analysts said.

Photos from the tractor plant released by KCNA show Kim standing next to a "flow-forming machine" that highlights the potential dual-use nature of the factories, said Joshua Pollack, another CNS researcher.

"Things you might use it for: high-end aluminium cookware, car wheels, flagpoles," he added. "But also rocket nozzles, artillery shell casings, gas centrifuge rotors for uranium enrichment, and solid rocket motor cases."

Kim has declared his nuclear force "complete" and announced an end to tests of long-range missiles and nuclear weapons.

At the same time, however, Kim called for more operational weapons. Talks with the United States aimed at convincing North Korea to surrender its nuclear weapons and missiles have stalled.

In May Kim oversaw the first flight of a previously untested weapon - small, fast missile experts believe will be easier to hide, launch, and manoeuvre in flight.

North Korea "remains an extraordinary threat," acting U.S. Defence Secretary Patrick Shanahan told regional defence chiefs in a wide-ranging speech at the annual Shangri-La Dialogue in Singapore on Saturday.

"The two leaders discussed ways to build military-to-military relations that reduce the risk of misunderstanding and miscalculation between our nations," Yonhap News Agency quoted a Pentagon spokesman, Lieutenant Colonel Joe Buccino, as saying.

"Secretary Shanahan specifically discussed how our militaries can better cooperate to enforce UN Security Council Resolutions related to DPRK (North Korea) sanctions," the spokesman added.

North Korea executed Kim Hyok Chol, its special envoy to the United States, and foreign ministry officials who carried out working-level negotiations for the second US-North Korea summit in February, holding them responsible for its collapse, a South Korean newspaper reported on Friday.

Kim Yong Chol, a senior official who had been US Secretary of State Mike Pompeo's counterpart in the run-up to the summit between US President Donald Trump and North Korean leader Kim Jong-un in Hanoi, is also said to have been subjected to forced labour and ideological education, the Chosun Ilbo reported.

The North Korean leader is believed to be carrying out a massive purge to divert attention away from internal turmoil and discontent, the newspaper said.

"Kim Hyok Chol was investigated and executed at Mirim Airport with four foreign ministry officials in March," an unnamed North Korea source said, according to the Chosun Ilbo, adding that they were charged with spying for the United States.

Kim Hyok Chol had been negotiations counterpart to US special representative for North Korea Stephen Biegun before the summit.

Shin Hye Yong, the interpreter for Kim Jong Un at the Hanoi meeting, is also said to have been detained in a political prison camp, for undermining the authority of Kim Jong Un by making a critical interpretation mistake, Chosun reported.

Kim Yo Jong, Kim Jong Un's sister who aided him in Hanoi, is also said to be lying low, the paper reported, citing an unnamed South Korean government official who said "We are not aware of Kim Yo Jong's track record since the Hanoi meeting ... We understand that Kim Jong Un has made her lie low."

North Korean state newspaper Rodong Sinmun said in a commentary on Thursday that "Acting like one is revering the Leader in front (of others) but dreaming of something else when one turns around, is an anti-Party, anti-revolutionary act that has thrown away the moral fidelity toward the Leader, and such people will not avoid the stern judgment of the revolution."

"There are traitors and turncoats who only memorize words of loyalty toward the Leader and even change according to the trend of the time," the commentary said.

It is the first time since the December 2013 execution of Jang Song Thaek, Kim Jong Un's uncle, that expressions hinting at purging such as "anti-party, anti-revolutionary" and "stern judgment" appeared in Rodong Sinmun, Chosun Ilbo said.

Kim Hyok Chol had been negotiations counterpart to US special representative for North Korea Stephen Biegun before the summit. Watch: What it's like to live in North Korea × Kim Yong Chol was forced to work in Jagang Province after his dismissal, the source said, adding that Kim Song Hye, who carried out working-level negotiations with Kim Hyok Chol, was sent to a political prison camp, Chosun reported. We understand that Kim Jong Un has made her lie low." North Korean state newspaper Rodong Sinmun said in a commentary on Thursday that "Acting like one is revering the Leader in front (of others) but dreaming of something else when one turns around, is an anti-Party, anti-revolutionary act that has thrown away the moral fidelity toward the Leader, and such people will not avoid the stern judgment of the revolution." "There are traitors and turncoats who only memorize words of loyalty toward the Leader and even change according to the trend of the time," the commentary said. It is the first time since the December 2013 execution of Jang Song Thaek, Kim Jong Un's uncle, that expressions hinting at purging such as "anti-party, anti-revolutionary" and "stern judgment" appeared in Rodong Sinmun, Chosun Ilbo said. An official at South Korea's Unification Ministry declined comment.

The first case of African swine fever has been reported in North Korea, South Korea`s agriculture ministry said on Thursday, showing how the virus has spread widely since the first outbreak in East Asia was found in China in August last year.

The outbreak was confirmed at a farm in Jagang province in North Korea near the country`s border with China on May 25, South Korea`s Ministry of Agriculture, Food and Rural Affairs said in a statement. More than 20 hogs were culled after more than 70 pigs died from the virus, the ministry said.

The case has also been reported to the Paris-based World Organisation for Health, the ministry statement said. Some measures including disinfection have been taken by North Korea, the statement also said.

Highly contagious African swine fever occurs among pigs and wild boars and is transmitted by ticks and direct contact between animals. Currently there is no vaccine against it. It does not affect humans.

No case of the virus has been detected in South Korea.

Outbreaks of bird flu and foot-and-mouth disease have been reported in North Korea in the past but it is not clear how large North Korea`s poultry and livestock population is.

Following the outbreak in North Korea, the South Korean government will hold a meeting on Friday to discuss ways to prevent the virus from spreading to South Korea.

"I think the entire North Korean WMD program, it's in conflict with the UN Security (Council) resolutions," Ortagus told reporters.

She said the United States wanted a favourable relationship between Trump and Kim with a goal to "negotiate a peaceful end to the North Korean WMD program."

US says North Korea program violates UN resolutions, after Trump tweet

The US military said on Tuesday that it had identified a total of six American troops from 55 boxes of human remains from the 1950-53 Korean War that North Korea handed over last year, even as the Pentagon has said it has given up hope of recovering more of them in the near future.

The US Defense POW/MIA Account Agency (DPAA), which works to recover missing American troops around the world, earlier this month said it had not heard from North Korea since the second US-North Korean summit, held in Hanoi in February, ended with no agreement. The agency said it had suspended efforts for 2019.

After their first summit in June last year, US President Donald Trump and North Korean leader Kim Jong Un signed a declaration committing to the recovery of remains of soldiers killed in the war.

In July, North Korea handed over 55 boxes of human remains, a move Trump hailed as evidence of the success of his negotiations with Kim.

On Tuesday, Lieutenant Colonel Ken Hoffman, a spokesman for DPAA, said that four families had been notified of the remains, while two other family notifications were pending. That brings the total service members identified to six from the 55 boxes.

Forensic anthropologists are combing through the remains at a secure facility on Joint Base Pearl Harbor-Hickam, which acting Defense Secretary Patrick Shanahan visited on Tuesday.

The July transfer coincided with the 65th anniversary of the 1953 armistice that ended fighting between North Korean and Chinese forces and South Korean and US-led forces under the UN Command.

Since July, there has been little progress on resuming the search for the roughly 5,300 Americans believed to be lost in what is now North Korea.

Despite that lack of progress, as recently as April 26 Trump touted the return of the remains and said they "continued to come back."

The two sides remain technically at war because a peace treaty was never signed.

The United States and North Korea conducted joint searches for remains from 1996 until 2005, when Washington halted the operations citing concerns about the safety of its personnel as Pyongyang stepped up its nuclear program.
