Prime Minister Narendra Modi launched a blistering attack on West Bengal Chief Minister Mamata Banerjee accusing her of supporting those who want two Prime Ministers in the country.

“Didi stands by the tukde-tukde gang. Didi is supporting those who want two prime ministers in the country. They want one prime minister for the country and one for Jammu & Kashmir. Are you going to support such a demand? The bua-bhatija duo is destroying the state,” Modi said at the Coochbehar rally.

He claimed that Banerjee has lost her sleep with people chanting prime minister’s name. “The more you chant Modi, Modi, didi is not getting sleep, she is the speed breaker towards development in the state. She is hyperventilating on the Election Commission as police officers have been transferred. She is scared,” he said.

He used the Saradha - Rose Valley - Narada rhetoric and alleged that Goddess Saradha is worshipped everywhere. But, in Bengal her name is embroiled in chit fund scams, he said. “I promise to bring those who have suffered from the Narada, Saradha and Rose Valley scams to justice,” he added.

The rally, held at Rash Mela Grounds near the Coochbehar Palace -- the same venue where West Bengal Chief Minister Mamata Banerjee will address a public meeting tomorrow.

TMC had erected a stage on the grounds even before the BJP’s meeting was to be held.

Interestingly, the stage erected by TMC remained on one side of the ground as Prime Minister Narendra Modi addressed the public meeting from the other side.

Reacting to the stage present on the other side of the ground, Modi said, “Didi is acting like kids. You can’t win elections by acting like kids. The stage you see in front of you is a memorial. It signifies the end of TMC rule in Bengal.”

The district administration had granted permission to BJP to hold a meeting on April 7 and TMC to hold a meeting on April 8.

Prime Minister Narendra Modi held his last rally in Coochbehar district going for the polls in the first phase of elections. This is his second visit to West Bengal within a week after he addressed twin rallies in Siliguri and Kolkata’s Brigade Parade Grounds.

Priyanka Gandhi Vadra became the latest member of India's storied Nehru-Gandhi dynasty to enter politics in January, but the boost she brings the opposition campaign may not turn the tide against Prime Minister Narendra Modi, polls show.

After years of speculation, the charismatic Vadra joined Congress to help its leader, her brother Rahul, in general elections that begin next week, pitching the party and regional groups against Modi.

Congress hopes the fourth-generation siblings of a dynasty that ruled India for decades after independence from Britain in 1947 and is still revered by many will help energise its ranks and counter Modi's Bharatiya Janata Party (BJP).

In the run-up to the election that starts on Thursday, the 47-year-old Vadra has spent hours campaigning in cars, trucks and even a boat, to woo voters in Uttar Pradesh, which sends more lawmakers to parliament than any other Indian state.

Reuters followed her at two roadshows where she smiled, waved, and shook hands, occasionally wading into crowds as her security detail scrambled along. Her father and grandmother, both former prime ministers, were assassinated.

Thousands of people lined the streets for several kilometres, waving Congress flags and chanting her name.

"There is support for Congress because of Priyanka," said Mahesh Gupta, a shopkeeper in the temple town of Ayodhya, where she visited a shrine in late March.

Gupta, who referred to Vadra by her first name, as many Indians do, voted for Modi in the last election, but said he was considering Congress after seeing her campaign.

Vadra, a marquee campaigner for Congress, chose Ayodhya as one of her first tours to take on the BJP in its own bastion.

Even so, in the face of the formidable political machine of the BJP which also rules the state, Congress may be unable to capitalise on her appeal, pollsters and some party leaders said.

Vadra's campaigning was getting attention for Congress it would not have got otherwise, but it did not look like the party was making gains, said Milan Vaishnav, an analyst at the Carnegie Endowment for International Peace.

"Many in Congress say the Priyanka play is more about building up the party for 2022 assembly elections and beyond," he said, referring to state elections in Uttar Pradesh.

Last month, polling agencies CVoter and CNX separately estimated Congress would win just 4 of the 80 seats up for grabs in the state, doubling its tally since the last general election in 2014.

That year's sweep of 71 seats for the BJP paved the way for Modi's clear majority in India’s 545-member Lok Sabha.

A broader poll published by a newspaper on Friday showed Modi's approval ratings across India were higher even than in 2014 when he was making a bid for power.

The poll, by the newspaper CSDS-Lokniti, showed 43 per cent of respondents wanted Modi as the next prime minister, with 24 per cent for Congress leader Rahul Gandhi.

Vote wisely

For years, Vadra helped manage elections for her brother and mother, former Congress president Sonia Gandhi, in their own constituencies, but was reluctant to get into politics herself.

A mother of two, she is married to businessman Robert Vadra and has long been seen as a natural politician with strong speaking skills and an ability to easily connect with people.

One afternoon last week, her 12-car convoy sped past lush fields and small settlements, kicking up a cloud of dust before stopping at the village of Atka in the Ayodhya district.

The saree-clad Vadra jumped out of her car and settled down on the ground surrounded by a group of women, many veiled and others smiling.

"If someone doesn’t work for you, how will you teach them a lesson?" she asked, imploring them to vote wisely. "Vote for those who want to work for you."

CVoter, which has run a daily opinion poll since January, said Congress support in Uttar Pradesh has dropped off after jumping 10 percentage points in the days following the news that Vadra had taken a party post.

Late in March, about 8.9 per cent of state voters backed Congress, a far cry from the 43.4 per cent supporting the BJP and the 44 per cent behind an alliance of two major regional parties.

However, even with Vadra's hectic campaigning, Congress is struggling to get its message of welfare to voters, party officials said.

Six voters in Uttar Pradesh said they had not heard of a Congress election promise for a programme to give India's poorest families monthly handouts of 6,000 rupees.

"They brought her in at a very wrong time," said one Congress official, who declined to be identified because he was not authorised to speak formally to media.

A better time would have been December, just days after Congress won power in three key states, giving her more time to prepare, he added. Others in the party have said it should have been years earlier.

The BJP has dismissed Vadra's formal entry into politics as inconsequential and Modi said it only showed that for some "the family is the party".

Vadra's office did not respond to a request from Reuters for an interview.

But Congress will seize on momentum building against the BJP, said Kamal Nath, a top Congress leader and chief minister of Madhya Pradesh.

"You have to time everything," he told Reuters. "You don't want to peak out too fast."

Prime Minister Narendra Modi on Saturday asked the people of Arunachal Pradesh to vote for a 'chowkidaar' who would provide security to the country even as he attacked Opposition parties, saying they were "disheartened" by India's growth and success.

Kicking off his campaign here for simultaneous Lok Sabha and Assembly polls in Arunachal, the prime minister said Arunachal is a "shield for the country with the people zealously guarding the border as sentinels".

Attacking the Congress, Modi said the grand old party is "synonymous with corruption" and has the habit to take people of the country for a ride.

"Whenever the country makes achievements, don't you feel happy? Everyone, irrespective of their social and financial status, regales at India's success stories. There are, however, some who feel disheartened by India's growth and success," the PM said.

"When India hit terrorists in their houses, what was the stand of opposition parties, you have all seen. Even when our scientists made achievements, they found excuses to belittle them," the PM said, urging the people to "punish" opposition parties in the upcoming elections.

He also thanked the people of the state for voting the double-engine government of the BJP to power at the Centre and the state.

"In the northeast, the lotus first bloomed in Arunachal. It is because of your support, the Centre has been able to bring about development in the state," he said.

Listing his government's achievements, the PM said the Centre has provided power connection to 50,000 families, gas connection to 40,000 mothers and sisters and built toilets for over 1 lakh families in the last five years.

"Our government has honoured your hopes, aspirations. This watchman was given the opportunity to bring Arunachal on the country's railway map after seven decades of Independence," he said

Referring to the Arun Prabha channel, launched recently, the PM said it will ensure that people across the country get to learn about Arunachal, its people, culture and festivals.

"Arunachal, which is set to hold Mopin festival soon, will be able to tell the world about its festival and culture through the recently launched Arun Prabha channel," he stated.

Himachal Pradesh Chief Minister Jai Ram Thakur said on Tuesday the country needed a "strong" leader like Prime Minister Narendra Modi to continue with the development.

"Today, the country needs strong leadership, which only Prime Minister Narendra Modi can give. Now, close on the heels of the film's trailer, OTT platform and production house Eros Now has launched the trailer of the web series 'Modi'. Directed by Umesh Shukla who has in the past made films like 'OMG Oh My God' and '102 Not Out', the web series will showcase Modi's life from childhood to his journey of becoming the Prime Minister of India. The trailer features actors Mahesh Thakur, Faisal Khan and Ashish Sharma playing PM Modi in different phases of his life. Watch the trailer here. Earlier while speaking about the project to a daily, Shukla had said, "Prime Minister Modi’s personality enthralls young and old alike. His sense of humour, spirituality and love for technology makes him a unique leader. It was lovely to take on a project which came with a responsibility to narrate the life of the leader of new India and I am sure each episode of the 10-part original series will be a revelation for the audiences. His growing-up years, brave decisions and roles at different phases of life make for an incredible story.” Incidentally, PM Modi's poems have been used as songs in the film. The PM has been credited for the lyrics. The show will premiere from April onwards. The web series has been written by Mihir Bhuta and Radhika Anand. Each episode will range from 35 to 40 minutes.

A Congress delegation on Monday met Election Commission of India to protest against the Vivek Oberoi-starrer PM Modi`s biopic alleging that the film`s release slated just ahead of the commencement of Lok Sabha polls is a violation of the model code of conduct.

The Congress delegation, included Randeep Singh Surjewala, Kapil Sibal, and Abhishek Manu Singhvi, also sought a ban on the release of the biopic, ahead of the voting schedule.

Senior Congress leader Kapil Sibal said, "The purpose of the film is only political to get extra mileage in the elections. We believe it is not just a corrupt practice but the launch of the film is motivated," said Kapil Sibal."Three of the producers belong to the BJP and director Sandeep Singh is involved in vibrant Gujarat. The actor Vivek Oberoi is also of BJP," said Sibal. Also read: 'PM Narendra Modi' biopic producer Sandip Ssingh in trouble, alleged sexual assault allegations resurface

Sibal said that the release of the film doesn`t provide level playing field in elections to the political parties."The whole purpose is to gain political advantage. This is volatile of all norms. It also violates the cable network rule and section 126 of the representation of peoples act," said Sibal. "We requested EC to give a reasoned order so that we may know why our representation is either rejected or accepted," he added.

India on Wednesday signalled that it will boycott China's second Belt and Road Forum for a second time, saying no country can participate in an initiative that ignores its core concerns on sovereignty and territorial integrity.

India boycotted the first Belt and Road Forum (BRF) in 2017 after protesting to Beijing over the controversial China-Pakistan Economic Corridor (CPEC) which is being laid through the Pakistan-occupied Kashmir (PoK) overriding New Delhi's sovereignty concerns.

Foreign Minister Wang Yi recently said that next month China plans to hold a much bigger, second BRF which will also be attended by Pakistan Prime Minister Imran Khan.

Speculation is rife whether India would attend the second BRF as China has deepened its commitment to expand the USD 60 billion CPEC, which aims to connect China's Xinjiang province with Pakistan's Gwadar port with a host of road, rail, gas and oil pipelines.

China has also undertaken a host of energy projects under the aegis of the CPEC.

India's Ambassador to China Vikram Misri told the state-run Global Times that "above all, connectivity initiatives must be pursued in a manner that respects the sovereignty, equality and territorial integrity of nations".

"No country can participate in an initiative that ignores its core concerns on sovereignty and territorial integrity," he replied to a question about India's concerns over the BRI and whether India would take part in the second BRF meet.

The Indian envoy's interview was carried by the daily on Wednesday.

"To be honest, we have made no secret of our views and our position on the BRI is clear and consistent and one that we have conveyed to the authorities concerned.

"India shares the global aspiration to strengthen connectivity and it is an integral part of our economic and diplomatic initiatives. We ourselves are working with many countries and international institutions in our region and beyond on a range of connectivity initiatives," Misri said.

"However, it is also our belief that connectivity initiatives must be based on universally recognised international norms, good governance and rule of law. They must emphasise social stability and environmental protection and preservation, promote skill and technology transfers and follow principles of openness, transparency and financial sustainability," the Indian envoy said.

India along with the US and several other countries have been highlighting the concerns over the BRI projects, leaving a number of smaller countries in debt traps.

The concerns grew louder after China took over Sri Lanka's Hambantota port on a 99-year lease as debt swap.

Several countries including Malaysia and even Pakistan have wished to reduce the Chinese projects over debt concerns.

Asked whether India-China ties are back on track, Misri said: "the bilateral relationship between India and China is of great significance not just to the two countries, but also to the larger region and the international community".

He said that the Wuhan summit between Prime Minister Narendra Modi and President Xi Jinping in April 2018 was a "milestone in bilateral relations during which the two leaders exchanged views on overarching issues of bilateral and global importance, and elaborated their respective visions and priorities for national development in context of the current international situation".

Last year, the two leaders also met on the sidelines of multilateral summits.

"These meetings have reinforced strategic communication between the two countries at the highest levels and helped in elaborating a road map for continuing contacts. China is India's biggest neighbour and we assign a very high priority to this relationship," the Indian envoy said.

"Unlike some 50 years ago, when our relationship had a much narrower basis and there was not much communication, today we have what one would call a full-spectrum relationship.

"This has been possible because our respective leaders have realised that mutually-beneficial cooperation responds to the most urgent developmental needs of our people and these needs to be prioritised over other issues," Misri said.

Asked about the impact of India's elections on India-China ties, Misri said: "my own feeling is that on foreign policy issues there is a broad political consensus in India on where our national interests lie. I do not think therefore that the outcome of the elections will impact the broad contours of India's foreign policy in general or the very important relationship with China in particular".

The Election Commission will soon announce its schedule for the high-voltage Lok Sabha elections, which is likely to be spread over 7-8 phases in April-May, sources said on Thursday.

Sources said the poll panel is in final stages of completing its logistical preparations to hold elections for the 17th Lok Sabha and a detailed polling schedule could be announced as early this weekend or by early next week.

The term of the present Lok Sabha ends on June 3.

The announcement of dates for the elections, in which Prime Minister Narendra Modi will make his bid to return to power amid hectic parleys by several political parties to put a united fight against the ruling BJP, would be followed by a meeting of election observers next week for the first and second phase of polling.

A senior Election Commission functionary said the poll panel is now prepared to announce the dates "any day" and it could happen over the weekend or at most by Tuesday.

Notification for the first phase could be issued by the end of March for voting sometime in early April, sources suggested.

There is a strong possibility that the EC may go by the precedent and hold assembly elections in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh along with the Lok Sabha polls.

Since the Jammu and Kashmir Assembly has been dissolved, the EC is bound to hold fresh polls there as well within a six-month period, which will end in May.

While there is a view that the Jammu and Kashmir assembly elections can be held along with the Lok Sabha polls, but a lot depends on the complex security situation in the state given the heightened tension along the India-Pakistan border.

While the Centre and the state administration, being managed by the Centre-appointed governor, are against holding the two elections together, all political parties there favoured simultaneous polls during a meeting with the Election Commission earlier this week.

The J-K assembly's six-year term was to end on March 16, 2021, but it got dissolved after a ruling coalition between the PDP and the BJP fell apart.

The other state assemblies and Lok Sabha have five-year terms.

While the term of the Sikkim Assembly ends on May 27, 2019, the terms of Andhra Pradesh, Odisha and Arunachal Pradesh assemblies end on June 18, June 11 and June 1 respectively.

The Commission has held several review meetings across the country in last few weeks to gear up its machinery.

The required electronic voting machines and paper trail machines are in place to be deployed in nearly 10 lakh polling stations across 543 Lok Sabha constituencies.

This is a high probability of the elections being spread across 7-8 phases this time.

In 2004, the Commission had announced four-phase Lok Sabha polls on February 29. While the first date of polling was April 20 and the last date was May 10.

In 2009, the EC had announced Lok Sabha poll scheduled on March 2. The five-phase polls began on April 16 and ended on May 13.

In 2014, the EC had announced the election schedule on March 5 and the nine-phase electoral exercise was spread across April and May.

While the first phase polling was on April 7, the last phase was on May 12.
