In an order issued on Monday, Secretary-General of MCI, Dr R K Vats said that “This is to inform all concerned that the entire territories of UT of Jammu and Kashmir and Ladakh are an integral part of India. Pakistan is in the illegal and forcible occupation of a part of the territory,” adding that Pakistan is in the illegal and forcible occupation of a part of the territory.”&nbsp;

The order further reads that “any medical institution in Pakistan Occupied Jammu and Kashmir and Ladakh (PoJKL) requires permission/recognition under Indian Medical Council Act, 1956. Such permission has not been granted to any medical college in POJKL.”

This order would mean that qualifications obtained from any medical colleges located in these occupied areas of India will not be entitled for grant of registration under the Indian Medical Council Act, 1956 to practice modern medicine in India.&nbsp;

Talking to WION over the phone, president of Jammu &amp; Kashmir Medical Council president Dr&nbsp;Saleem Ur Rehman said that “we have standard guidelines as per MCI. Anyone coming from any country will have to get his qualifications verified from Ministry of Home affairs. Then we do the registration.” While the Registrar of IMC in J&amp;K, Vijay Gupta, told WION an order has been issued.&nbsp;

Many students from J&amp;K in the past would go to Pakistan to study medicine, several of them on the recommendations of separatist leaders and there would be a special quota for J&amp;K students reserved by the Pakistan government.

Union Ministry of Health and Family Welfare has finalised 25 members of the <a href="https://www.wionews.com/india-news/indian-medical-association-calls-for-aggressive-public-campaign-on-national-medical-commission-bill-241445">National Medical Commission (NMC)</a>, which will replace the Medical Council of India (MCI).

A draw of lots took place on Monday for selecting the members of NMC which include ten Vice-Chancellors (VCs) from different states, nine members from the State Medical Councils (SMCs) and four part-time members from the autonomous boards.

The exercise took place in the presence of Union Health Minister Dr Harsh Vardhan and Minister of State for Health and Family Welfare Ashwini Kumar Chowbey, in which 10 VCs were chosen from Tamil Nadu, West Bengal, Gujarat, Delhi, Himachal Pradesh, Andhra Pradesh, Rajasthan, Dagar and Nagar Haveli, Punjab, and Haryana.

Similarly, nine representatives from various SMCs have been selected from Uttar Pradesh, Sikkim, Kerala, Karnataka, Uttarakhand, Arunachal Pradesh, Bihar, Maharashtra, and Manipur.

In the third segment of the draw of lots, four members from the autonomous boards -&nbsp;Undergraduate (UG), Post Graduate (PG), Medical Assessment and Rating Board (MARB) and Ethics and Registration Board - were chosen. These members got selected from Tripura, Jammu and Kashmir, Nagaland, and Madhya Pradesh, who will serve as part-time members.

Out of nine selected members from SMCs, one member has to be a part of the Search Committee, which will be headed by the Cabinet Secretary. In the process of the draw of lots, selected members from Uttarakhand SMC was picked up for a member of the Search Committee.

Other NMC members include one senior officer of Additional Secretary rank, one Director from any AIIMS and any two directors would be selected from the PGIMER, Chandigarh, JIGMER, Puducherry, Tata Memorial Hospital, North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Shillong and All India Institute of Hygiene and Public Health (AIIHPH), Kolkata.

The Indian Medical Association (IMA) has called for a one-day strike against National Medical Commission (NMC) bill on Tuesday.

National Medical Commission bill&nbsp;introduced in Lok Sabha recently&nbsp;will replace the Medical Council of India (MCI) with a new body.&nbsp;The bill is aimed&nbsp;at ensuring transparency and to bring reforms in medical education sector.

The bill also seeks to allow practitioners of Ayurveda, Yoga, and Naturopathy, Unani, Siddha, and Homoeopathy, to practice modern medicine once they complete a short-term &quot;bridge&quot; course.

On Sunday, Congress leader Jairam Ramesh said that bill has many problematic provisions and&nbsp;urged the central government not to pass the bill in hurry and said that waiting for a few months to pass the bill won&#39;t be disastrous for the country.

He also demanded that it should be referred to a parliamentary standing committee.&nbsp;

Clause 49 of the bills also demands a joint sitting of National Medical Commission, the Central Council Indian Medicine at least once a year in order to enhance the interface between homeopathy, Indian Systems of Medicine and modern systems of medicine.

The Union Cabinet on Friday approved a landmark bill to set up the National Medical Commission, which will replace the Medical Council of India, the statutory body for establishing standards of medical education in India.

&quot;The MCI will be replaced, and a National Medical Commission bill has been brought. This is to correct the whole medical ecosystem,&quot; Law and Justice Minister Ravi Shankar Prasad said.

According to sources, the National Medical Commission Bill envisages a four-tier structure for the regulation of medical education, with a 20-member National Medical Commission at the top. 
&nbsp; 
Sources said the bill will enable a reform in the field of medical education by seeking to end regulatory control over medical education and pushing for outcome-based monitoring. It will also create accountable and transparent procedures for maintaining standards in medical education, sources added. 
&nbsp; 
The bill is also expected to introduce a system of examination on the lines of National &nbsp;Eligibility Cum Entrance Test (NEET) - a first in any field of higher education in the country. 
&nbsp; 
It also seeks to regulate up to 40 per cent seats in medical colleges to enable all meritorious students to have access to medical seats irrespective of their financial status, sources said.

The bill provides for a medical education system that ensures availability of adequate and high quality medical professionals, encourage medical professionals to adopt the latest medical research in their work and will contribute to research.

The 25-member National Medical Commission will include members from AIIMS, PGI Chandigarh, and JIPMER Puducherry. It will include members from the fields of management, economy, law, consumer rights, health research, science and technology, three members from the Medical Advisory Council and five elected medical persons.

As compared to the MCI, the NMC will primarily be an elected body with nominees from both the centre and the states. It will have a few non-medical members as well.

In the MCI, permission is needed for the establishment, renewal, recognition of medical colleges and increase of intake of students. After the establishment of the NMC, permission will be required only for the establishment and recognition of medical colleges. Unlike the MCI, the NMC will allow an automatic increase of seats.

The MCI asks for separate permission for post graduate (PG) courses after under-graduate recognition. The NMC will allow colleges to start PG courses on their own.
