<p>France's "yellow vest" protests have taken aim at Macron's liberal economic reforms, and have forced the French government to cancel a planned rise in taxes on petrol and diesel.</p>

<p>Salvini said the Italian government was taking a very different path to Paris and defended its big-spending 2019 budget, which has fallen foul of the European Commission.</p>

<p>"Do people in Italy want scenes like we seen in Paris? ... No. I want to prevent this. I want to help businesses, families and also the 5 million poor people (here). A country with 5 million poor people can't move ahead," he said.</p>

<p>The Italian budget promises to lower the retirement age and introduce income support. The European Commission has rejected the package, saying it will not cut Italy's large public debt as the rules require, and has warned it could discipline Rome unless changes are made.</p>

<p>The lower house of parliament now has until the end of November to approve the decree, which the coalition first put forward in September and makes it easier to expel migrants and strip them of Italian citizenship.</p>

<p>"Salvini decree, an historic day," Salvini tweeted after the Senate vote.</p>

<p>The government opted for a confidence vote to get the decree through the senate after M5S members tabled a slew of amendments. It should have no problem passing the lower house given the coalition's majority.</p>

<p>The decree seeks to radically reduce the number of migrants receiving "humanitarian protection" -- a lower level of asylum status that is based on Italian rather than international law -- that was awarded to 25 per cent of asylum seekers last year.</p>

<p>It will now be awarded based on six strict criteria, including whether there is an urgent medical need or if the applicant was the victim of a natural disaster, or if they had carried out "heroic acts" in Italy.</p>

<p>Of the 81,500 decisions handed down by Italian authorities in 2017, eight per cent were granted asylum, eight per cent subsidiary protection and a quarter humanitarian protection.</p>

<p>The remainder were rejected. If appeals fail, they face the prospect of being classed as economic migrants who must return home.</p>

<p>Those seeking refugee status will also now have their requests suspended if they are considered "socially dangerous or convicted in the first instance" of crimes, while their appeals are ongoing.</p>

<p>They will in future be housed in bigger reception centres, while only minors and those with recognised refugee status will be housed in different parts of the country in order to facilitate integration.</p>

<p>There are currently around 146,000 migrants held in reception centres, down from 183,000 at the end of 2017.</p>

<p>The Italian mayors' association has railed against the change, saying that having hundreds of unemployed migrants in reception centres can have a negative impact on small communities.</p>

<p>The new law also lets local police have Taser stun guns and makes it easier to evict squatters by getting rid of the obligation of finding provisional housing for the most vulnerable.</p>

<p>Floods have killed 12 people on the southern Italian island of Sicily, nine of them from the same family, rescue services said Sunday, raising the week's toll across Italy past 30.</p>

<p>Six Italian regions remain on high alert for storms.</p>

<p>The bodies of nine people were found in their house in Casteldaccia in the Palermo region, next to a small river which had burst its banks, rescue services said. Among the victims was a one-year-old baby and children aged three and 15.&nbsp;</p>

<p>Three other members of the same family managed to escape, one of them by climbing a tree, the Agi news agency reported.</p>

<p>"It is an immense tragedy," the local mayor said Sunday.</p>

<p>In a separate incident, a 44-year-old man was found dead in his car near Vicari, also in the Palermo region.</p>

<p>He had been trying to reach a &nbsp;service station he managed to help a colleague trapped there. A passenger in the car is missing.</p>

<p>Rescue workers are also searching for a doctor forced by the storms to abandon his car near the town of Corleone after trying to drive to work at the hospital there.</p>

<p>Two other people, a man and a woman, died after their car was caught in the floods in the region of Agrigente, a little further south on the island.</p>

<p>Troops were deployed to check the conditions of the main roads on the Mediterranean island Sunday.</p>

<p>Earlier this week, floods in Sicily had closed many roads and mayors ordered schools, public parks and underpasses shut.</p>

<p>Italy will close its airports to unauthorised planes carrying migrants from Germany, Interior Minister Matteo Salvini said on Sunday, ratcheting up a dispute between the EU partners over how to share responsibility for asylum seekers.</p>

<p>The two countries have been working on a deal under which Germany would send back to Italy migrants who have already applied for asylum there, but the accord has yet to be signed.</p>

<p>Italian daily La Repubblica reported on Saturday that Germany's refugee agency had sent "dozens of letters" to migrants advising them of a planned transfer back to Italy, possibly via charter flights. The first such transfer is planned for Oct. 9, it said.</p>

<p>"If someone, in Berlin or Brussels, thinks of dumping dozens of immigrants in Italy via unauthorized charter flights, they should know that there is not and there will be no airport available," Salvini said in a statement.</p>

<p>"We will close the airports as we closed the ports."</p>

<p>Germany's interior ministry and the refugee agency could not immediately be reached for comment on the report in La Repubblica.</p>

<p>German Interior Minister Horst Seehofer said last month that a deal with Italy had been reached and that he expected it to be signed shortly. But Salvini denied that a day later, demanding more concessions from Germany.</p>

<p>The Italian minister said at the time that he had received reassurances from Germany that for every migrant it returned to Italy the German authorities would accept a bonafide asylum seeker from Italy.</p>

<p>But Salvini wants concessions on two other issues - a revision of both the EU's Dublin Treaty on how Europe handles asylum requests, and of the EU's Sophia naval mission which is patrolling the Mediterranean.</p>

<p>Seehofer urged German Chancellor Angela Merkel and Italian Prime Minister Giuseppe Conte to intervene to end the standoff.</p>

<p>"The agreement has been negotiated and follows the same principle as with Greece," Seehofer told the Welt am Sonntag newspaper. "We return refugees back to Italy, but we must take in the same number from sea rescues."</p>

<p>He added: "But now Salvini is suddenly saying: I will only sign if Germany backs Italy's position on asylum in the European Union. The heads of government are required to act (to solve this)."</p>

<p>Italy is seeking an overhaul of the Dublin Treaty so that there is an automatic distribution of asylum seekers throughout the EU, instead of requiring them to stay in the country where they first touch European soil, as is the case now.</p>

<p>It also wants to change the mandate of Operation Sophia, which at present says that all migrants picked up in the Mediterranean must be taken to Italy.</p>

<p>Italy has become the main route into Europe for hundreds of thousands of asylum seekers arriving by sea since the other main route from Turkey to Greece was largely shut in 2016. However, numbers have fallen dramatically over the past 12 months.<br />

<p>"Nobody will take away my certainty that illegal immigration is a business... and seeing people make money on children who go on to die makes me furious," he added.</p>

<p>His comments came as more than 50 migrants drowned in the Mediterranean&nbsp;on Sunday, with 48 bodies found off Tunisia's southern coast and nine Syrians -- including seven children -- killed when their vessel sank off the coast of Turkey.&nbsp;</p>

<p>The port town of Pozzallo is also on the migration front line as one of the main landing points for refugees fleeing war, persecution and famine across North Africa and the Middle East.</p>

<p>A crowd of enthusiastic supporters and a smaller group of protesters had earlier gathered in front of the gates of the town's migrant centre, where Salvini would give his speech, trading insults and nearly coming to blows.</p>

<p>One protester brandished a sign saying "refugees welcome", while a supporter said "we don't want any more pests" and others simply chanted "Matteo, Matteo".</p>

<p>President Sergio Mattarella has called in Carlo Cottarelli after two anti-establishment parties angrily abandoned their plans to form a coalition in the face of a veto from the head of state over their choice of economy minister.</p>

<p>In a televised address, Mattarella said he had rejected the candidate, 81-year-old eurosceptic economist Paolo Savona, because he had threatened to pull Italy from the single currency.</p>

<p>"The uncertainty over our position has alarmed investors and savers both in Italy and abroad," he said, adding: "Membership of the euro is a fundamental choice. If we want to discuss it, then we should do so in a serious fashion."</p>

<p>Financial markets tumbled last week on fears the coalition being discussed would unleash a spending splurge and dangerously ramp up Italy's already huge debt, which is equivalent to more than 1.3 times the nation's domestic output.</p>

<p>After Mattarella's move, the euro gained ground, adding 0.6 percent against the Japanese yen and ticking up against other major trading partners as well.</p>

<p>The far-right League and anti-establishment 5-Star Movement, which had spent days drawing up a coalition pact aimed at ending a stalemate following an inconclusive March vote, responded with fury to Mattarella, accusing him of abusing his office.</p>

<p>5-Star leader Luigi Di Maio called on parliament to impeach the mild-mannered Mattarella, while League chief Matteo Salvini threatened mass protests unless snap elections were called.</p>

<p>"If there's not the OK of Berlin, Paris or Brussels, a government cannot be formed in Italy. It's madness, and I ask the Italian people to stay close to us because I want to bring democracy back to this country," Salvini told reporters.</p>

<p>While he had approved all their other ministerial picks, Mattarella said he had the right to block nominations that could harm the country. He added that the League and 5-Star had refused to put forward any other name for the role.</p>

<p>Shortly afterwards, the president's office summoned Cottarelli, the IMF's former director of fiscal affairs, for a meeting on Monday. Such a call is usually a prelude to being offered a mandate to form a government.</p>

<p>Cottarelli would be a calming choice for the financial markets, but any technocratic administration would likely only be a short-term solution because the majority of parliamentarians have said they would not support such a government.</p>

<p>If, as expected, he fails to win parliamentary backing, Cottarelli would simply ferry Italy to elections that would most likely be held in September or October. It would be the first time in postwar Italian history that such a re-vote was needed.</p>

<p>Polls have suggested that the League, which won 17 percent of the vote in March, would surge in any early ballot, while support for 5-Star remained strong on around 35 percent.</p>

<p>Mainstream centre-left and centre-right parties were seen losing further ground in the face of voter anger over the sluggish economy, high unemployment and rising poverty.</p>

<p>Demanding an immediate ballot, Salvini told followers on Facebook: "It won't be an election, it will be a referendum between Italy and those on the outside who want us to be a servile, enslaved nation on our knees."</p>

<p>Salvini declined, however, to be drawn on whether he would back calls by 5-Star and a far-right ally, the Brothers of Italy, to chase Mattarella out of office.</p>

<p>"We will ask parliament to charge Mattarella with high treason because he has acted under foreign pressure," Brothers of Italy chief Giorgia Meloni said on La7 television channel.</p>

<p>The 5-Star's Di Maio demanded impeachment under article 90 of the constitution. Under that clause, parliament can seek to remove a president if a simple majority of lawmakers votes in favour. The constitutional court would then be called to decide whether to enforce the decision.</p>

<p>The centre-right Forza Italia party and the centre-left Democratic Party (PD) both denounced calls for impeachment, with former PD leader Matteo Renzi saying his party would take to the streets to defend Italy's institutions if needed.</p>

<p>Italy has one of the eurozone's lowest growth rates, with 8.3 percent of the population living in absolute poverty, according to national statistics agency Istat.</p>

<p>Istat announced Tuesday a GDP growth forecast of 1.4 percent in 2018, down 0.1 percent on an April forecast.</p>

<p>Conte's CV boasts studies at New York University (NYU), the Sorbonne and Cambridge, but some entries have been called into question.</p>

<p>NYU told Monday's New York Times they had no record of him studying there to "further his juridical studies" as Conte's CV claims. The university said he might have taken part in one or two-day courses for which they don't keep records.</p>

<p>Cambridge University said it does not "disclose personal data without the knowledge and/or consent of the subject of that personal data".</p>

<p>Conte has yet to speak publicly, but Five Star has defended its PM pick to head a cabinet in which Di Maio and Salvini are tipped to hold key posts.</p>

<p>"The international and Italian press are going wild over presumed qualifications that Conte has never claimed to have. This is the umpteenth confirmation that they really are afraid of this government of change," Five Star said in a statement.</p>

<p><strong>Authority</strong></p>

<p>Some observers questioned whether Conte had the necessary authority for the job.</p>

<p>"He's in a very difficult situation because he has to deal with two groups who have formed a difficult compromise," Franco Pavoncello, a political scientist and president of Rome's John Cabot University, told AFP.</p>

<p>"What remains to be seen is whether he's going to be able to control the various political directions in which this coalition was formed."</p>

<p>Some media and commentators said Conte would be at the command of the two coalition groups' leaders.</p>
