Oxfam&#39;s deputy chief executive has resigned over the prostitution scandal engulfing the charity.

Announcing her decision, Penny Lawrence said she took &quot;full responsibility&quot; for the behaviour of the charity&#39;s staff in Chad and Haiti &quot;that we failed to adequately act upon&quot;.
