The UN Human Rights Office said on Friday nearly 70 per cent of the fatalities it has verified in the Gaza war were women and children, and condemned what it called a systematic violation of the fundamental principles of international humanitarian law.

The UN tally since the start of the war, in which Israel's military is fighting Hamas militants, includes only fatalities it has managed to verify with three sources, and counting continues.

The 8,119 victims verified is a much lower number than the toll of over 43,000 provided by Palestinian health authorities for the 13-month-old war. But the UN breakdown of the victims' age and gender backs the Palestinian assertion that women and children represent a large portion of those killed in the war.

This finding indicates "a systematic violation of the fundamental principles of international humanitarian law, including distinction and proportionality," the UN rights office said in a statement accompanying the 32-page report.

"It is essential that there is due reckoning with respect to the allegations of serious violations of international law through credible and impartial judicial bodies and that, in the meantime, all relevant information and evidence are collected and preserved," United Nations High Commissioner for Human Rights Volker Turk said.

The office of Israeli Prime Minister Benjamin Netanyahu did not immediately respond to a request by Reuters for comment on the report's findings.

Israel's military, which began its offensive in response to the October 7, 2023 attack in which Hamas fighters killed about 1,200 people in southern Israel and seized more than 250 hostages, says it takes care to avoid harming civilians in Gaza.

It has said approximately one civilian has been killed for every fighter, a ratio it blames on Hamas, saying the Palestinian militant group uses civilian facilities. Hamas has denied using civilians and civilian infrastructure, including hospitals, as human shields.

YOUNGEST VICTIM AGED ONE DAY

Ajith Sunghay, Head of the UN Human Rights Office for the Occupied Palestinian Territory, told reporters at a briefing in Geneva that the fatalities included in the report were verified by three sources such as neighbours, family members, local NGOs, hospital records or UN staff on the ground.

"The numbers are, of course, massive compared to previous years, so we do need time to catch up and verify", he said, adding that he thought the final UN tally was likely to be similar to the Palestinian toll.

The youngest victim whose death was verified by UN monitors was a one-day-old boy, and the oldest was a 97-year-old woman, the report said.

Overall, those aged 18 or under represented 44 per cent of the victims, with children aged five-nine representing the single biggest age category, followed by those aged 10-14, and then those aged up to and including four.

This broadly reflects the enclave's demographics, which the report said reflected an apparent failure to take precautions to avoid civilian losses.

It showed that in 88 per cent of cases, five or more people were killed in the same attack, pointing to the Israeli military's use of weapons with an effect across a wide area, although it said some fatalities may have been the result of errant projectiles from Palestinian armed groups.

There is speculation that Donald Trump might attempt to revive his 2020 peace plan for Israel-Palestine, particularly in the context of ongoing regional tensions. In the ongoing Israel-Hezbollah conflict, Hezbollah has indicated a willingness to engage in "indirect" negotiations with Israel. While not seeking direct talks, the Lebanese militant group expressed openness to diplomatic channels through third parties, aiming to de-escalate tensions. This shift comes amid growing concerns over the impact of the war on regional stability, though the terms and conditions for such negotiations remain unclear. The move signals a potential opportunity for mediation, but both sides remain deeply entrenched in their positions.

Israeli Strikes On Lebanon Kill 40 People

Five UN peacekeepers were wounded in an Israeli air strike in south Lebanon on Thursday (Nov 7), the United Nations said, in a raid that also killed three civilians.

Israel launched a barrage of strikes after Lebanon's Hezbollah said it carried out a missile attack targeting a military base near Israel's Ben Gurion International Airport on Wednesday.

The Wednesday attack came as Lebanon's health ministry said 40 people had been killed in Israeli strikes on the Bekaa Valley, a Hezbollah stronghold in the east.

Hezbollah and Israel have been at war since late September, when Israel broadened its focus from fighting Hamas in the Gaza Strip to securing its northern border, even as the Gaza war continues.

The territory's civil defence agency said 12 people were killed in an Israeli air strike on a school-turned-shelter for displaced people in north Gaza on Thursday.

Hezbollah began low-intensity strikes on Israel last year in support of its Palestinian ally Hamas following Hamas's October 7, 2023 attack on Israel which triggered the Gaza war.

The raid in which the UN peacekeepers were wounded struck near an army checkpoint in south Lebanon's main city Sidon.

"The Israeli enemy targeted a car while it was passing through the Awali checkpoint," the army said in a statement.

Three civilians in the car were killed, the military said, and three soldiers at the checkpoint were wounded along with five members of the Malaysian contingent of the UN peacekeeping force, UNIFIL.

"Five peacekeepers were lightly injured and treated by the Lebanese Red Cross on the spot," UNIFIL said in a statement, urging all sides to avoid endangering peacekeepers or civilians.

The Israeli military told AFP it was looking into the reports.

Israel launched raids across the southern suburbs of Beirut overnight, with one hitting an area near the airport.

Taxi driver Abu Elie, who was at the airport when the strikes hit, told AFP "The entire car park shook".

Officials told AFP the raid had caused minor damage but the terminal building was safe and flights were running as normal.

In the lead-up to Tuesday's US presidential election, some in Lebanon had been hopeful that new leadership might bring them a reprieve.

But Hezbollah chief Naim Qassem said in a speech broadcast on Wednesday that the vote – won by Donald Trump – would have no bearing on the war.

He warned that Hezbollah had tens of thousands of trained militants ready to fight and that nowhere in Israel was "off-limits".

Israel's airports authority said Wednesday that operations at its main airport near commercial hub Tel Aviv were not affected after Hezbollah said it fired missiles at a military base nearby.

Israel's Prime Minister Benjamin Netanyahu, who has vowed to keep fighting Hamas and Hezbollah until victory, spoke to Trump on Wednesday.

Taxi driver Abu Elie, who was at the airport when the strikes hit, told AFP "The entire car park shook". "People were carrying their suitcases on their shoulders and running," he said. Officials told AFP the raid had caused minor damage but the terminal building was safe and flights were running as normal. 'Warm and cordial' In the lead-up to Tuesday's US presidential election, some in Lebanon had been hopeful that new leadership might bring them a reprieve. Netanyahu's office said the conversation was "warm and cordial" and he had congratulated Trump on his victory. "The two also discussed the Iranian threat," his office said. UN Peacekeepers injured in Israeli airstrikes in southern Lebanon

Israel's opposition leaders have called for Prime Minister Benjamin Netanyahu to step down, declaring him unfit to serve due to his controversial handling of various national issues, including the ongoing conflict with Gaza and internal political divisions. Critics argue that Netanyahu's leadership has undermined Israel's democracy and security, particularly amid protests over judicial reforms and the recent military escalation. The opposition's calls for his resignation reflect growing dissatisfaction with his governance and increasing demands for a change in leadership.
