<p>It all started with Kargil being a tehsil of Ladakh but after the India-Pakistan 1947-1948 war, the Line of Control split the Ladakh district in half with Skardu Tehsil joining Pakistan. The two countries who later got engaged in a war again in 1971, signed Simla Agreement promising to not engage in ant-armed combat regarding the boundaries. However, both the countries were still trying to maintain their control over the Siachen Glaciers. However, during the 1990s, tensions between the countries escalated due to separatist actions in Kashmir, apparently funded by Pakistan. Later, the countries signed the Lahore Declaration in February 1999.&nbsp;</p>

<p>However, the Pakistani Army was carrying out a covert operation to cross LOC into Indian territory with the intention of cutting off the connection between Kashmir and Ladakh. Their objective was to compel the Indian army to leave the Siachen Glacier. But soon after knowing this, the Indian govt swiftly reached and wasted no time in mobilising nearly 200,000 Indian troops in the area. ‘Operation Vijay’ was the code for this mission.&nbsp;</p>

<p>Gadkari, while deterring to stop river water to Pakistan, said India is not bound to follow the Indus water treaty as peaceful relations no longer exist between the two countries.</p>

<p>"Water is going to Pakistan from three rivers; we do not want to stop that. But the basis of the water treaty between India and Pakistan was peaceful relations and friendship, both of which have completely vanished. So we are not bound to follow this treaty," Gadkari told media here on Wednesday.</p>

<p>He went on to say that India is internally examining the matter.</p>

<p>"Pakistan is continuously supporting terrorists. If Pakistan does not stop terrorism, we won't have any other option but to stop river water to Pakistan. So India has started internally studying it. That water will go to Haryana, Punjab, and Rajasthan," said Gadkari.</p>

<p>A week after the Pulwama terror attack took place in which as many as 40 CRPF personnel were killed, Gadkari had said Pakistan has "destroyed the spirit" of Indus Waters Treaty, and claimed that people were requesting him "not to give even a drop of India's water" to Islamabad.</p>

<p>The Indus Waters Treaty was signed by former Prime Minister Jawaharlal Nehru and former Pakistan President Ayub Khan in 1960.</p>

<p>As per the Treaty, India has full rights over the waters of 'eastern'&nbsp;rivers--Ravi, Beas, and Sutlej. In return, India had to let 'western'&nbsp;rivers-Indus, Chenab, and Jhelum-flow 'unrestricted'&nbsp;to Pakistan.</p>

<p>As per the Treaty, India can use the waters of 'western'&nbsp;rivers as well, but only in a 'non-consumptive'&nbsp;manner. It could use the water for domestic purposes, and even for irrigation and hydropower production, but only in the manner specified in the treaty.&nbsp;</p>

Pakistan has decided to play a "good host" and avoid a repetition of the tense atmosphere that prevailed during Indian home minister Rajnath Singh's recent visit by according a "warm welcome" to finance minister Arun Jaitley at the SAARC ministerial conference later this month. Jaitley is likely to attend the SAARC Finance Ministers' Conference to be hosted in Islamabad on August 25 and 26 and there are chances of "gracious handshakes" between Pakistan finance minister Ishaq Dar and his Indian counterpart, finance ministry officials said. The government has finalised arrangements for the upcoming SAARC meet, a finance ministry statement said, adding that Dar chaired a meeting to review arrangements for the conference.
