India's National Security Adviser Ajit Doval is set to arrive in Beijing for the 25th round of India-China Special Representatives talks on the long-running boundary dispute.

Doval is expected to meet his Chinese counterpart, Foreign Minister Wang Yi, as both sides seek to address the 3,488-kilometre border question between the two Asian giants.

The talks carry added significance as they come ahead of the BRICS summit in New Delhi, where Chinese President Xi Jinping is expected to visit India. The outcome of the Doval-Wang discussions could help shape the atmosphere surrounding Xi's potential visit.

India's External Affairs Minister S. Jaishankar has repeatedly stressed that peace and tranquillity along the border remain essential for stable and productive India-China relations.

The people's government of northwest China's Xinjiang Uygur Autonomous Region on Friday announced the establishment of the two counties, naming them He'an County and Hekang County.
The establishment of both these counties has been administered by Hotan Prefecture and has been approved by the Central Committee of the Communist Party of China and the State Council.

Moreover, He'an County encompasses a large part of 38,000 sq km of area India accuses China of illegally occupying in Aksai Chin.

China declares two new counties, one of them includes large parts of India's Aksai Chin

The National People’s Congress (NPC), the Chinese Parliament, on Sunday elevated the status of Foreign Minister Qin Gang to the rank of State Councillor, putting him next in line for the post of China’s Special Representative for India-China boundary talks, a high-level mechanism to discuss the boundary issue and improvement of ties between the two countries.

The 56-year-old was appointed as the Foreign Minister in December replacing Wang Yi.

At that time, Yi was elected to the Political Bureau of the ruling Communist Party of China (CPC)—a key policy body of the party.

The appointment of Qi Gang will be closely watched by India as he is the next in line to become the Special Representative (SR) of the India-China boundary mechanism that was formed in 2003.

The India-China boundary body has emerged as the key platform for both nuclear-power countries over the years to resolve longstanding boundary disputes and steps to improve relations.

Qin, a former ambassador of China to the US, is considered close to President Xi Jinping. Early this month, he visited New Delhi to attend the G20 Foreign Ministers’ meeting during which he held talks with India’s External Affairs Minister S Jaishankar.

Ties between India and China have deteriorated ever since the stand-off between them in Ladakh in May 2020. At that time, both nations’ personnel clashed with each other in the Galwan Valley that resulted in the deaths of 17 Indian soldiers and still unspecified casualties on the Chinese side.

So far, 17 rounds of high-level military commanders' talks have taken place to resolve the standoff.

India has been asserting that its ties with China cannot return to normalcy unless peace prevails in the border areas.

In key move for India, China elevates Foreign Minister Qin Gang to State Councillor rank

India and China on Friday agreed that an early settlement of boundary question served the fundamental interests of both countries, India&#39;s external affairs ministry said.

India and China also re-emphasised their commitment to achieve a fair, mutually acceptable solution to the boundary question at an early date, the Ministry of External Affairs (MEA) said.

The MEA added that special representatives of both countries had exchanged ideas on various confidence-building measures during their talks.

&quot;They acknowledged that as two large developing countries engaged in their national modernisation, relations between India and China transcend their bilateral dimensions and have significance for peace, stability and development of Asia and the world,&quot; the MEA statement said.

The Line of Actual Control (LAC), the de-facto border that divides India and China at Arunachal Pradesh is a major irritant between the two countries with China claiming parts of Arunachal Pradesh and claiming parts of the northeastern state as its own territory.

The two countries recently ended one of their worst stand-off in decades in&nbsp;Doklam region.

India had objected to China constructing a road in the disputed region which is claimed by both China and Bhutan as its own territory.

The stand-off began on June 16 and ended on August 28 following a mutual agreement between India and China.
