As part of 'Eat Right India' campaign, the Central food regulator - Food Safety and Standards Authority of India (FSSAI) has trained over 1.7 lakh food safety supervisors who will spread awareness and sensitise people and food vendors on food safety.

Launching the campaign on Thursday, Union Health Minister Harsh Vardhan emphasised upon the need for a "public movement" to spread awareness.

"Our country is in need of a 'Jan Andolan' on preventive and promotive health for all in the backdrop of the increasing burden of non-communicable diseases such as diabetes, hypertension and heart diseases.

The Eat Right India movement with the collaboration of FSSAI will play a crucial role in preventive healthcare," said Harsh Vardhan.

"FSSAI has trained about 1.7 lakh Food Safety Supervisors for capacity building under the Food Safety Training and Certification (FoSTaC) initiative. They will sensitise people and food vendors on food safety," he said.

Harsh Vardhan added that we have to reach the target of trans-fat free India by 2022.

"Hence, regulations to reduce trans-fats to less than 2 per cent in all oils, fats and food products are in place."

FSSAI has put in place robust regulatory measures under three major pillars - Eat Safe, Eat Health and Eat Sustainably.

"By promoting sustainability, FSSAI has removed the restriction on the use of returnable bottles and is promoting the use of bamboo instead of plastics," he said.

Dr Poonam Khetrapal Singh, Regional Director, World Health Organization (WHO), said, "The Eat Right India movement by FSSAI now has been put into action. Mortality from non-communicable diseases is not only witnessed in India, but also across the world. The four main factors to prevent non-communicable diseases are healthy diet, physical exercise, avoidance of tobacco and alcohol."

"Therefore, the message of 'Eat Right' should be promoted everywhere. Let us take the Eat Right India movement forward in mission mode," she said

Hailing the National Medical Commission (NMC) Act, 2019, Union Health Minister Harsh Vardhan on Thursday termed it as a huge and visionary reform which will provide wider access to people for quality healthcare.

The Health Minister told reporters here that there will now be a health professional who can counsel the population, provide early warnings, treat elementary ailments, and provide an early referral to a higher facility.

"A provision has been made in the NMC Act to register some Community Health Providers (CHPs) who shall be modern medicine professionals; they shall not be dealing with any alternative system of medicine. Also, they will have limited powers for providing primary and preventive healthcare at the mid-level," he said.

"The eminent doctors in NMC shall decide their qualifications through regulations which shall be finalised after extensive public consultation and debate," he added.

Dispelling rumours, fears and apprehensions about this provision giving a fillip to "quackery" in the country, he said that a false impression is being created that the provision for CHPs has been made to legalise quacks.

"Nothing can be farther from the truth. On the contrary, the punishment for quackery has been enhanced to up to one-year imprisonment and up to Rs 5 lakhs fine. The so-called quacks in the country do not possess any qualifications and would not be able to meet the conditions that will be set by NMC for becoming a CHP," he said.

"The National Medical Commission Act 2019 passed by both Houses of Parliament is historic and path-breaking. It is a huge and visionary reform in the medical education sector by the NDA Government under the leadership of our visionary Prime Minister Shri Narendra Modi ji, and will prove to be a milestone in the years to come," Vardhan said.

The Minister said the NMC Act is progressive legislation which will reduce the burden on students, ensure probity in medical education, bring down costs of medical education, simplify procedures, help to enhance the number of medical seats in India, ensure quality education, and provide wider access to people for quality healthcare.

Speaking on the members in commission, Harsh Vardhan said the NMC will be representative, inclusive and respect the federal structure of Indian polity.

"There will be 10 Vice-Chancellors of State Health Universities and 9 elected members of State Medical Councils in the NMC. Thus 19 out of 33 members, which is more than half of the total strength, would be from the States and only a minority of members will be appointed by the central government thereby ensuring that the NMC is representative, inclusive and respecting the federal structure of Indian polity," he said.

"To ensure probity and integrity of the highest order, the members will have to declare their assets at the time of being appointed and again while demitting office. The members will also have to declare their professional and commercial engagement or involvement which will be published on the website of the Commission. It has been further provided that Chairperson/member on ceasing to hold office will not accept for a period of two years any employment in any capacity in a private medical institution whose matter has been dealt with them either directly or indirectly," he said.

The Health Minister said that the NMC will be an overarching body, which will frame policies and co-ordinate the activities of four Autonomous Boards.

"These Boards will look after the work of UG and PG education, Medical Assessment and Rating and Ethics and Medical Registration. The purpose of having these four independent Boards is to ensure separation of functions between them", he said.

Elaborating on its salient features, Vardhan stated that the NMC is a student-friendly initiative.

"Even in the current system, every student has to appear for a final year examination. Under the NMC Act, this final year examination has been converted into a nationwide exit test called NEXT. This single examination will grant -- a license to practice medicine, an MBBS degree, and entrance to postgraduate courses," he said.

"Students will be able to concentrate on an internship instead of spending all their time preparing for entry into PG courses and thus the burden on students will be greatly reduced. The same examination will also serve as a licentiate exam for foreign graduates," he added.

The Health Minister further said that there is a provision for common counselling for entrance to PG courses also.

"Students will be able to get admission to seats in all medical colleges and to Institutes of National Importance like AIIMS, PGI Chandigarh and JIPMER through a single counselling process. The Act does not impose any restriction on the number of attempts at NEXT examination," he said.

Harsh Vardhan said that the NMC provides for the regulation of fees and all other charges in 50 per cent seats in private colleges as well as deemed to be Universities.

"Nearly 50 per cent of the total MBBS seats in the country are in government colleges, which have nominal fees. Of the remaining seats, 50 per cent would be regulated by NMC. This means that almost 75 per cent of total seats in the country would be available at reasonable fees. It must be stressed again at this point that not only fees but fees and all other charges are being regulated," he said.

Both the Lok Sabha and Rajya Sabha had passed the NMC Bill which seeks to create National Medical Commission in place of Medical Council of India. Since the Bill was passed in the Parliament, the Indian Medical Association has been raising apprehensions regarding its certain provisions.

The Bill provides for the repeal of the Indian Medical Council Act 1956.

"The NMC bill will give undue favours to the private medical colleges/unaided universities by decreasing the percentage of seats under the controlled fee structure from 85 per cent to 50 per cent," doctors said.

Both the Lok Sabha and Rajya Sabha had passed the NMC Bill which seeks to create National Medical Commission in place of Medical Council of India (MCI) with Vardhan terming it as an "anti-vested interests Bill" which will be remembered as one of the greatest reforms brought by the Narendra Modi government.

Health Minister Harsh Vardhan urges doctors to join work, says 'National Medical Commission Bill in their interest'

Union Health Minister Harsh Vardhan on Thursday hailed the National Medical Commission (NMC) Bill, 2019, as "historic" and said that it will benefit doctors and medical students.

He also said that the Bill will enable students to take admission in medical colleges through a single entrance test.

"This Bill will benefit MBBS students and doctors. When history will be written, it will be counted as one of the major reforms done under the Modi government. This Bill will enable students to take admission in medical colleges through a single entrance examination," he told reporters here after the Bill was passed by the Rajya Sabha.

He also said that the Bill will enhance the quality of education in medical colleges and further increase the government's control over medical admissions.

Responding to a question over doctors' protest over the Bill, Vardhan said that the opposition will vanish once the doctors and students fully understand about its provisions.

He said: "Some doctors do not want to understand it. Others will surely understand it with the passage of time."

The minister also said that some people were creating a "communication gap" over the Bill.

Vardhan also brushed aside talk of medical education getting expensive with the implementation of the new provisions.

"In the first medical bill, there was no clause to regulate even a single medical seat. Fifty per cent seats are reserved for government college under the new provisions. State governments will be making separate legislations on rest of the seats," he added.

Earlier in the day, Rajya Sabha approved the NMC Bill that seeks to create National Medical Commission in place of Medical Council of India (MCI) has already been passed by the Lok Sabha.

The Bill was cleared by the Parliament amid stiff protest from the medical fraternity who fear it would lead to deterioration of medical education and degradation of healthcare services.

Harsh Vardhan hails Medical Commission Bill as 'historic'

The Lok Sabha on Monday passed a bill that seeks to create National Medical Commission in place of Medical Council of India (MCI) with Health Minister Harsh Vardhan terming it as an "anti-vested interests bill" which will be remembered as one of the greatest reforms brought by the Modi government.

The National Medical Commission Bill, 2019, was passed following a division even as the minister had appealed for its unanimous passage.

The Bill was passed with 260 members voting in its favour and 48 against it.

The amendments moved by the opposition were negatived. Congress members staged a walk out before the passage of the bill.

In his reply to points raised by opposition members, Vardhan termed the bill as "pro-public" and said it will help "move away from inspector raj".

He said the Bill will help improve standards of medical education in the country.

The minister referred to his own experience as a medical practitioner.

"After 45 years, this is probably the happiest moment. It will improve the standards of medical education. It is a major, major reform in medical education," he said.

The Bill provides that the common final year MBBS exams to be known as National Exit Test (NEXT) would serve as licentiate exam for entrance to post-graduate medical courses and as the screening test for foreign medical graduates.

It also provides that the national entrance test i.e. NEET, common counselling and NEXT shall also be applicable to Institutes of National Importance (INIs) like AIIMS to have common standards in the country.

The Bill provides that the Medical Assessment and Rating Board (MARB) will conduct an assessment to the medical college and develop a system of ranking medical colleges which would enable the students to chose the medical college wisely.

It provides for the repeal of the Indian Medical Council Act 1956.

Acute Encephalitis Syndrome: Death toll rises to 136 in Bihar, over 600 cases registered

Union minister Harsh Vardhan Monday issued directions for immediately sending another high-level team to Bihar's Muzaffarpur to set up a state-of-the-art multi-disciplinary research centre in the wake of deaths of 103 children due to suspected encephalitis.

The health minister reviewed the situation at a high-level meeting which was attended by senior officers of the Health Ministry, Indian Council of Medical Research (ICMR) and AIIMS.

Vardhan on Sunday visited the families of the children suffering from suspected acute encephalitis syndrome (AES) in Bihar where doctors' strike has paralysed medical and health services.

Vardhan, his deputy Ashwini Kumar Choubey and Bihar Health Minister Mangal Pandey visited the SKMCH.

"The Union health minister has directed for another high-level multi-disciplinary team to be sent to Bihar immediately. The team will undertake the necessary groundwork for setting up a state-of-the-art multi-disciplinary research centre at Muzaffarpur," the ministry said in a statement.

"To establish the cause of the disease, there is an urgent need for an inter-disciplinary, high-quality research team. The research team shall work with the children suffering from AES/JE looking at various aspects including periodicity, cycle of disease, environmental factors and metrological data, besides other factors," Vardhan stated.

The interdisciplinary team consists of experts from ICMR, Delhi, NIMHANS, Bangalore, National Institute of Malaria Research and National Institute of Nutrition, Hyderabad, National Institute of Virology (NIV), Pune, National Institute of Epidemiology (NIE) Chennai and AIIMS, Delhi.

The members include Dr Jhuma Sankar, Associate Professor in the Department of Pediatrics at AIIMS, Dr V Ravi, Senior Professor of NeuroVirology at NIMHANS and Dr Abhinav Sinha, Scientist in National Institute of Malaria Research.

Vardhan also said five virological labs will be set up in different districts in the state. The districts can be decided in consultation with the state government and can be funded through the National Health Mission (NHM), he said.

In one of the decisions taken during his visit, Vardhan instructed to set up a 100-bed paediatric ICU at SKMCH. Also, in the adjoining districts, 10-bed paediatric ICUs will be set up with support from the Centre, so that such cases can be given better and exclusive treatment and there is no unnecessary load on the facilities available at SKMCH, the statement said.

Emphasising on the need for early detection and treatment of hypoglycemia cases, Vardhan said a dedicated team of doctors should be placed in endemic PHCs with required facilities at least for three to four months before and during the onset of disease.

They may be incentivised under NHM appropriately, he said.

As for the present, the PHCs and CHCs concerned should take prompt corrective measures for hypoglycaemia at the facility itself to utilise the golden hour, he added.

Vardhan also said the Ministry of Earth Science will be requested to upgrade its IMD observatory facility for improved monitoring of climate-related parameters such as temperature humidity, rainfall, heat waves, etc. And share it with the state government and the NCDC for better preparedness and management of AES.

The National Human Rights Commission (NHRC) Monday issued notices to the Union Health Ministry and the Bihar government.

It sought a detailed report from them, including on the status of implementation of the National Programme for Prevention and Control of Japanese Encephalitis Virus/Acute Encephalitis Syndrome (NPPCJA) and other steps taken to deal with the painful situation, the NHRC said in a statement.

"The commission would also like to know about the status of the treatment being provided to the children, who are currently hospitalised, and the relief or rehabilitation provided by the state to the aggrieved families," it said.

The commission has observed that in spite of reported measures taken by government agencies, deaths of children in such a large number indicate towards a "possible flaw" in proper implementation of the vaccination and awareness programmes.

High-level team deployed to Bihar's Muzaffarpur to set up state-of-the-art research centre

The death toll of children due to suspected Acute Encephalitis Syndrome (AES) in Bihar reached 107 on Sunday out of which 93 deaths were reported from Muzaffarpur district.

In Bihar's Vaishali district, eleven children were reported to have died due to the viral disease while in Motihari district, two deaths were reported. In Begusarai one child has died due to AES.

In the wake of the mounting death toll, Union Health Minister Dr Harsh Vardhan visited the families of the children suffering from suspected AES in Muzaffarpur and assured them of all possible help from the Centre.

Vardhan, his deputy Ashwini Kumar Choubey and Bihar Health Minister Mangal Pandey visited the Sri Krishna Medical College and Hospital in Muzaffarpur.
