The National Investigation Agency (NIA) has filed a charge sheet against three persons - Mohammad Salman from Delhi, Mohammad Salim from Rajasthan and Mohammad Kamran (absconding), a native of Pakistan - in a case related to Falah-e-Insaniat Foundation (FIF).

In an official statement issued on Friday, the NIA said that after investigation, it was found that FIF chief Hafiz Saeed and his deputy Shahid Mahmood hatched a conspiracy in 2012 to create sleeper cells and logistic base in Delhi and Haryana under the garb of religious work such as construction of mosques, madrasa education, financial assistance for marriage of poor Muslim girls, and so on.

In pursuance of this conspiracy, the NIA said, Mahmood tasked his associate Mohammad Kamran, a Pakistani national based at Dubai, for re-routing funds from Pakistan to Dubai and further to India through hawala channels.

Kamran was further tasked to identify "religious minded Indian Muslims who could be given this fund in the name of construction of mosque, education in Madrasa, marriage of Muslims girls, medical assistance etc." to create its bases.

During this preparatory work, the target persons were intended to be used for creating sleeper cells/hideouts.

"Accordingly, Kamran identified a few Indians in Dubai including one Mohammad Salman, a resident of New Delhi, for this purpose. He started transferring a large amount of funds (through illegal hawala) in the name of religious work - construction of mosque Khulfa-e-Rashideen in Uttawar, Palwal in Haryana and for marriage of Muslims girls. Mohammad Salman had received huge funds from Mohammad Kamran from Dubai in this connection," the NIA stated.

Further investigation is underway against the accused persons under section 173(8) of the Code of Criminal Procedure (CrPC).&nbsp;

Exposing Pakistan Prime Minister Imran Khan's seriousness on combating terrorism, his junior interior minister has vowed to "protect" Mumbai attack mastermind Hafiz Saeed and his party in a leaked video.

The leaked video showed Minister of State for Interior Shehryar Afridi talking to the Milli Muslim League (MML) leaders and when his attention was drawn towards non-registration of Saeed's party by the Election Commission (ECP) as a political party due to the US pressure and the ECP's plan to declare it a terrorist organisation, the minister said: "We will not let this happen."

"As long as we (the Pakistan Tehreek-e-Insaaf) are in the government all those including Hafiz Saeed who are raising voice for Pakistan and righteousness, we are with them," Afridi said, adding "this is our belief." 
"I request you to come to the National Assembly and see whether we are supporting those who on the right path or not," he told them.&nbsp;

Saeed was declared a global terrorist by the US and the UN after the 2008 Mumbai attack and was put under house arrest in November 2008 but freed by a court some months later. He carries a USD 10 million American bounty on his head for his role in terror activities.

In the leaked video, an MML leader said the high court ordered the ECP to register the MML as a political party but the top election body said that it had come to know that the US had declared MML a terrorist organisation. 
On this, the minister assured that "this will not happen in the Imran Khan's government."

Saeed launched the MML in August 2017 with a so-called mission to implement the ideology of Pakistan in accordance with the 1973 Constitution.

In April, the US placed the MML on its list of foreign terror organisations for its links with the Lashkar-e-Taiba.

The interior ministry had written to the ECP recommending not to register the MML as it is an off-shoot of Saeed's Jamat-ud Dawah, which has been declared as a foreign terrorist organisation by the US in June 2014.

The JuD is believed to be the front organisation for the Lashkar-e-Taiba which is responsible for carrying out the 2008 Mumbai attack that killed 166 people.

The MML contested general elections on the platform of the "dormant" political entity Allaha-u-Akbar Tehreek (AAT), which was registered with the ECP.

The Supreme Court in September last permitted the JuD and its arm Falah-e-Insaniyat Foundation (FIF) to continue their relief and charity work in the country.

JuD's network includes 300 seminaries and schools, hospitals, a publishing house and ambulance services. The JuD and FIF alone have about 50,000 volunteers and hundreds of other paid workers, according to two counter-terrorism officials

Mumbai attack mastermind Hafiz Saeed has said he will challenge the government&#39;s &quot;illegal&quot; action in the court of law after <a href="http://www.wionews.com/south-asia/pakistan-bans-hafiz-saeeds-jud-fif-32884">Pakistan launched a crackdown</a> on seminaries and health facilities run by him. 
 
Under pressure to act against banned groups, Pakistan took control of a seminary and four dispensaries run by Saeed-linked Jamaat-ud-Dawa (JuD) and Falah-i-Insaniat Foundation (FIF). 
 
&quot;After detaining me for 10 months without any legal ground, the government has now issued a notification regarding taking over our schools, dispensaries, ambulances and other assets. It will hamper our relief operations in Punjab, Balochistan, Sindh, Azad Kashmir and northern areas,&quot; Saeed said after the government&#39;s action. 
 
According to the interior ministry notification, a copy of which available with PTI, &quot;the federal government is pleased to direct that requisite actions with regard to freezing and taking over of assets (movable, immovable and human resource) associated with JuD and FIF shall be taken in pursuance of Ordinance No II of 2018.&quot; 
 
The notification issuance date is February 10. 
 
Punjab Provincial Law Minister Rana Sanaullah has also said that on the interior ministry&#39;s directions, Hafiz Saeed and his charities have been banned to operate in Pakistan and the government have already started taking over all the facilities, offices, schools, dispensaries and seminaries that belong to the JuD and FIF. 
 
In a message to his workers, Saeed appealed for calm and asked them not give any violent reaction to the government action against their charities. 
 
&quot;This is the most difficult time but the workers must remain peaceful.

The rulers are acting like more loyal than a king. India never bothered to implement UN resolutions on Kashmir but our rulers have got passed the president ordinance to take action against patriotic organisations like JuD and FIF,&quot; he said. 
 
Saeed said the Pakistani government is &quot;taking extreme action against us&quot; to please America and India. 
 
&quot;We will fight our case in court against this illegal action,&quot; said Saeed, who heads the charity JuD, believed to be a front for Lashkar-e-Taiba (LeT) terror group.
