Three Delhi Transport Corporation (DTC) buses were set on fire near Bharat Nagar area as demonstrations against Citizenship Amendment Act (CAA) in the national capital turned violent on Sunday.

Huge plumes of smoke were seen billowing out of the buses as flames engulfed them.

Protestors also vandalised a fire tender that was sent to douse the fire and also injured two firemen inside the vehicle."One fire tender which was rushed to douse bus fire stopped and damaged by the students. Two firemen were also injured," said Delhi Fire Service (DFS), Director, Atul Garg.

Damage to other buses and vehicles was also caused by the protestors.

Police have, meanwhile, taken control of the situation and fire tenders have been rushed to control the damage caused in different areas.

Earlier today, protestors, including students of Jamia Milia Islamia University, had carried out demonstrations in the Kalindi Kunj area against the CAA.

The Delhi Traffic Police had closed the roads on which protests were being held in the national capital and kept on informing the public about the situation on the roads which were blocked by the protestors.

"Traffic movement is closed from Sarita Vihar to Kalindi Kunj due to protest/demonstration at Shaheen Bagh. Traffic is diverted from Sarita Vihar towards Road no 13A and from Apollo to Road no 13," the tweet from the official handle of the Delhi Traffic Police read.

"Mathura Road opposite New Friends Colony both carriageways have been blocked by demonstrators," another tweet by the Traffic Police read.

Earlier, scores of students from the city's Jamia Millia Islamia staged a protest against the amended Citizenship Act on Saturday.

A day earlier on Friday, students protest left as many as 12 policemen injured.According to police, the protestors pelted stones at policemen who were deployed to control the situation.

The CAA seeks to grant Indian citizenship to refugees from Hindu, Sikh, Buddhist, Parsi and Christian communities fleeing religious persecution from Pakistan, Afghanistan, and Bangladesh and who entered India on or before December 31, 2014.&nbsp;

Delhi chief minister Arvind Kejriwal on Thursday announced that Delhi Transport Corporation (DTC) bus rides for women will be <a href="https://www.wionews.com/india-news/cm-kejriwal-announces-free-travel-for-women-in-delhi-metro-dtc-buses-223816">free of charge</a> from October 29.

“On the day of Raksha Bandhan, I want to give gift to our sisters that there will be free rides for women on all DTC (Delhi Transport Corporation) and cluster buses from October 29, which will ensure their safety,” Kejriwal said.&nbsp;&nbsp;This facility will be available in both AC and non-AC buses. 
 
The chief minister said <a href="https://www.wionews.com/opinions/theres-nothing-uplifting-about-free-metro-and-bus-rides-for-women-its-a-poll-gimmick-224098">women's security</a> is the priority for Aam Aadmi Party (AAP) government.&nbsp;

In June, Kejriwal said that the Delhi government was contemplating to make Delhi Metro trains and DTC bus rides free for women&nbsp;in order to provide safe travel experience to them.&nbsp;He had also announced that a total of 2.80 lakh CCTV cameras will be installed across the cities by December 2019.

The Delhi government had later launched a campaign seeking public opinion on the proposal. However, the central government had said it did not receive any proposal for a free ride for women in Delhi metro, a joint venture of the Centre and the city government.

Unable to digest the debacle, and hence,&nbsp;going to extreme lengths to ensure voters' support in the upcoming Assembly elections in 2020, Delhi chief minister Arvind Kejriwal ended up announcing free travel for women in Delhi Metro and DTC buses.

"On all DTC buses, cluster buses and metro trains women will be allowed to travel free of cost," announced&nbsp;the Delhi chief minister yesterday.

There seem to be many problems with the Delhi government's decision. Kejriwal claimed that the decision was taken to encourage women to use public transport for their safety. However, it is difficult to justify "FREE=SAFE" equation here.

The Delhi government and the Centre are 50:50 equity partners in the Delhi Metro Rail Corporation. The Delhi government will bear the entire cost alone without the Centre's support. If rolled out by September 2019, this scheme will cost the Delhi government Rs 700- Rs 800 crore for the rest of the financial year.&nbsp;

For women to feel safe -&nbsp;more buses should be added to the existing fleet and their frequency should be increased during late hours. And a few women special metro train rides&nbsp;can be introduced during peak hours. Furthermore, more CCTV cameras should be put in place across the city and the number of metro feeders should be increased for better connectivity from metro stations.

Another problem with this decision is the losses which the DMRC and DTC will face following the implementation of this scheme. According to the Delhi Economic survey 2018-2019, DTC is incurring working losses which have jumped to Rs 1750.37 crore. The working loss of DTC was Rs 942.89 crore in 2013-14. Subsequently, it rose to Rs 1019.36 crore (2014-15), Rs 1250.14 crore (2015-16), Rs 1381.79 (2016-17), Rs 1730.02 crore(2017-18) and currently stands Rs 1750.37 crore in budgetary estimates of 2018-19, the survey said in February 2019.

Kejriwal has time and again attacked the Central government for increasing metro fares, but to expand and provide world-class services to commuters, the entity needs to generate revenue to meet the input cost and operate as a profit-making organisation.

Women in Delhi want safer environment, effective public transport system and not freebies. There is nothing empowering about the decision. In fact, it enforces gender inequality.

The money for this subsidy will come from the taxpayers' pocket. Experts and poll pundits see this decision as an election gimmick which is unlikely to help the Aam Aadmi Party get more votes in&nbsp;the upcoming Assembly election.

Instead, the Delhi government should have considered reducing or waiving off fares for senior citizens, differently abled people and those who cannot afford the bus and metro rides - irrespective of gender.&nbsp;

Addressing a press conference in Delhi, Kejriwal announced, "On all DTC buses, cluster buses and metro trains women will be allowed to travel free of cost so that they have safe travel experience and can access modes of transport which they were not able to, due to high prices."

Kejriwal also said that the move will also encourage women to use more public transport services.

However, the subsidy will not be imposed on anyone.

"Subsidy won't be imposed on anyone. There are several women who can afford these modes of transport. Those who can afford can purchase tickets, they do not need to take subsidy," Kejriwal said.

"We encourage those, who can afford, to buy tickets and not take subsidy so that others could benefit," Kejriwal added.

Kejriwal further informed that one week of time has been given to the officials to make a detailed proposal for both DTC and Delhi Metro on how and when can this be implemented.

"We are making an effort to start this within 2-3 months. We're also seeking suggestions from people, regarding implementation."

While allowing free travel in DTC and cluster buses run by the Delhi Integrated Multi-Modal System(DIMTS) may not be difficult, it will be "challenging" to do so in metro trains, transport officials said in a PTI report&nbsp;

He also urged all the labourers to send their students to school and assured that the government is taking steps to make its schools at par with the private schools.

“We will take strict action against those not abiding by minimum wage norms for labours,” Kejriwal said while addressing a gathering on the occasion of Labour Day.

“If Delhi was granted statehood, we would have made all contractual labourers permanent. We are facing certain hurdles but we will do it soon,” the chief minister said.

“The construction board is making a proposal for providing passes for free DTC travel to registered construction workers,” Rai said in his address.
