Oil prices rose more than 1 per cent on Thursday ahead of an OPEC meeting in which Saudi Arabia is expected to push the group and its allies including Russia to agree to further output cuts to support the market.

Prices were also supported by a lower-than-expected rise in crude oil inventories in the United States, alleviating some concerns of oversupply in the world's biggest oil consumer.

Brent crude rose by 67 cents, or 1.3 per cent, to $51.80 per barrel by 0436 GMT, while the US West Texas Intermediate (WTI) was up by 55 cents, or 1.2 per cent, at $47.33 per barrel.

"Crude oil prices were boosted by a broad positive sentiment overnight, and a much lower-than-expected ... crude oil inventory data," said Margaret Yang, a market analyst at CMC Markets.

"The market is also anticipating a decent output cut to be carried out by OPEC+, as Covid-19 has brought a significant impact on the world's energy demand. More production curb is needed to shore up crude prices."

US crude stocks rose modestly last week, less than what analysts had expected, while US oil exports surged to more than 4 million barrels per day (bpd) for the first time since December, suggesting a rise in overseas demand.

Ministers of the Organization of the Petroleum Exporting Countries (OPEC) hold their formal meeting later on Thursday, followed by a meeting of the broader OPEC+ group including Russia on Friday.

Saudi Arabia and other OPEC members are seeking to win support from Russia to join them in additional oil output cuts to prop up prices that have tumbled by a fifth this year because of the global spread of the coronavirus outbreak.

Russia has instead proposed keeping the existing cuts by the group until the end of the second quarter, sources said.

Saudi Arabia wants extra cuts of 1 million to 1.5 million bpd for the second quarter, and to keep existing cuts of 2.1 million bpd in place until the end of 2020.

"If OPEC+ settles with something in the middle of the Russian request of no change in cuts and the 1.5 million Saudi goals, that might not be enough to keep prices supported here," said Edward Moya, senior market analyst at broker OANDA.

"OPEC+ needs to send a strong message and anything below 1 million barrels in deeper production cuts will send oil prices sharply lower."

Geopolitical tensions in the Middle East also boosted prices. The Saudi-led coalition fighting in Yemen said it had foiled an attack on an oil tanker off Yemen's coast on the Arabian Sea, the Saudi state news agency SPA reported on Wednesday.

Concerns over demand growth remained, however, with the International Monetary Fund chief saying the global spread of the virus has crushed hopes for stronger economic gains this year.

California Governor Gavin Newsom declared an emergency as he reported the state's first fatality from the COVID-19 illness -- an elderly person who had taken a cruise to Mexico -- while health officials in nearby Washington state said a 10th person had died there.

"The State of California is deploying every level of government to help identify cases and slow the spread of this coronavirus," Newsom told reporters.

Earlier in the day, Los Angeles County officials reported six new cases in the West Coast metropolis, while the number of confirmed cases in New York state rose to 11.

One of the Los Angeles cases concerns a medical screener at the city's international airport checking overseas travellers for symptoms.

The Department of Homeland Security said the worker was under self-quarantine at home along with family members and was showing mild symptoms.

That person's last shift at the airport was on February 21 and the symptoms began on February 29, a statement said.

"DHS is happy to report that this individual was highly trained and did everything right both on the job and when they began to feel sick," the statement said.

All of the newly infected individuals in Los Angeles were exposed to COVID-19 through close contact, health officials said.

Barbara Ferrer, director of the Los Angeles County Department of Public Health, said three of the cases concerned travellers who had gone together to northern Italy -- a virus hotspot with more than 100 deaths.

Two other cases involved individuals who had come in contact with a family member who had the virus and the last was the airport screener.

"The step we're taking today is about preparation, not panic," said Mayor Eric Garcetti of the emergency declaration.

Officials said they expected the number of infections in California to rise in the coming days and urged families to brace for possible school closures and the cancellation of public events.

Statewide, more than 50 people are known to be infected, the most of any state.

New coronavirus deaths in US as lawmakers reach $8.3 billion funding deal

Researchers at one of China's top universities have designed a robot they say could help save lives on the frontline during the coronavirus outbreak.

The machine consists of a robotic arm on wheels that can perform ultrasounds, take mouth swabs and listen to sounds made by a patient's organs, usually done with a stethoscope.

With this robot which is fitted with cameras, medical personnel does not need to be in the same room as the patient, and could even be in a different city.

"Doctors are all very brave," said the robot's chief designer Tsinghua University Professor Zheng Gangtie.

"But this virus is just too contagious ... We can use robots to perform the most dangerous tasks," he added.

The idea came to Zheng around the turn of the Lunar New Year. Wuhan had just been put on lockdown and the number of cases and deaths was rising rapidly every day.

As an engineer, Zheng wanted to do something to contribute to the relief effort. On the first day of the Lunar New Year, he heard from his friend that the biggest problem was that of frontline workers getting infected.

Determined to make a difference, Zheng gathered a team and started converting two mechanised robotic arms with the same technology used on space stations and lunar explorers.

The robots were almost entirely automated, and could even disinfect themselves after performing actions involving contact, Zheng said.

The robots cost RMB 500,000 apiece to make.

Zheng would like to build more such robots but funding from the university has run out. He does not plan on commercialising his robot design but hopes a company comes along takes it on.
