The MSI combines five metrics – overall risk, potential damage, expected trajectory, perceived imminence, and feelings of preparedness.&nbsp;

According to the report, following last year’s record-high threat perceptions, this year there was an aggregate decrease across 21 risk indicators and an increase among 10.&nbsp;

The survey, conducted between October 24 and November 16, 2023, shows that Russia’s standing among most countries since its invasion of Ukraine nearly two years ago has plummeted.&nbsp;

However, countries like India, China and South Africa continue to consider Russia more of an ally than a risk&nbsp;in stark contrast to citizens in the G7 countries.&nbsp;

“In the BRICS countries, risk perceptions have been less volatile since 2021, suggesting that citizens see Russia’s war to be less of a turning point,” said the report.&nbsp;

The report indicates that most Indian respondents were concerned about the environment, climate change and technology.&nbsp;

Notably, the perceived threat posed by China fell from second place in 2023 to seventh place this year, according to the report, even as 10 per cent of respondents felt unprepared for the threat posed by Beijing.&nbsp;

Climate change and environment

At the top of the list of perceived risks among Indians was ‘climate change generally,’ according to the report.&nbsp;

The MSI report also noted a closing gap between the threat of ‘extreme weather and forest fires’ – which marked a significant rise and is up seven places to become the fourth topmost concern in India – and ‘climate change generally’, indicating that&nbsp;Indian respondents are linking the two aspects.&nbsp;

From deadly floods to forest fires, India witnessed a number of natural disasters in 2023, which could be linked to human-induced climate change.

The country also experienced its second warmest year in 122 years last year, according to the India Meteorological Department (IMD).&nbsp;

‘Destruction of natural habitat’ was also among the top three risks perceived by Indian respondents.&nbsp;

In July, the Indian parliament passed the <a href="https://www.wionews.com/videos/indias-forest-conservation-act-amendments-622296">Forest (Conservation) Amendment Act</a> which drew widespread criticism from several state governments, policy experts, and conservationists.

The amendment in question exempts forest land up to 10 hectares for constructing security-related infrastructure and a 100-kilometre area around the country’s international borders for “strategic and security-related projects of national importance.”

Technology and threat of cyber attacks

In line with most countries across the world, India is also concerned about cyber attacks which were perceived as the second biggest risk among Indian respondents, according to the report.&nbsp;

A 2023 report by&nbsp;<a href="https://www.wionews.com/india-news/data-lab-cyber-threats-in-healthcare-digital-india-and-the-need-to-beef-up-cyber-security-601894">Check Point Software Technologies</a>, an American-Israeli cyber threat intelligence analyst, showed that India witnessed 1,787 cyber-attacks a week on average in an organisation, over the past six months, when compared to the global average of 983.&nbsp;

On the other hand, India has reportedly expressed less concern about ‘Autonomous robots/artificial intelligence’ compared to every other country surveyed, except China.&nbsp;

This comes as world leaders are being called on by experts to introduce laws to regulate the rampant growth of artificial intelligence (AI) warning of its alarming impact on society.&nbsp;

Leaders and representatives from around the world are gathered in the German city of Munich for Munich Security Conference, from February 16 to 18. However, Russian and Iranian government officials have not been invited this year to the gathering.&nbsp;

Notably, the event will also take place ahead of the second anniversary of Russia’s invasion of Ukraine and months into the war between Israel and the Palestinian militant group Hamas in Gaza.&nbsp;

The war in Gaza triggered by Hamas’ deadly October 7 attack on Israel is seemingly starting to spread to the rest of the Middle East as Iranian-backed groups enter&nbsp;the fray and Western nations continue to battle them in Iraq, Yemen and Syria.&nbsp;

“Unfortunately, this year’s report reflects a downward trend in world politics, marked by an increase in geopolitical tensions and economic uncertainty…no wonder then that many governments are rethinking their international engagement,” Christoph Heusgen, chairman of the MSC, wrote in the foreword of the report.

However, he also noted that “while ‘de-risking’ in various ways is a necessary response to a changing and more dangerous geopolitical environment, a stronger focus on the relative gains of cooperation risks undermining the absolute benefits of cooperation.”

“We must avoid ending up in ever more lose-lose situations that come with the fragmenting global order,” Heusgen wrote.&nbsp;

The MSC chairman, on Tuesday (Feb 13), said that he hoped that the leaders and representatives from various countries would discuss these conflicts as well as others which are receiving less attention including the 10-month-old war in Sudan.&nbsp;

A new, rather alarming, record has been set by the United States, for the number of weather-related disasters in a year that cost millions of dollars. These disasters included the Hawaii fires in August, flooding in California in the spring, and Hurricane Idalia which devastated Florida last month.&nbsp;

Official data showed on Monday (September 11) that so far, the US was struck by a record-breaking 23 weather and climate disasters between January and August and the losses exceeded $1 billion in each case.&nbsp;

The National Oceanic and Atmospheric Administration (NOAA) said in its report that the tally for 2023 has already exceeded the previous record of 22 such events in 2020. Notably, four months remain in the year.&nbsp;

As quoted by the news agency AFP, Rachel Cleetus, who is the policy director of the climate and energy program at the Union of Concerned Scientists, said: "These record-breaking numbers, during a year that is on track to be one of the hottest ever, are sobering and the latest confirmation of a worsening trend in costly disasters, many of which bear the undeniable fingerprints of climate change."&nbsp;

NOAA began tracking these events in 1980, and since then, the US has sustained 371 billion-dollar events (adjusted for inflation). The annual average between 2018-2022 has been 18.0 events, compared to 8.1 events between 1980-2022.&nbsp;

US hit by record number of billion-dollar disasters between January and August of 2023

Prime Minister Narendra Modi has made a strong pitch for altering the approach on climate talks, from restrictive to constructive, and urged nations not to focus on “don't do this or that”.

In an interview to PTI ahead of the G20 Leaders' Summit this weekend, the prime minister said there was no “one-size-fits-all” solution to fight climate change. The prime minister said India has left no stone unturned in meeting its climate goals despite accounting for less than five per cent of the cumulative emissions.

“So, we are certainly on track while also tailoring in various factors needed to ensure growth,” he said.

“We are perhaps the first among the G20 countries to have achieved our climate targets nine years ahead of the scheduled date,” the prime minister said.

He said India's action against single-use plastic has been recognised across the world and has also made great strides in safe sanitation and cleanliness.

The prime minister said India has moved from being just a member of global efforts to playing a leading role in many initiatives.

“Our principle is simple – diversity is our best bet, whether in society or in terms of our energy mix. There are no one-size-fits-all solutions.

"Given the different pathways countries are on, our pathways for energy transition will be different,” he said to a question on progress on climate action targets in the post-Ukraine war era.

The prime minister said he was “extremely positive” about the future of the fight against climate change.

“We are working with other nations to alter the approach from a restrictive to a constructive approach. Rather than focusing purely on the approach of don't do this or that, we want to bring in an attitude that makes people and nations aware of what they can do and help them with that, in terms of finance, technology and other resources,” Modi said.

In response to a separate question, the prime minister said there have been many climate meetings over the decades, but despite the best intentions the discussions would end up revolving around who is to blame.

“But we took a positive and affirmative approach with a ‘can do' spirit. We set up the International Solar Alliance and took the initiative to bring countries together under the vision of ‘One World One Sun One Grid',” he said.

The prime minister said India also started the Coalition for Disaster Resilience so that countries across the world, especially developing countries, learn from each other and build infrastructure that is resilient even during disasters.

“We have also worked with small island nations of the world to further their interests, including under the Forum of India and Pacific Island Countries,” he said.

The prime minister said India has been making great progress in climate-centric initiatives as it had ramped up solar energy capacity 20-fold in just a few years.

“India is among the top four nations in the world in terms of wind energy. In the electric vehicle revolution, India is playing an important role in both innovation and adoption,” he said.

The prime minister said initiatives like the International Solar Alliance (ISA) and Coalition for Disaster Resilient Infrastructure are bringing countries together for the planet.

He said the ISA has got a great response with over 100 countries joining it.

“Our Mission LiFE initiative focuses on Lifestyle for Environment. Today, in each society we have people who are health conscious. What they buy, what they eat, what they do – each decision is based on how it serves their health,” the prime minister said.

Modi said their choices are not only guided by how it will affect them today but also by the long-term impact.

“Similarly, people across the world can come together to become planet-conscious. Each lifestyle decision can be made based on what impact it will have on the planet in the long term,” the prime minister said.

On Thursday, NGOs announced this questionable milestone, which signifies that mankind has exhausted all that the Earth can produce sustainably. Henceforth,&nbsp;any resource we use will be over and above the planet's "tipping point". As per an AFP report quoting WWF and the Global Footprint Network, people have used up "all that ecosystems can regenerate in one year".

"From January 1 to July 28, humanity has used as much from nature as the planet can renew in the entire year. That's why July 28 is Earth Overshoot Day," explained Mathis Wackernagel, president of the Global Footprint Network.

He added that "the Earth has a lot of stock, so we can deplete Earth for some time but we cannot overuse it for ever. It's like with money; we can spend more than we earn for some time until we're broke."

The two NGOs criticise the food manufacturing system for leaving behind a "considerable" environmental footprint.

As per them, 55 per cent of the planet's biocapacity goes towards feeding mankind. A large part of that (63 per cent in EU) is used up to rear and feed animals that are used for meat.

What's worse is that one-third of the food produced worldwide is wasted.&nbsp;

The NGOs recommend that wealthy nations cut back on their meat intake. If meat consumption were decreased in half, the date of the overshoot could be delayed by 17 days, according to Laetitia Mailhes of the Global Footprint Network.
