A whistleblower who claimed data consultancy Cambridge Analytica played a role in obtaining data from Facebook users called Tuesday for greater government regulation of social media and online advertising.

"Why is it we can regulate nuclear power, but we can't regulate code" Christopher Wylie, a former director of research at the now-defunct data consultancy, said at the Web Summit, Europe's biggest tech gathering, in Lisbon.

Wylie earlier this year said data from millions of Facebook users was used by Cambridge Analytica without their knowledge to help elect US President Donald Trump -- a claim denied by the company.

In his address at the Web Summit, Wylie also called on data scientists to be subject to an ethical code just as doctors, nurses and teachers are.

"Why is it that as a data scientists, we don't have to think of the ethical and moral implications of what we are doing. I think that is absurd," he said to applause from the audience.

The need for regulation is more urgent given the rise in the number of people using social media, he added.

"People now sleep with their phones more than they sleep with people," Wylie said.

Some 70,000 people are expected to take part in the four-day Web Summit which got underway Monday, including speakers from leading global tech companies, politicians and start-ups hoping to attract investors.

Dubbed "the Davos for geeks", the annual event was launched in Dublin in 2010 and moved to Lisbon six years later.

Political consulting group Cambridge Analytica used Russian researchers and shared data with companies linked to Russian intelligence, a whistleblower told a congressional hearing on interference in the 2016 US election Wednesday.

Christopher Wylie, who leaked information on the British-based firm's hijacking of data on millions of Facebook users, told a Senate panel he believes Russian intelligence services had access to data harvested by the consultancy.

Wylie told the panel that Russian-American researcher Aleksandr Kogan, who created an application to harvest Facebook user profile data, was working at the same time on Russian-funded projects, including "behavioral research."

"This means that in addition to Facebook data being accessed in Russia, there are reasonable grounds to suspect that CA may have been an intelligence target of Russian security services...(and) that Russian security services may have been notified of the existence of CA's Facebook data," Wylie said in his written testimony.

Wylie added that Cambridge Analytica "used Russian researchers to gather its data, (and) openly shared information on 'rumor campaigns' and 'attitudinal inoculation'" with companies and executives linked to the Russian intelligence agency FSB.

The hearing is part of a broad inquiry on both sides of the Atlantic over the misuse of Facebook data by the consulting firm working on Donald Trump's 2016 campaign.

Facebook has accused Cambridge Analytica of misappropriating its user data by violating terms of the data agreement with Kogan, the academic researcher.

On Tuesday, the New York Times reported that the FBI and Justice are investigating Cambridge Analytica for potential criminal violations.

The Times said it was unclear whether the probe was linked to the one led by Special Counsel Robert Mueller, who is investigating whether the Trump campaign colluded with Russia.

'Black ops' at CA&nbsp

Wylie told the panel that "the ethos of the firm was 'anything goes'" for its political campaigns, including "attempting to divert health ministry funds in a struggling African country to support a politician's re-election campaign."

He added that he was aware of "black ops" at the company, "which I understood to include using hackers to break into computer systems to acquire kompromat or other intelligence for its clients."

He said that one of the tactics used to interfere with voter participation included "weaponizing fear."

"In one country, CA produced videos intended to suppress turnout by showing voters sadistic images of victims being burned alive, undergoing forced amputations with machetes and having their throats cut in a ditch," he said.

"These videos also conveyed Islamophobic messages. It was created with a clear intent to intimidate certain communities, catalyze religious hatred, portray Muslims as terrorists and deny certain voters of their democratic rights."

Cambridge Analytica announced earlier this month it was shutting down, unable to recover from the Facebook-linked scandal.

Its chief executive Alexander Nix was suspended after he was filmed by undercover reporters bragging about ways to win political campaigns, including through blackmail and honey traps.

Another whistleblower said that Britons' personal data may have been misused by a pro-Brexit campaign ahead of the 2016 referendum in which Britain voted to leave the European Union.

On Tuesday, Aleksandr Kogan, a researcher of the firm was grilled by UK parliamentary committee. Kogan said what he was doing was "useless" work since it was not connected to swaying voters during elections.

"Quite frankly, if the goal is micro-targeting using Facebook ads, (the project) makes no sense. It's not what you would do," he told a parliamentary committee.

On the other hand, Kogan quite unexpectedly added that it was "unlikely Cambridge Analytica had used the data in the Trump campaign," although he added that CEO Alexander Nix had lied to &nbsp;the British lawmakers about the US election campaign.

Both Facebook and &nbsp;Cambridge Analytica have blamed Kogan for alleged data misuse, Kogan says he was made a scapegoat.

Kogan accussed &nbsp;Nix of "total fabrication" for denying links between Cambridge Analytica and Global Science Research (GSR) which developed a Facebook app to collect data about people.

Asked if Nix had lied, Kogan answered: "Absolutely."

"This has been a very painful experience, because when I entered into all of this, Facebook was a close ally," Kogan said.

"I was thinking this would be helpful to my academic career and my relationship with Facebook. It has very clearly done the complete opposite," he told the UK lawmakers.

Government sends two notices to Cambridge Analytica over data breach

Cambridge Analytica whistleblower told American media on Sunday that the data gathered from Facebook by UK based data mining firm could be stored in Russia.

While speaking to an American channel on a show, Christopher Wylie also said that a "lot of people" have access to the data.

Wylie reportedly said, "it could be stored in various parts of the world including Russia, given the fact that the professor who was was managing the data harvesting process was going back and forth between the UK to Russia".

Wylie during the interview also said that the user data obtained from 87 million users the number could be higher than what Facebook has claimed.

He further informed that he was contacted by authorities of US including the department of justice. He ensured his cooperation with them.

On the question of whether it could be known that how many people have access to this data, Wylie said that the data could have been copied several times after it left Facebook's database.

"I know that Facebook is now starting to take steps to rectify that and start to find out who had access to it and where it could have gone, but ultimately it's not watertight to say that we can ensure that all the data is gone forever," CNN quoted him as saying.

Cambridge Analytica came under fire along with social media platform Facebook after the reports that it gathered personal information of Facebook users with illegal measures.

He was referring to the Cambridge University professor Aleksander Kogan who is a Russian data scientist&nbspgathered data through apps and sold it to the company who used to it in assisting Donald Trump in 2016 presidential election.

Before Facebook CEO Mark Zuckerberg revealed that the personal data of up to 87 million users was improperly shared with Cambridge Analytica news reports had stated that 50 million users were affected due to the breach.

The data breach was mostly in the United States.

Cambridge Analytica has come under more scrutiny after reports of its parent company was not only involved in the Indian elections since 2003 but also worked on cases related to honor killings, reports said on Thursday.

Strategic Communications Limited states in one of the documents that it completed a project on “honour killings and cultural change” in Punjab, Haryana, Uttar Pradesh and Rajasthan between 2009 and 2010, and goes on to explain its achievement.

The document wrote: “Despite numerous legal instruments and policy pronouncements the custom of honour killing remains an issue in India and one that does not chime with its self-image as a modern democracy. At the level of enforcement, local police and magistrates are often sympathetic to the practice of killing."

“This has made systematic enforcement of the law somewhat problematic. SCL helped its client to better understand the often convoluted and secretive culture surrounding honour killings. The caste framework is deeply embedded into Indian society, however, economic growth and the breakdown of prejudices amongst the younger generation has challenged preconceptions around traditional culture."

“SCL examined the cultural and social systems that gave rise to killings, including the socio-cultural understandings of honour (maryada) that drove the murders. SCL analysed the issue via problem space mapping and on that foundation proposed a number of interventions to stop honour killings taking place.”

A set of documents which were released by whistleblower Christopher Wylie also included information on issues that of “comprehensive research, followed by a targeted intervention, radically changed voter behaviour in Thailand”, and “Covert sponsorship of peaceful rallies in Indonesia prevented disorder and ensured a smooth transition to civilian rule”.

Documents given to the British parliamentary committee on digital, culture, media and sport, which was published on Thursday, includes texts of agreements that Strategic Communications Limited signed for elections in the US and elsewhere, reports said.&nbsp;

It is also said that the parent company had access to secret UK information and was singled out for praise by the UK Ministry of Defence for the training it provided to a psychological operations warfare group, according to documents released by MPs.

Cambridge Analytica's parent company involved in 'honor killing' cases in India: Reports

Christopher Wylie, ex-employee of Cambridge Analytica(CA) who on Monday had said the London-based firm had links with India's Congress party, in a tweet revealed SCL India, the parent company of CA managed the campaigns of a number of Lok Sabha candidates.

"SCL India carried out a full political survey on behalf of a major party in the 2007 Uttar Pradesh elections," Wylie said on his Twitter page, adding that research included a "party audit and a statewide census of "politically active individuals" using in-depth interviews to assess the satisfaction levels of party workers at booth level.

In 2012, SCL India carried out a caste census in Uttar Pradesh on behalf of a national party, he said.

He further stated that in 2011, SCL India undertook a statewide research campaign of 200 million people to identify voter caste by households, which formed the "basis of further research into swing voter motivation and supporter mobilisation strategies".

The data was presented to individual candidates and tailored to their constituencies, Wylie revealed.
