In April 2018, Commonwealth leaders met in a retreat at a royal residence in the English county of Berkshire and agreed on strategies to deepen trade in their 53-member organisation, improve security, tackle climate change, and work together for the betterment of the lives of the people of the Commonwealth. &nbsp;

During the Commonwealth Summit, Kenya received support for its plan to host a High Level Sustainable Blue Economy Conference scheduled to take place from 26-28th November 2018 in Nairobi. Under the theme Blue Economy and the 2030 Agenda for Sustainable Development, the conference presents an opportune moment for advancing global conversation on both the productive and sustainable side of the blue economy. The conference will lay the case for a sustainable exploitation of the oceans, Seas, rivers and lakes for the economic empowerment of all communities.

Canada stepped forward as a co-host during bilateral talks between President Uhuru Kenyatta and Canadian Prime Minister Justin Trudeau at Lancaster House, London, on the margins of the Commonwealth Heads of Government (CHOGM) meeting. "Our meeting gives us an opportunity to speak about the great relationship between Kenya and Canada. Canada is pleased with the excellent conference on the blue economy you are hosting and is ready to partner with you," said Prime Minister Justin Trudeau.

Africa’s economies have continued to post remarkable growth rates, largely driven by the richness of its land-based natural resources. Yet even though 38 of the continent’s 54 states are coastal and 90% of its trade is sea-borne, Africa’s blue potential remains largely untapped. The African Great Lakes constitute the largest proportion of surface freshwater in the world and it is easy to see why the African Union refers to the Blue Economy as the "New Frontier of African Renaissance".

The potential of the blue economy in Africa is largely unexploited due to uneven focus on land as the most important factor of production. While Africa is endowed with large water bodies, the communities living in close proximity to such lakes, seas and oceans in the continent are among the poorest in the region. The realisation of the limitations presented by land as a factor of production in the continent, especially in view of climate change, has necessitated governments and other stakeholders to focus on the immense potential for growth presented by the water resources. A good illustration of Africa’s maritime resources potential is the island nation of Mauritius, one of the smallest countries in the world, which has territorial waters the size of South Africa but has one of the strongest blue economies in Africa, ranking 3rd in per capita income in 2015.

Ironically, the narrative on the continent’s maritime space has for long veered towards the bad news on illegal harvesting, degradation, depletion and maritime insecurity. This narrative is changing gradually, with recent initiatives indicating that countries are looking at full exploitation and management of Africa’s Blue Economy as a potential source of wealth for the continent’s growing population. With forecasts placing the value of maritime-related activities at 2.5 trillion euros per year by 2020, the continent’s hidden treasure could catapult its fortunes.

Kenya is one of several African countries that are formulating strategies to mainstream the Blue Economy in national development plans. Broadly the sub-sectors of the blue economy in Kenya include fisheries & aquaculture, maritime transport & logistics services, extractive industries which include offshore mining of gas & oil, titanium, rare earth (niobium), and culture, tourism and leisure & lifestyle. In the past the country has largely focused on fisheries both for domestic and export markets - a sector that accounts for only about 0.5 per cent of GDP - yet Kenya has a maritime territory of 230,000 square kilometres and 200 nautical miles offshore.

The groundwork for regulatory and policy changes has started, with the Fisheries Management and Development Act 2016 and establishment of the Blue Economy Implementation Committee indicating the government’s intention to utilise its marine resources for economic growth while conserving the same for future generations. The government ban on single use plastic bags is another demonstration of commitment to ensuring plastic waste does not continue to threaten the environment, including marine life. There has also been a move to protect the coral reef, home to one of the world’s most diverse marine eco-systems. &nbsp;

As Africa enjoins itself to a paradigm shift to the blue economy, and looks for pathways towards being at the centre of global trade based on the Blue Economy, rather than just the supplier of unprocessed raw materials, among the greatest hurdles will be responsible management, so that the wealth generation is inclusive and ecologically sound. To achieve this, countries must importantly work on current conflicts that are driven by lack of demarcation of maritime and aquatic boundaries. This has been a constant source of tensions between neighbouring countries, not only threating any long-term investment considerations, but also leading to irresponsible use of resources.

With the potential gains from the Blue Economy, states have no option but to fast-track resolution of disputes and strengthen their maritime and riparian cooperation mechanisms. This will provide grounds for working on interstate economies of scale and develop strategies for bridging technical and infrastructure gaps among states.

In line with SDG 14, development of this sector must also promote social inclusion while ensuring environmental sustainability. In this respect, the continent owes special consideration to people living along the shores of oceans, lakes and rivers, essentially youth and women. The question of how this “new frontier” can address poverty reduction and hunger when leaving no one behind must be a central consideration.

Sadly, global citizens have already demonstrated considerable recklessness in managing land-based resources. The relatively untouched frontier of Blue Economy must be handled with the highest environmental stewardship and social responsibility.

Kenya and Canada are committed to this and the United Nations family is fully in support of this important initiative which could leapfrog Kenya’s and indeed the world’s economic growth.

Opinion: Harnessing the blue economy must consider social inclusion and responsible stewardship

PM Modi arrived in Berlin on Friday night on the German leg of his European tour which included visits to Sweden and UK.

The prime minister met German Chancellor Angela Merkel at the German Chancellery in Berlin. The two heads of the state will sit down for dinner later tonight.

Earlier, the PM Modi joined other heads of government for the leaders' retreat at Windsor Castle, which concluded the Commonwealth Heads of Government Meeting (CHOGM) in the UK.

The closed-door meetings in Windsor comprised the informal segment of CHOGM, where the leaders meet without any pre-set agenda and without the presence of their close aides.

The retreat marks an end to the week-long summit in Britain, which started on Monday with forums on the theme of business, women, youth and civil society.

Prime Minister Modi addressed the second plenary of the executive session, during which he reiterated India's focus on small island developing nations of the organisation and delivering "demand-driven, rather than donor-driven" assistance to the organisation's smaller member states.

The BBC on Friday apologised for mistakenly referring to Sri Lankan President Maithripala Sirisena as Indian Prime Minister Narendra Modi in a live news broadcast of the Commonwealth Heads of Government Meeting (CHOGM) last night.

The Sri Lankan President was seen disembarking from his car at the entrance of Buckingham Palace to join the other heads of government for the CHOGM launch hosted by Queen Elizabeth II when the BBC host said Modi, "the Prime Minister of India since May 2014 arriving at Buckingham Palace".

"This was a mistake made during a live broadcast and we apologise for our error," a BBC spokesperson said.

According to reports, the news presenter on duty was given incorrect information which she went out to read out on air.

This is not the first time the British Broadcasting Corporation (BBC) finds itself in this embarrassing position.&nbsp

In December last year, the public broadcaster aired clips from the 1976 box-office hit 'Kabhi Kabhie' with actors Amitabh Bachchan and Rishi Kapoor in song sequences when referencing the death of actor Shashi Kapoor.

"BBC 'News at Ten' is very sorry wrong images were used to mark the death of Shashi Kapoor. Not our usual standards and I apologise for any upset," News At Ten' editor Paul Royall said in a statement on Twitter soon after the broadcast on December 5, 2017.

The prime minister, during his interventions at the executive session of the Commonwealth Heads of Government Meeting (CHOGM) here, also highlighted the need for capacity building of small states and small island developing states that are part of the Commonwealth.

India is going to help these small island states and coastal states in capacity building through training programmes at the National Institute Of Oceanography in Goa, Ruchi Ghanashyam, Secretary (West) in the Ministry of External Affairs, told reporters during a briefing here.

The main issues discussed at today's session were strengthening democracy and the rule of law, the state of the international trading system, achieving the Sustainable Development Goals (SDGs) and climate action, and security issues faced by the Commonwealth countries.

In his interventions, the prime minister highlighted a number of important issues, including the need for working together for achieving SDGs and cooperation on climate action, Ghanashyam said.

The main announcements made by the prime minister at the summit included doubling India's contribution to the Commonwealth fund for technical cooperation, she said without giving any figures of India's current contribution.

The Prime Minister also said India would also take part in small projects for assisting Commonwealth countries through its permanent mission in New York.

"We are also doubling our contribution to the Commonwealth offices of small states in New York and Geneva which would help them enhance their capacity in dealing with multilateral issues," Ghanashyam said.

The prime minister also announced that with the help of the BCCI, India would organise cricket training for 30 young boys and 30 young girls under the age of 16.

"The cross-cutting issues within the Commonwealth are around youth and gender. In that context, cricket being a unique game much played within the Commonwealth, with the help of BCCI (Board of Control for Cricket in India) we offered 30 boys and 30 girls the chance to come to India, train in our world-class facilities and help lay the network for the future generation of the Commonwealth," the MEA said.

The thrust of the prime minister's interventions was on providing tailor-made assistance to small states and small island developing states, said Rudrendra Tandon, Joint Secretary, MEA.

"The overall objective of the Prime Minister's participation at this CHOGM in 2018 signals our stepped up engagement with the Commonwealth. It conveys India's desire to see the Commonwealth increase its focus on developing country priorities," the MEA said.

On Thursday, Britan's queen Elizabeth II, 92, had said in a speech before Commonwealth leaders that she wanted her son Charles to carry on the work started by her father in 1949

“It is my sincere wish that the Commonwealth will continue to offer stability and continuity for future generations and will decide that one day the Prince of Wales should carry on the important work started by my father in 1949,” the Queen had said at the opening of the CHOGM at Buckingham Palace.

Last week Britain's opposition party had suggested that the position should be rotated by member states. The CHOGM currently a 53-member country grouping.

The role of the head of Commonwealth is not a hereditary position, Queen Elizabeth has been the head of the group since 1952 ever since she was crowned queen of Britain.

Britain's Sky News reported on Friday that the heads of Commonwealth currently in London have approved the queen's wish.

Expanding on India's gain at CHOGM, an Indian government spokesman said the overall objective of PM's participation signalled stepped up engagement with Commonwealth countries and "India's desire to focus on development of Commonwealth countries."

Prime Minister Modi had a series of meeting with leaders of Commonwealth countries including Seychelles President Danny Faure and his Mauritius counterpart Pravind Kumar Jugnauth on the sidelines of CHOGM.

Prime Minister Modi met his Mauritius counterpart Jugnauth and talked about cooperation in trade and investment, maritime cooperation and people-to-people ties, the foreign ministry said.

Modi also interacted with President of Kiribati, Taneti Maamau, and Prime Minister of Antigua & Barbuda, Gaston Browne.

The Indian prime minister later met &nbsp;Australian Prime Minister Malcolm Turnbull and Bangladesh PM Sheikh Hasina.

However, PM Modi's meeting with Pak PM Abbasi did not take place even as several reports suggested the Indian prime minister may break protocol to meet his Pakistani counterpart.
