Three engineers have been suspended by India's Central Public Works Department (CPWD) for their alleged involvement in illegalities related to the renovation of Delhi Chief Minister Arvind Kejriwal's official residence.

Chief engineer, Pradeep Kumar Parmar and superintending engineer, Abhishek Raj and Ashok Kumar Rajdev were suspended and&nbsp;said to be instrumental in the construction of Kejriwal’s bungalow.&nbsp;

The three engineers along with five others, according to CPWD violated rules and escalated costs&nbsp;"in the name of superior modifications on the instructions of CM Kejriwal."

These engineers allegedly colluded with the Delhi Public Works Department (PWD) minister and green-lit the construction of Kejriwal's new bungalow by citing an urgency clause, even though there was no real urgency, according to the vigilance department.&nbsp;

The construction happened at a time when the finance department had been issuing orders on budget cuts due to the COVID-19 pandemic.

“Out of the five other engineers, three have already been suspended on the directions of the LG, while a recommendation has been made to CPWD to initiate action against one engineer, who has now retired,” the officials said, as per India TV.

“Since the two engineers – Parmar and Abhishek Raj - belong to the CPWD and are currently posted outside Delhi, the Vigilance Department, on the directions of LG, VK Saxena, had requested the Director General (CPWD) to suspend and initiate major penalty against Pradeep Kumar Parmar and Abhishek Raj. While Parmar is currently posted in Guwahati, Abhishek Raj is posted in Kharagpur,” they added.

According to the vigilance department, crores of rupees were spent on high-end features&nbsp;including&nbsp;decorative work, premium flooring, high-quality wooden doors, automatic sliding glass doors, sheer curtains with fabric curtain tracks and motors, wool carpets, artistic mouldings, defogger glass in toilets and bathrooms, as well as sauna baths and jacuzzis.

The matter is currently under investigation by the Central Bureau of Investigation (CBI).

There has been an increase in the usage of air conditioners and desert coolers as the public has been spending more time at home under the lockdown in the bustling heat.

Due to this, there have been several concerns over the use of ACs and coolers over what temperature should&nbsp;we use the AC at this point of time.

As per the 18-page guideline, the temperature of the home-run AC should be between 24-30 degrees Celcius and the humidity should be between 40-70 per cent.

"Recirculation of cool air by room air conditioners must be accompanied by outdoor air intake through slightly open windows and exhaust by natural exfiltration," the advisory said.

“Too much humidity leads to higher levels of dust mites and fungi, two of the worst culprits for indoor allergy sufferers. Mold and fungi are known to exacerbate respiratory conditions such as asthma,” it added.

The centre also advised people to keep rooms ventilated when ACs are not in use, and to keep the windows partly kept open while using electric fans.

For commercial, industrial facilities, the government has suggested ventilation with outdoor air.&nbsp;“The mechanical exhaust air shall be 70-80 percent of the fresh air quantity to maintain necessary positive pressure in the space,” the advisory read.

The flats which will be coming up in North Avenue and South Avenue, located on either side of the Rashtrapati Bhavan, will replace the old ones built nearly 60 years ago, officials of the Central Public Works Department (CPWD) said.

"All old MP flats, which were built in North and South Avenues after Independence, will be demolished," CPWD's Director General Prabhakar Singh told PTI.

"We will use construction and demolition (C&amp;D) waste in building the new flats for MPs in North and South Avenues, an area which has many old flats," he added.

The waste from the demolition site of the old flats is likely to be used for the construction of the new ones after being processed at a facility.

CPWD, the prime construction agency of the central government, recently constructed 36 duplex flats, at a cost of Rs 80 crore, which are ready to be allotted for the newly-elected parliamentarians.

"The new MP flats will be constructed in a phased manner in North Avenue and South Avenue so that there is no chaos after the demolition of the old ones," he said.

The swanky low-rise buildings will have solar power panels and designated car parking spots, among a host of other facilities, the official said.

The new Lok Sabha has around 300 first-time members, including cricketer-turned-politician Gautam Gambhir, Union ministers Ravi Shankar Prasad and Smriti Irani, Sufi singer Hans Raj Hans and Bengali actresses Mimi Chakraborty and Nusrat Jahan Ruhi.

The government has made temporary arrangements to accommodate 350 MPs till the time they are allotted full-time official residences in Lutyens' Delhi, an area in the national capital named after British architect Sir Edwin Lutyens, who was responsible for much of the architectural design and building of the high-security zone prior to Independence.
