<p>Philippine President Ferdinand Marcos on Thursday (Oct 10) called on Southeast Asian and Chinese leaders to fast-track talks over a code of conduct for the embattled South China Sea. While speaking at the Association of Southeast Asian Nations (ASEAN)-China summit in Laos, Marcos accused Beijing of harassment and intimidation in the presence of Chinese Premier Li Qiang. The Philippine leader, in a veiled dig at China, added that all parties must "be earnestly open to seriously managing differences" and reducing tension.</p>

<p>Manila has consistently accused the Chinese coast guard of harassment in the South China Sea over the past months, calling out Beijing for repeated provocations and territorial incursions.</p>

<p>"There should be more urgency in the pace of the negotiations of the ASEAN-China code of conduct," Marcos told the meeting.</p>

<p>"It is regrettable that the overall situation in the South China Sea remains tense and unchanged. We continue to be subjected to harassment and intimidation," he stressed.</p>

<p>Marcos told Li Qiang that Beijing can’t separate economic cooperation from political relations between the two nations.</p>

<p>"You cannot separate economic cooperation from political security," the Philippine leader argued.</p>

<p>Marcos also criticised the international community for turning a blind eye towards the Chinese belligerence.</p>

<p>“Such behaviour is not unnoticed by our respective publics and the international community as well. That they will require a concerted and urgent effort to adopt measures to prevent their recurrence,” he added.</p>

<p>In the summit, Marcos highlighted the August 2024 incident where Philippine vessels endured aggression and harassment from the China Coast Guard (CCG) in the Escoda Shoal during a routine maritime patrol. The Philippine boats were blasted with water cannons and were rammed into by Chinese ships.</p>
