The government of Pakistan has been planning to make significant amendments to the Prevention of Electronic Crimes Act&nbsp;(Peca) 2016.&nbsp;

The changes will lead to the formation of a new authority which will have access to social media, powers to block online content and prosecute those who are propagating “fake news”,according to Pakistani media reports.

In the draft of the ‘Prevention of Electronic Crimes (Amendment) Act, 2024’, the formation of a&nbsp;Digital Rights Protection Authority&nbsp;(DRPA) has been proposed. DRPA will deal with issues like prosecution of people who are sharing or accessing prohibited content, removal of online content, taking appropriate action against social media platforms where such fake content is being circulated, reported Dawn newspaper.

Prime minister’s adviser Barrister Aqeel Malik confirmed the amendments and said the new provisions aim to “eliminate misinformation and negative propaganda”.

The most notable change included in the draft amendment is the definition of "social media platform". The officials have expanded the definition and it now includes software and tools which are used for accessing social media.&nbsp;

This expansion in the definition will allow the government to restrict or block the use of Virtual Private Networks (VPNs) which are used to access banned social media platforms like X.&nbsp;

THIS country is planning to make fake news an unbailable offence

The human rights body of Pakistan raised its concern over the amendments made to the controversial laws regarding blasphemy in the country, stating that the laws will exacerbate the religious minorities' persecution.&nbsp;The Criminal Laws (Amendment) Act 2023 was unanimously passed by the National Assembly of Pakistan on Tuesday which increased the minimum punishment of those found guilty of insulting Islam's revered personalities from three to 10 years of imprisonment along with a fine of Rs 1 million.

The chairperson of the Human Rights Commission of Pakistan (HRCP) Hina Jilani issued a statement from Lahore on Friday which stated that the enactment of the amended law would increase minorities' persecution.&nbsp;

"While the stated aim of this bill is to curb sectarianism, HRCP believes it is likely to exacerbate the persecution of Pakistan’s beleaguered religious minorities and minority sects," read her statement.

The HRCP stated that the offence has also been made non-bailable by the bill and hence, is in direct violation of the right to personal liberty which has been guaranteed constitutionally under Article 9.&nbsp;

"Given Pakistan’s troubled record of the misuse of such laws, these amendments are likely to be weaponised disproportionately against religious minorities and sects, resulting in false FIRs, harassment and persecution,” the bill stated.&nbsp;

Pak blasphemy law amendment to worsen minorities’ persecution, says rights body

Custodian of cricket laws, the Marylebone Cricket Club (MCC), has decided to move the law relating to run-outs at non-striker's end from "unfair play" section besides completely banning the use of saliva to shine the ball in amendments to its 2022 code that will come into effect in October.

Run-outs at non-striker's end have often triggered heated debates on spirit of the game and several players like India's premier off-spinner Ravichandran Ashwin have advocated for it as a fair mode of dismissal.

"Law 41.16 -&nbsp;running out the non-striker -&nbsp;has been moved from Law 41 (Unfair play) to Law 38 (Run out). The wording of the Law remains the same," the MCC said in a media statement late on Tuesday.

The MCC also said that using saliva to shine the ball would be treated as an unfair practice. Saliva application was barred by the ICC in view of the COVID-19 pandemic and MCC said its research found that applying saliva had no impact on the ball's movement.

"MCC's research found that this had little or no impact on the amount of swing the bowlers were getting. Players were using sweat to polish the ball, and this was equally effective," it said.

"The new Laws will not permit the use of saliva on the ball, which also removes any grey areas of fielders eating sugary sweets to alter their saliva to apply to the ball. Using saliva will be treated the same way as any other unfair methods of changing the condition of the ball," it asserted.

The changes in the code, which first came into existence in 2017, were suggested by MCC Laws sub-committee "which were subsequently approved at the Club's Main Committee meeting last week."

The amendments will not come into force until October.

"...The 2022 Code makes some rather bigger changes, from the way we talk about cricket to the way it's played," Fraser Stewart, MCC Laws Manager, said.

"It is important that we announce these changes now as part of the Club's global commitment to the game, giving officials from all over the world the chance to learn under the new Code ahead of the Laws coming into force in October."

The replacement players will be treated "as if they were the player they replaced, inheriting any sanctions or dismissals that player has done in that match." 
 
Law 18 -&nbsp;Batters returning when Caught 
 
When a batter is out caught, the "new batter shall come in at the end the striker was at, i.E. To face the next ball (unless it is the end of an over)." 
 
Law 20.4.2.12 -&nbsp;Dead ball 
 
The amendment suggests that the the calling of Dead ball takes into account "if either side is disadvantaged by a person, animal or other object within the field of play."

"From a pitch invader to a dog running onto the field, sometimes there is outside interference,&nbsp;if this is the case, and it has a material impact on the game, the umpires will call and signal Dead ball." 
 
Law 21.4 -&nbsp;Bowler throwing at striker's end before delivery 
 
"If a bowler throws the ball in an attempt to run out the striker before entering their delivery stride, it will now be Dead ball. This is an extremely rare scenario, which has until now been called as a No ball."

The amendment takes into account movement of a batter before the ball is bowled.

"It was felt unfair that a delivery might be called 'Wide' if it passes where the batter had stood as the bowler entered his/her delivery stride.

"If the ball should land away from the pitch, the new Law allows the striker to play the ball so long as some part of their bat or person remains within the pitch. Should they venture beyond that, the umpire will call and signal Dead ball. As recompense to the batter, any ball which would force them to leave the pitch will also be called No ball."

That could see the former military chief ruling over Egypt until 2034.&nbsp;

The parliament's website said speaker Abdel Aal had received a "request from a fifth of the elected representatives (120 deputies out of the total 596) to amend certain articles of the constitution".&nbsp;

That number fulfils the quorum required for such a request.

A statement published later on the parliament's website outlined seven amendments that it said would address "severe deficiencies in determining the presidency term".

Terms would become six years instead of four years since the current term length "isn't quite reasonable given the reality and the country's and region's circumstances", it said.

The revisions were aimed at supporting the parliamentary representation of women, youths, Christians, people with special needs and Egyptians in the diaspora, it added.

They would include "the establishment of the second chamber of parliament... and the creation of the post of vice president to assist the president in his duties," said the statement.

The bill was submitted by the majority pro-government Support Egypt coalition along with some independents, said Mustafa Bakri, one of the lawmakers who favour the change.

Jean Talaat, another Sisi backer said, "the amendments concern fewer than 10 articles of the constitution, including on the duration of the presidential term for its extension to six years".

The establishment of a lower house would see a return to a bicameral parliamentary system.&nbsp;

That chamber was removed in the 2012 constitution, a year after the uprising that toppled long-time president Hosni Mubarak.

Another amendment would see the reinstatement of an information ministry, a portfolio that was abolished in 2014.

Sisi was elected for the first time in 2014, after ousting his predecessor, the Islamist Mohamed Morsi. The former army head was re-elected in 2018 with an official 97 per cent of the vote.

The Indian government will introduce the long-awaited goods and services tax (GST) constitutional amendment bill in Parliament next week, a minister said on Friday, as almost all political parties have agreed on the proposed law. 
 
The GST bill will be introduced in the upper house of Indian Parliament next week, junior parliamentary affairs minister Mukhtar Abbas Naqvi told lawmakers. 
 
The proposed tax reform, the biggest since India&#39;s independence from Britain in 1947, seeks to replace a slew of federal taxes and levies in 29 states, transforming the nation of near 1.3 billion people into a customs union. 
 
Analysts say the move could boost India&#39;s economic growth by up to 2 percentage points. 
 
The Indian government on July 27 made crucial ammendments to its goods and services tax bill in a move to enlist the support of opposition parties as well as state governments. 
 
Indian finance minister Arun Jaitley met his state counterparts on July 26 to forge a political consensus on the bill that is held up in Parliament. 
 
As part of the ammendments, the government has dropped a contentious 1 per cent additional levy on inter-state movement of goods, and has agreed to compensate states for any revenue losses for five years. 
 
While there is a broad political support for the measure, differences persist on the details, in particular pitching the tax at the right level to offset possible revenue losses. 
 
The cabinet, headed by Prime Minister Narendra Modi, decided to include in the Constitutional Amendment Bill that any dispute between states and the centre will be adjudicated by the GST Council, which will have representation from both the Centre and states. 
 
With states on board and the cabinet approving the amendments, the government is hopeful of passage of the long-pending Goods and Services Tax (GST) Bill in the ongoing monsoon session of Parliament, which ends on August 12. 
 
The GST Bill, with the changes approved by the cabinet, could come up in the upper house of Parliament, the Rajya Sabha as early as this week, but certainly by next week.
