Accusing the BJP of attempting to topple his government, Karnataka Chief Minister H D Kumaraswamy Friday warned of legal action against "certain kingpins' who, he claimed, were trying to bribe Congress and JD(S) MLAs to pull down his ministry.

Amid media reports that certain resorts were ready to host some Congress and JD(S) MLAs in the alleged toppling game following internal dissent in the Congress, Kumaraswamy asserted he was ready to face any challenge to his government.

"Whether they keep the resorts or shanties ready, I am ready for everything," he told reporters.

"Presently payments are being made in advance. I won't say more now. You will get to know about it later," he said.

The Chief Minister alleged that certain "kingpins" had been roped in to topple his government.

"Am I not aware of it? Will I keep quiet? Don't I know where the money is being collected and who the kingpins are behind collecting money? I have already initiated measures necessary for legal action.

I will take every decision to give a strong and stable government," he said.

Without mentioning names, Kumaraswamy said that "these kingpins" were into gambling, had abetted a coffee planter in killing his wife and son and were those who had set a Bengaluru municipal office on fire nine years ago.

These people were collecting money to topple his government, he alleged.

Asked why no action has been taken against those trying to 'topple' the government, Kumaraswamy said he was not at all disturbed by what was going on and felt quite comfortable watching this 'futile exercise'.

He also took a jibe at the state BJP for issuing one deadline after the other, predicting the end of the government.

"The next deadline is Monday. Most probably the deadline will extend to October 2 and then to Dasara. I think it will go on extending," Kumaraswamy quipped.

The BJP trashed the charges, saying that it had never indulged in any such activities.

Former Deputy Chief Minister R Ashok challenged the chief minister to spell out the names of those trying to destabilise the government, instead of using words like 'kingpin'.

"We don't have such intentions and do not want to get into such activities. We will think of forming the government only if it collapses on its own due to internal strife," he said.

Meanwhile, JDS' coalition partner Congress said it has decided to lodge a complaint with the Income Tax department and Anti-Corruption Bureau, seeking a probe into reports that crores of Rupees has changed hands for the toppling game.

Speaking to reporters in Bengaluru, deputy Chief Minister G Parameshwara said, "reports have emerged in the media that Rs 100 crore has been exchanged".

He said Congress has decided to lodge a complaint with the I-T department and ACB to find out the facts.

"Certain reports have stated that this person has taken money...Another has received money and speculate that a certain number of people (MLAs) are leaving (the party).

So we decided to complain to the Income Tax Department and the state Anti-Corruption Bureau to investigate the veracity of the reports," Parameswara said. He dismissed any threat to the coalition government.

On Congress MLA Satish Jarkiholi's statement that his brother and minister Ramesh Jarkiholi has his own faction within the party, he accused the media of blowing his statement out of proportion.

"There is no such thing. Yesterday also I made this very clear to H D Devegowda and H D Kumaraswamy when I met them at their homes.

I told them that there is no major problem as projected. I reiterate that the government is stable" Parameshwara said.

Congress has been hit by internal dissent, triggered by a faction of MLAs led by minister Ramesh Jarkiholi, who is locked in a turf war with another minister D K Shivakumar.

The Jarkiholi brothers' activities have led to speculations that BJP was fishing in troubled waters and was in touch with them to dislodge the government.

The siblings are upset over Shivakumar allegedly trying to challenge their supremacy in Belagavi district through MLA Laxmi Hebbalkar.

Justice Ranjan Gogoi: From Dibrugarh to top position in judiciary

The CBI said on Thursday the change in a 2015 Look Out Circular against liquor baron Vijay Mallya from "detain" to merely informing about his movements was an "error" in judgement because he was cooperating in the probe and there was no warrant against him.

Three years later as the controversy surfaced again Thursday, the CBI sources said when the first Lookout Circular (LoC) was issued on October 12, 2015, Mallya was already abroad.

Upon his return the agency was asked by the Bureau of Immigration (BoI), if Mallya should be detained as sought in the LoC to which the CBI said there was no need to arrest or detain him as he was a sitting MP and there was no warrant against him, they said.

It said the agency only wanted information on his movements, they said.

Besides, the probe was in an initial stage and the CBI was collecting documents from the IDBI in the Rs 900 crore loan default case, they said.

The CBI issued a fresh LoC against Mallya in the last week of November, 2015 asking airport authorities across the country to "inform" it about Mallya's movements, thus replacing its previous circular which had sought detention of the businessman if he attempted to leave the country, they said.&nbsp

The LoC depends on the issuing authority and, unless it asks the BoI to detain a person or to stop him from boarding a plane, no action is taken.

The sources said Mallya travelled abroad in October and returned in November, then made two trips in first and last week of December and also a trip in January, 2016.

In between, he had appeared for questioning thrice since the lookout notices were issued -- once in New Delhi and twice in Mumbai between December 9 and 12, 2015.

The said the change in the notice was an error in judgement and since he had been cooperating, there was no reason to stop him from moving abroad.

On March 2, 2016, Mallya left the country and has been in the United Kingdom where he has been fighting the extradition case.

India's biggest lender SBI said Friday there was no laxity on its part in dealing with loan default by now defunct Kingfisher Airlines of fugitive liquor baron Vijay Mallya.

The comments by State Bank of India (SBI) came after reports suggested that the bank, which was the lead lender to Kingfisher Airlines, was in February 2016 advised to move the Supreme Court to stop Mallya from fleeing the nation but the lenders moved the apex court only after the tycoon had left the country four days later.

Mallya left the country on March 2, 2016, while 13 banks moved the apex court four days later seeking its intervention to prevent the businessman from leaving the country.

"State Bank of India (SBI) denies that there has been any laxity on its part or its officials in dealing with loan default cases, including kingfisher Airlines. Bank has been taking proactive and strong measures to recover the defaulted amounts," the lead bank said in a statement.

Mallya has been facing legal proceedings for defaulting on loans of more than Rs 9,000 crore from a consortium of 17 banks.

However, Mallya, in an open letter, had defended himself and said the SBI and other banks had lent him money despite knowing about his company's financial situation. He claimed he was being made the ?poster boy? for bank defaults, though the banks were also culpable.

The Supreme Court had raised some unsavoury questions to the banks that approached. It wondered why loans were given to Mallya when he was already a defaulter and was facing proceedings in the court of law.

It is to be noted that he had already announced his intention to shift to the UK in a statement issued after his deal with Diageo to step down from the chairmanship of United Spirits, a company he sold to the UK major three years back. He was to get Rs 515 crore or $75 million from Diageo as a severance package.

US&nbspPresident Donald Trump's former campaign chairman Paul Manafort is close to reaching a plea deal with Special Counsel Robert Mueller, sources familiar with the matter said on Thursday.

"It's close but not there yet," one of the sources said of negotiations in the second case against Manafort arising from Mueller's investigation of US&nbspintelligence agencies' conclusions that Russia interfered in the 2016 US&nbspelection, which Moscow denies.

Earlier, ABC News, citing three unnamed sources with knowledge of the discussions, said Manafort had tentatively agreed to a plea deal and it was expected to be announced at a court hearing on Friday in Washington.

ABC News said it remained unclear whether Manafort had also agreed to cooperate with prosecutors.

Manafort lawyer Kevin Downing and Mueller spokesman Peter Carr declined to comment on the ABC News report.

If Manafort decides to cooperate with Mueller, it would be a blow to Trump, who last month praised his former aide for not entering into a plea agreement, as the president's former personal lawyer Michael Cohen had.

Writing on Twitter on Aug. 22, Trump said: "Unlike Michael Cohen, he refused to 'break' - make up stories in order to get a 'deal. Such respect for a brave man!"

Jury selection is scheduled to begin on Monday in Manafort's second trial in federal court in Washington on charges including conspiring to launder money, conspiring to defraud the United States, failing to register as a foreign agent and witness tampering.

Manafort, a longtime Republican political consultant who also worked for pro-Russian politicians in Ukraine, was convicted last month at trial in Alexandria, Virginia, on eight counts of bank and tax fraud and failing to disclose foreign bank accounts.

Mueller is investigating Russia's role in the 2016 US&nbspelection and whether Trump's campaign colluded with Moscow to help him win. Trump has denied colluding with the Russians.

Former foreign secretary Shyam Saran on Friday said that there were mechanisms in place to initiate a dialogue between the Indian and Chinese military on different levels to defuse tensions that arise due to border issues.

His comments come in the wake of reports that China's People Liberation Army (PLA) had transgressed the Line of Actual Control (LAC) at least thrice last month in Uttarakhand.

Saran said, "There are mechanisms to initiate dialogue, one is border meetings between the Indian and Chinese troops deployed at the border. If the matter cannot be solved there, it can be taken up to a higher level as well, all the way up to the Defence Ministry."

The former top diplomat added, "We share a long border with China these incidents (border transgressions) are bound to happen at some places. But there are mechanisms in place to manage such situations. I don't know what happened in these incidents if any talks were held by the two sides or not, but these mechanisms can and should be used."

Sources told ANI that the PLA crossed over into India at least three times in the month of August, with the troops venturing as far as four kilometres in Barahoti village in Uttarakhand's Chamoli district.

Similar incidents occurred in July last year when Chinese troops ventured up to a kilometre into the Indian Territory in Barahoti. This area also witnessed aerial transgressions and infiltration by foot patrols in 2013 and 2014.

The Chinese Foreign Ministry, however, refuted the reports, with spokesperson Geng Shuang saying that the PLA has always operated on the Chinese side of the LAC.&nbsp

The decision was taken during a party meeting held in Delhi to chalk out a strategy for the Telangana elections.

During the meeting, Rahul spoke with at least 40 members, informed senior Congress leader Jaipal Reddy. "It was a very useful session, it makes a good beginning for the election campaign," Reddy added.

Speaking on the possibility of alliances in the state, Reddy said, "We discussed the question of alliances, we are not opposed to alliances per se. With whom and to what degree, these are two questions that are yet to be decided."

Though the election for the Telangana assembly would have been held in June next year, Chief Minister K&nbspChandrasekhar Rao decided to go for early polls and dissolved the state assembly earlier this month, necessitating the constitution of a new government.

With the increasing great power competition in the Indo-pacific region, the Indo-US ties have become a necessity more than ever. In the last two decades, US has become a ‘strategic partner’ from the ‘partner of choice’ due to increasing strategic Chinese influence in South Asia and South-East Asia.

Indo-US ties, however, have a different set of priorities for both countries.

For India, this deepening tie is about building a generational partnership to achieve the strategic milestone. India wants to put ASEAN countries at the center for Indo-Pacific Strategy and the QUAD alliance because India does not want to become a frontal state in a Sino-US ongoing trade war and geopolitical competition, to lose strategic autonomy in their foreign policy decision-making process.

In fact, China is not leaving any stone unturned to make strategic inroads in South Asia and Indian Ocean region by both building defence infrastructure on the Indian side of the border, attempting to alter the territorial status quo, not just selling nuclear and missile technology to Pakistan, but arms and weapons to other South Asian and South-East Asian neighbors too, which is a cause of concern for Indian strategic interests.

In this context, what are the choices India actually have? In order to get a clear understanding, let’s revisit Indo-US strategic partnership in last two decades and how the multi-aligned Indian foreign policy is doing every bit possible to make both an inclusive Indo-Pacific region and multipolar world order. Indo-US Strategic partnership revolves around four foundational defence agreements namely General Security of Military Information Agreement (GSOMIA), Logistics Exchange Memorandum of Agreement (MOA), Communications Compatibility and Security Agreement (COMCAST), and Basic Exchange Agreement (BECA). India, however, already signed three out of four agreements, along with the ongoing negotiation on BECA because it involves sharing of critical geographical intelligence which includes satellite imagery and topographical data.

With the 9/11 attack in 2001 and ‘War on Terror’ operations, the US started to realise the strategic importance of India in the Asia-Pacific region.

India has been a long victim of cross-border terrorism and raised consistently voices against terrorism at several multilateral and regional forums for last many decades. It was the year 2002 when India signed the first foundational defence agreement - GSOMIA, which cleared the path of Indo-US strategic partnership for the coming decades. After a lot of public debate and deliberations, ‘Indo-US Civil Nuclear Deal 2005’ was concluded, despite the non-signatory status of India in Non-Proliferation Treaty (NPT).

In 2009, India signed End User Monitoring Agreement (EUMA) which cleared the way to the procurement of US defence equipment after extended negotiations to ensure that will kept intrusive and monitoring American inspectors away from Indian military bases. After this, India started to engage in bilateral trade discussions with the US in 2012, which is commonly known as the Defense Technology and Trade Initiative (DTTI). Since then the projectile of the Indo-US bilateral relationship is in an upward trajectory.

After a long wait of fourteen years, it was the year 2016 when India signed the second defence foundational agreement - LEMOA, to facilitate port calls, joint military exercises, training, disaster relief operations and bilateral access to logistical facilities on the case to case basis. The US immediately recognized India as a major defence partner under the ‘National Defense Authorization Act, 2019’. On October 24, 2017, India signed Helicopter Support Other than Aircraft Carriers (HOSTAC) agreement with the US at the sideline of ASEAN Defense Ministers Meet in Manila.

Within a year, India was granted ‘Strategic Trade Authorization-1’ status on July 30, 2018, which will be facilitating in the export of both defence and high technology products without the requirement of the individual license. This will be led to increased interoperability, reduce time-management and required resources within the US system to get more streamlined licensing approved at earliest. For the US, India is now at par with three allies namely Japan, South Korea, and Australia plus North Atlantic Treaty Organization (NATO) allies for the sale of hi-tech critical arms and weapons including combat and communications platforms.

Within the time span of three months, India signed third foundational defence agreement - COMCASA during 2+2 Indo-US meet, which will allow secure peacetime and wartime communication with its proprietary encrypted communications equipment and systems between Indian and US military assets including aircraft and ships. It's just a matter of time when after signing of fourth foundational defence agreement – BECA, US would be able to set a framework through which both countries can share sensitive data to aid targeting and navigation with India.

All these developments can be understood effectively in the light of this question that why India’s major dependence on Russian arms import needs to be changed? In the current geopolitical context, confident India is equally giving importance to diversify their arms basket from US, Russia, France, Israel, and others. In addition, US agreed to establish a Defense Innovation Unit (DIU) in Bengaluru to design the arms and weapons under the Make-in-India Initiative, which highlight this fact that Indo-US strategic partnership is futuristic in nature.

US supported India in getting membership in three out of four non-proliferation regimes namely the Missile Technology Control Regime (MTCR), the Wassenaar Arrangement (WA), Australia Group (AG). It is just a matter of time when India will be a member of the Nuclear Suppliers Group (NSG), which actually shows the level of strategic convergence in an Indo-US bilateral relationship. In a nutshell, deepening Indo-US ties highlights that India wants to keep their strategic option open and multi-aligned in this multipolar world order.

Congress president Rahul Gandhi on Friday alleged that Vijay Mallya's "great escape" was aided by the Central Bureau of Investigation (CBI), who changed the fugitive liquor baron's "detain" notice to "inform".

"Mallya's Great Escape was aided by the CBI quietly changing the "Detain" notice for him, to "Inform". The CBI reports directly to the PM. It is inconceivable that the CBI, in such a high profile, controversial case, would change a lookout notice without the approval of the PM," he tweeted.

According to sources, the CBI said that to make the lookout notice, which was issued against the liquor baron in October 2015, hassle-free, Mallya was forced to leave the country.

"A few days back BOI (Bureau of Immigration) informed the agency that Mallya is coming back to the country. Later the agency changed the lookout notice and asked BOI not to detain him as the agency did not have sufficient evidence against Mallya," the source said.

Gandhi, earlier this week, had accused Finance Minister Arun Jaitley of providing Mallya with a "free passage" to "run away" from India after the businessman claimed that he met Jaitley before leaving India in 2016.

"The government is lying on Vijay Mallya. He was given a free passage out of the country by the Finance Minister. The Finance Minister has colluded in a criminal running away from the country," he had said while addressing media here.

Alleging that Mallya was allowed to escape by changing the 'arrest notice' to 'inform notice', the Congress president had also hinted at the CBI's involvement in the matter.

"Finance Minister talks to an absconder, absconder tells him that he is going to London. Finance Minister does not tell this to the CBI, ED or police. Why? The arrest notice was changed to inform notice. This can be done only by the one who controls CBI," he said and demanded the Finance Minister's resignation.

On Wednesday, Mallya, while speaking to reporters outside Westminster Magistrates' Court, where his extradition case was being heard, claimed that he had met the Finance Minister before he left for London.

However, Jaitley, who served as Finance Minister in 2016, rebuffed the claims and said he never gave Mallya an appointment at his office or residence for a meeting.

Mallya, who is wanted in India for defaulting on bank loans to the tune of Rs 9,000 crore, has been in the UK since March 2016. He was arrested by the Scotland Yard on an extradition warrant in April this year.&nbsp

Congress leader Ajay Maken on Friday demanded re-poll for the Delhi University Students' Union (DUSU) alleging that the elections were rigged after the Electronic Voting Machines (EVMs) stopped due to technical glitches.

The Congress leader also demanded that the voters in the elections must exercise their franchise by stamping the ballot paper instead of pressing the button.

Addressing a press conference here, Maken said: "Despite the EVMs being functional, voting got suspended. Till the sixth round, National Students' Union of India (NSUI) was neck and neck with the Akhil Bharatiya Vidyarthi Parishad (ABVP). The major question that I want to raise is that whenever an EVM stops working and is repaired, the result always comes in favour of the ABVP. How is it possible?"

Maken also claimed that the EVMs used in the elections were not supplied by the Election Commission (EC) of India.

"Yesterday, the EC issued a letter that they have not issued any EVMs to the University for polling. Not only that, the Delhi University also didn't issue any letter clarifying from where they got the EVMs," he said.

On Thursday, ABVP swept the elections by winning three out of four posts of the DUSU, including that of the president, vice president and joint secretary positions, while NSUI only managed to secure the secretary's post.

Ankiv Basoya was elected as the new president of DUSU while Shakti Singh and Jyoti Choudhary were elected as the vice president and joint secretary, respectively. NSUI's Akash Choudhary bagged the position of secretary.

Meanwhile, sources from the Delhi University said that the EVMs used during the student union polls were procured from the Electronics Corporation of India Limited (ECIL) and were of a different module than those available with the Election Commission.

The Supreme Court on Friday struck down the need for "family welfare committees" to look into complaints by women before arresting the husband and family members in dowry harassment cases.

The apex court's three-judge bench, headed by Chief Justice of India (CJI) Dipak Misra and comprising Justice AM Khanwilkar and Justice DY Chandrachud, said that the law is being misused by some individuals, and added that the court's role is not to fulfil gaps left in the legislation.

"We think it is appropriate to direct the Investigating Officers (IOs) to be careful and follow the principles stated in Joginder Kumar case and certain other judgements. We direct the DGP of each state to ensure that the IOs who are in charge of investigation of cases of offences under section 498-A (Dowry Harassment) of the Indian Penal Code (IPC) should be given rigorous training with respect to the principles stated by this court relating to arrests," the court said in its order.

The petitioners, including the Social Action Forum for Manav Adhikar (SAFMA), told the top court that despite the Dowry Prohibition Act of 1961 being passed, the irony still survives, perhaps with more oxygen, as the social evil is still on the rise.

The petitioner further claimed that dowry harassment is practised with pride women today are still tortured and often, the court, despite being the ultimate saviour, does not come to the rescue of these women as a consequence of which an atmosphere of ambivalence prevails.

In July last year, the Supreme Court passed an order stating that the persons accused in dowry harassment cases cannot be immediately arrested solely based on harassment charges.

The order was challenged in the Supreme Court by the SAFMA, who sought a stay on the order.&nbsp

It is inconceivable that the CBI would change a lookout notice without the approval of the PM,'' said Congress president Rahul Gandhi on Friday referring to CBI diluting ''look out notice'' to ''inform notice'' days before Vijay Mallya escaped to London.

The Congress on Thursday accused Narendra Modi-led NDA government of taking no action against fugitive liquor baron, accused of Rs 9,000-crore bank fraud, despite registration of an FIR by the CBI in July 2015.

Congress chief spokesperson Randeep Surjewala asked who got the CBI "lookout notice" of October 16, 2015 changed for detaining Mallya to merely an "inform notice" on November 23, 2015.

Accusing the government and Arun Jaitley of lying on the issue of liquor baron Vijay Mallya, Congress president Rahul Gandhi Thursday alleged that the finance minister had "colluded with the criminal" and allowed to him to escape from the country.

The charge came a day after the former Kingfisher Airlines boss said in London that he met Jaitley before leaving India and offered to settle his dues, a charge the finance minister denied as "false".

It is inconceivable that the CBI, in such a high profile, controversial case, would change a lookout notice without the approval of the PM. — Rahul Gandhi (@RahulGandhi) September 14, 2018 × The Congress on Thursday accused Narendra Modi-led NDA government of taking no action against fugitive liquor baron, accused of Rs 9,000-crore bank fraud, despite registration of an FIR by the CBI in July 2015. For 2.5 yrs Mr Jaitley has hidden from the public & the investigation agencies the meeting, he now suddenly remembers, in which Mr Mallya told him he was leaving for London. This is enough to make his continuance as FM untenable & disgraceful. #ArunJaitleyStepDown — Rahul Gandhi (@RahulGandhi) September 13, 2018 ×
