"Those who have looted the country can only think of dacoits," Prime MInister Narendra said Wednesday in Morbi, Gujarat.

Modi was referring to Congress Vice-President Rahul Gandhi who had dubbed the GST (Goods and Services Tax) a "Gabbar Singh Tax".

Modi also took a dig at Rahul's grandmother, former Prime Minister Indira Gandhi, saying that when she visited Morbi, he remembered a photograph of her holding a handkerchief over her nose because of the foul smell.

"But for (the) Jansangh/ RSS, the streets of Morbi are fragrant," he said.

Adding that "it is the fragrance of humanity."

Modi also talked about development, while continuing to attack the Congress.

For the Congress, Modi said, development meant the handing out of water pumps.

"For BJP it is the SAUNI scheme (the Narmada water project for Saurashtra region), where we will fill dams of Saurashtra through huge pipelines," he added.

"Development for us is not about winning polls," Modi said.

"It is about serving every citizen," he added.
