Canada on Thursday launched a long-awaited review of its cannabis regulations, four years after becoming the first major economy to legalize its recreational use.

An expert panel led by Morris Rosenberg, a former deputy minister of justice, is to measure the impact of legalization on youth, Indigenous peoples and others, as well as the economy and an illicit market that the new regime was meant to displace.

The panel is also to examine regulatory burdens on the industry and determine if a separate framework for medical marijuana -- which has been legal since 2001 -- needed to be maintained in order to provide access to patients.

The mandated review, coming one year late due to the pandemic, is expected to take 18 months.

The industry has complained about what it calls exceptionally high taxes on cannabis, a glut of stores -- both licensed and unlicensed -- and restrictions on advertising and marketing that have made it harder to compete with the black market.

At a news conference, Canada's health minister Jean-Yves Duclos said preliminary data this year showed 69 per cent of the cannabis market has moved from illicit sources to legal, regulated suppliers.

The review, he said, will help the government "strengthen the (cannabis) act so that it meets the needs of all Canadians while continuing to displace the illicit market."

Addictions minister Carolyn Bennett said, "We knew that young people are at increased risk of experiencing harms from cannabis, such as mental health problems including dependence and disorders related to anxiety and depression."

Public awareness campaigns, she said, have made "young people more aware of the harms of consuming cannabis," but their level of consumption has not fallen since legalization, as hoped.

Rather, it has remained relatively stable, she said.

According to government data, 25 per cent of the population, or 9.5 million Canadians, used cannabis in 2021, down slightly from the previous year.

They spent an average of Can$69 (US$51) on pot per month.

On Thursday, RBI was conspicuous by its absence from the spot market as the rupee fell by 1 per cent possibly as it wanted the rupee to do the catching up, said Anil Kumar Bhansali, head of rreasury, Finrex Treasury Advisors.&nbsp;

“All major events are over for this month as we await RBI’s MPC to give its verdict on September 30, 2022,” Bhansali added.&nbsp;

Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, advanced 0.05 per cent to 111.41.&nbsp;

Global oil benchmark Brent crude futures fell 0.57 per cent to USD 89.94 per barrel.&nbsp;

On the domestic equity market front, the 30-share&nbsp;BSE Sensex was trading&nbsp;558.59 points or 0.94 per cent down at 58,561.13, while the broader NSE Nifty fell 153.10 points or 0.87 per cent to 17,476.70.&nbsp;

Pakistan's economy continues to struggle amid floods and falling currency

European Union foreign ministers have decided to impose new sanctions of Russia as the crisis in Ukraine officially entered its seventh month. The bloc, comprising 27 foreign ministers, also announced at the United Nations General Assembly in New York that they will be increasing the supply of weapons to Ukraine following Vladimir Putin’s decision to initiate partial military mobilisation in Russia.&nbsp;

A court in the United States has granted the Department of Justice permission to resume its review of the materials found during the raid on former President Donald Trump’s Mar-a-Lago residence.&nbsp;

The permission was granted&nbsp;by the Atlanta-based 11th U.S. Circuit Court of Appeals after the DOJ appealed the decision by District Judge Aileen Cannon barring the further probe into the “classified” document till an independent arbitrator (also called “special master”) is appointed.&nbsp;

During the raid, around 100 classified documents were recovered from the Florida residence and the DOJ has launched an investigation into the mishandling of the documents by Trump. The search was conducted after a number of witnesses confirmed that the residence contains several important documents from Trump’s tenure as president and also proof of “obstruction of justice”.&nbsp;

The United Nations-backed Khmer Rouge war crimes court decided to uphold the genocide conviction and life sentence which was imposed on the last surviving leader from Cambodia’s communist regime — Khieu Samphan. 91-year-old Samphan was the head of state for the regime that is infamous for killing almost a quarter of the country’s population during their reign in the 1970s, according to AFP.
