Kim Jong-Un counts Putin among North Korea's 'truest friends' after Russian leader's flood relief message

Russian President Vladimir Putin on Saturday (Aug3) extended his condolences to North Korean leader Kim Jong Un after catastrophic floods in North Korea reportedly killed about 1500 people apart from widespread damage to thousands of homes.
The North Korean state media reported on Sunday (Aug4) that Putin had also offered "immediate humanitarian support" to assist with recovery efforts. Kim Jong Un responded by saying he was deeply grateful for Russia's"special emotion towards a genuine friend."
According to Pyongyang, a record downpour on July 27 led to severe flooding. The North Korean side has not released the number of fatalities butlarge areas of farmland in the northern region near China are reported to have been inundated.
In a telegram addressed to Kim, Putin conveyed his sympathy and support to those affected by the storm. "I ask you to convey words of sympathy and support to all those who lost their loved ones as a result of the storm," Putin stated. "You can always count on our help and support."
The official North Korean news agency KCNA reported that the message from Moscow was received by the DPRK Foreign Ministry on Saturday and promptly relayed to Kim Jong Un.

Kim thanked Putin for his outreach but mentioned that state measures had already been enacted to address the situation. Kim, however, said that he would seek aid from Russia if necessary, and noted Moscow as one of North Korea's "truest friends."

North Korea and Russia share a longstanding alliance dating back to North Korea's establishment after World War II. Their relationship has strengthened further following the Russian offensive in Ukraine in February 2022.
Meanwhile, South Korean media has reported that the death toll and the number of missing persons could be as high as 1,500. In response, Kim Jong Un dismissed these reports as a "smear campaign" aimed at discrediting North Korea.
North Korea faces heightened vulnerability to natural disasters due to its weak infrastructure and widespread deforestation.
