The governor signed a new law with a view to speed&nbsp;and encourage adoption in the country, reports said.&nbsp;

The law also permits biological mothers to give their newborns to the hospitals with any charges of child abandonment.&nbsp;

And the law signed will create a central registry of people seeking to adopt a child.

This decision also aims to create a smooth process for people as children can be sent to their adoptive parents in two months.&nbsp;

The measure was submitted by Puerto Rico House of Representatives President Carlos Mendez who was also adopted.&nbsp;

He said that his case took 19 years to resolve under old laws.
