Pentagon's missile defence review (MDR) 2019 has said the United States has discussed "potential missile defence cooperation" with India. The MDR 2019 said the discussion is part of "natural outgrowth" of India’s status as a major defence partner and "a key element of our Indo-Pacific Strategy." The talks between Washington and New Delhi happen even as "number of states in South Asia are developing an advanced and diverse range of ballistic and cruise missile capabilities," the review added.

MDR describes the policies, strategies, and capabilities that will guide the Pentagon's missile defence programs for the coming year.

The development comes months after India and Russia signed the S400 deal during President Putin's India visit last year.

The 108-page document talks about Washington's alliance in the Indo Pacific region adding that the cornerstone of "our security and diplomacy in Indo-Pacific region is our strong bilateral alliances with Japan, South Korea, and Australia, "and emerging security relationships with others such as India."

In 2018, US granted India Strategic Trade Authorisation-1 (STA-1). Both New Delhi and Washington signed the COMCASA (Communications Compatibility and Security Agreement).&nbsp;

India is the only South Asian country to get STA1 and third Asian country after Japan and South Korea. The status eases defence procurement from the US.

The COMCASA, is an India specific foundational legal arrangement which helps New Delhi get real-time classified information, especially on maritime development. It was signed in New Delhi during the maiden 2+2 dialogue between American and Indian Defence and foreign diplomats.

The review focused on China and Russia. On China, the review said Beijing "seeks to displace the United States in the Indo-Pacific region and reorder the region to its advantage."

"Offensive missiles play an increasingly prominent role in China’s military modernisation, its coercive threats, and efforts to counter US military capabilities in the Indo-Pacific." The review says China has "deployed 75-100 intercontinental ballistic missiles" and possesses 4 advanced JIN class ballistic missile submarines (SSBN).&nbsp;

On Russia, it said that the country is developing "S-500 as an even more modern and technologically advanced air and missile defence system," in addition to this, Moscow "has transferred missile defence technology to China and Iran" both of which are "expanding and modernizing mobile missile defence capabilities."

Russia and China are also developing Potential Adversary Missile Defense and Antisatellite (ASAT) capabilities that could "threaten US space-based assets."

Japan and South Korea are already working with the US to build missile defence systems that are interoperable with US defences. Australia participates in a trilateral discussion on missile defence with the United States and Japan. The United States and Australia meet annually to discuss bilateral missile defence cooperation.&nbsp;

President Donald Trump unveiled a revamped US&nbsp;missile defence strategy on Thursday that singles out North Korea as an ongoing and "extraordinary threat," seven months after he declared the threat posed by Pyongyang had been eliminated.&nbsp;

The Missile Defense Review is a sweeping examination of efforts to shield the United States from enemy missiles. It highlights concerns about advancing capabilities by North Korea, Iran, Russia and China.

"Our goal is simple: To ensure we can detect and destroy any missile launched against the United States — anywhere, anytime, anyplace," Trump said as he unveiled the report.

Trump did not mention the North Korean missile threat in his remarks at the Pentagon. But acting US&nbsp;Defence Secretary Patrick Shanahan said North Korea's missiles remain a "significant concern."

The document was even stronger.

"While a possible new avenue to peace now exists with North Korea, it continues to pose an extraordinary threat and the United States must remain vigilant," the report said.&nbsp;

For Trump, who is trying to revive efforts to persuade North Korea to abandon its nuclear arsenal, the report's release came at an awkward moment. A senior North Korean envoy was headed for Washington on Thursday for expected talks with Secretary of State Mike Pompeo and a possible encounter with Trump, a person familiar with the matter said.

Their talks, as well as a potential meeting with the president, could lead to an announcement of plans for a second US-North Korea summit, the source told Reuters.

SPACE-BASED SENSORS

The Missile Defense Review recommended studying experimental technologies, including prospects for space-based weaponry that might be able to shoot down enemy missiles, a throwback to Ronald Reagan's "Star Wars" initiative in the 1980s.

It also called for investments in space-based sensors that can better detect and track incoming missiles, and perhaps counter super-fast hypersonic technology, an area in which China has made major advances.

"We will protect the American people from all types of missile attacks," Trump said. "In the past, the United States lacked a comprehensive strategy for missile defence that extended beyond ballistic missiles. Under our plan, that will change. The U.S. will now adjust its posture to also defend against any missile strikes including cruise and hypersonic missiles."

"We are committed to establishing a missile-defence program that can shield every city in the United States. And we will never negotiate away our right to do this," Trump added.

Trump at one point singled out Iran's capabilities. The report said Iran possesses the largest ballistic missile force in the Middle East.

"Its desire to have a strategic counter to the United States could drive it to field an ICBM," the report said, referring to an intercontinental ballistic missile.

Trump said the United States would not impose any limitations on US&nbsp;development of missiles defences against "any America target - whether before or after launch."

"We will not take any chances. We will only take action," he said.

The new US&nbsp;investments come on top of previously announced US&nbsp;plans to increase the number of ground-based interceptors over the next several years, hiking the number positioned at Fort Greely, Alaska to 64 from 44.

US&nbsp;military officials have said US&nbsp;missile defences are primarily designed to counter attacks from countries with more limited arsenals, like North Korea, which US&nbsp;intelligence officials believe is still advancing its nuclear program despite a halt to missile launches last year.

Pentagon officials contend that US&nbsp;missiles defences are too few to be able to counter a first-strike on the U.S. homeland by a major nuclear power like Russia or China. Washington hopes those countries will instead be deterred from attacks by America's nuclear arsenal.

The report underscored that point, saying: "The United States relies on deterrence to protect against large and technically sophisticated Russian and Chinese intercontinental ballistic missile threats to the U.S. homeland."

Still, Russia views US&nbsp;missile defense advances as a threat and Trump's report is likely to stoke tensions with Moscow.

China has also alarmed the Pentagon with advances in super-fast "hypersonic" technology that could allow Beijing to field missiles that are far harder to detect. In a report earlier this week that singled out the hypersonic threat, the Pentagon said China's military was "on the verge of fielding some of the most modern weapon systems in the world."
