Outlining the aid to farmers during their 10-year rule, the Government stated that 12.02lakh small-scale farmers had benefited from the waiver and that Rs.2,247cr was provided as an aid in 2017 owing to the severe drought. &nbsp;

In addition to the loan waivers, the Chief Minister said that cases filed against those who took part in the 2017 Jallikattu protests would be withdrawn, in consultation with legal experts. All charges except those of setting vehicles on fire, attacking policemen would be withdrawn, he added. &nbsp;

The Chief Minister also lashed out the opposition party DMK, by saying that they had been unable to fulfill their 2006 Assembly Poll promise on providing 2 acres of land for landless farmers. He also added that the 38 DMK MPSs had forgotten their promise made during the 2019 Parliamentary polls, of waiving off farm loans from cooperatives.

The Madras High Court has said it would vacate the stay on a defamation case against DMK president M K Stalin over his remarks linking Tamil Nadu Chief Minister K Palaniswami to the Kodanad estate heist case after the government complained he was repeating the charge.

Justice G K Ilanthiraiyan made the oral observation Thursday on two petitions by city Public Prosecutor (PP) A Natarajan seeking the court to restrain the DMK leader from making any speech regarding the matter during the campaigning for the Lok Sabha elections, particularly at a public meeting to be held on Sunday, and vacate the interim stay on the defamation case.

The judge said the petitioner can record the remarks, if any made by Stalin at the meeting and produce it before the court on April 8.

The PP submitted that Stalin in his campaign speeches was repeatedly linking Palaniswami to the Kodanad case despite facing prosecution for defamation for same remarks earlier.

The judge told the counsel for Stalin that the grievance of the PP was that the DMK leader was already facing prosecution for defamation. But again and again he was making the same allegations and it would amount to interfering with the administration of justice.

The PP has filed two petitions. One to restrain Stalin from making any speech pertaining to Kodanadu case and another to vacate the interim stay granted by the court on the defamation proceedings.

"We will vacate the stay. You face the trial," the judge added.

Stalin's counsel P Kumaresan opposed the petition, saying the PP had already filed a petition seeking similar relief and it had been dismissed by a division bench of the high court on April 1.

He sought time to file a counter affidavit to the present petition.

Earlier, the PP submitted that Sayyan and Manoj, two key accused in the Kodanadu heist-cum watchman murder case had hatched a conspiracy to implicate the chief minister and their allegations against Palaniswami were released in a documentary by a Delhi-based journalist recently.

Subsequently, the bail granted to Sayyan and Manoj was cancelled by the trial court after the government submitted that they were intimidating witnesses. The trial court order had been confirmed by the high court.

Stalin in his election campaign was continuously making speeches linking the chief minister with the case, claiming that it was not his statement but that of the journalist, the PP submitted.

When the matter was sub-judice, Stalin cannot make such statements, he contended.

A total of 10 people had been arrested in connection with the April 23, 2017 robbery attempt at the Kodanad estate in Nilgiris district, which was used by late chief minister J Jayalalithaa. A guard was killed by a gang in the incident.

Plea to restrain Stalin from linking Tamil Nadu chief minister to Kodanad case

The ruling AIADMK Tuesday announced a poll alliance with the Pattali Makkal Katchi and allotted seven Lok Sabha seats to it for the forthcoming Parliamentary elections.

Announcing the deal in the presence of Chief Minister K Palaniswami, AIADMK coordinator and Deputy Chief Minister O Panneerselvam said it has also been decided that the PMK will be allocated a Rajya Sabha seat.

Under the deal, The PMK will be supporting the AIADMK in the bypolls expected to 21 Assembly constituencies in Tamil Nadu, he said.

The demands include declaring the Cauvery delta districts as a protected farm region, a caste-wise census be held in Tamil Nadu and seven Rajiv case convicts be set free.

"This coalition will be successful in all the 40 constituencies in Tamil Nadu and Puducherry," he said.

The Madras High Court has stayed proceedings in a criminal defamation case against DMK president M K Stalin over certain remarks made by him against Tamil Nadu Chief Minister K Palaniswami in September.

Justice N Anand Venkatesh issued the interim order on Thursday on a petition by Stalin against the proceedings arising out of a complaint filed against him under Section 500 (defamation) of the IPC over his alleged public speech in Salem on September 18 criticising the chief minister.

The case was initially filed in a court in Salem and later transferred to the special court for cases against MPs and MLAs in Chennai.

Stalin submitted that the trial court had failed to note that the allegations made against the chief minister did not amount to defamation.

He alleged that the complaint had been filed with malicious and political motive to harass him.

Making a statement against Palaniswami in his individual capacity cannot be said to be damaging the reputation of the office of the chief minister, the DMK chief submitted.

The public prosecutor opposed the plea and argued that baseless and unsubstantiated allegations made by the petitioner against the chief minister constituted criminal defamation and he was liable to be prosecuted.

Tamil Nadu Chief Minister K Palaniswami Tuesday visited districts hit by Cyclone ‘Gaja’ in the state and distributed relief material among the affected people.

Palaniswami, who on Monday announced Rs 1000 crore for immediate relief and rehabilitation works, visited affected areas in Pudukottai and Thanjavur districts this morning.

The cyclone crossed the state coast near Vedaranyam in Nagapattinam district, about 300 km from here, on November 16 claiming 46 lives and leaving a trail of destruction in over ten districts in southern Tamil Nadu with six of them hit badly.

Accompanied by ministers and officials, Palaniswami inspected some coconut groves devastated by the cyclone in Thanjavur district and also distributed relief materials, including rice and other essential articles, to the affected people.

He would later visit Nagapattinam district, which bore the brunt of the cyclone fury.

On Monday, Palaniswami took stock of the situation at a high-level meeting here and announced an immediate cash assistance totalling Rs 8,800 to each family sheltered in relief camps besides, 10 kg rice and four litres of kerosene.

He has also said compensation would be given to farmers and fishermen.

In a statement, Palaniswami had said the toll in the cyclone has risen to 46, while a total of 2,51,674 people were staying in relief camps.

He said Rs 5,000 would be given as immediate livelihood support to each family lodged in cyclone centres, to those who lost their homes and fishermen who lost their boats. Besides, Rs 3,800 per family would be given for buying clothes and utensils, he said.

In addition, people whose huts were completely damaged will be provided with Rs 10,000 assistance while partially damaged houses will get Rs 4,100.

The state will also seek central funds considering the extent of the damage, he said.

He said coconut farmers will get a compensation of Rs 2.64 lakh per hectare while for paddy crops it will be Rs 13,500 per hectare.

On the farm front, 88, 102 hectares of agricultural and horticultural crops had been damaged.

The Chief Minister has also said compensation ranging from Rs 42,000 to Rs three lakh would be given to fishermen depending on the extent of damage to their fishing boats.

Cyclone Gaja: Tamil Nadu Chief Minister K Palaniswami visits affected areas

The Tamil Nadu government today announced it would ban the use of plastic items, including non-biodegradable carry bags, from January 2019 to "gift a plastic-free" state to future generations.

Chief Minister K Palaniswami's announcement in the state assembly coincided with International Environment Day today.

The ban on manufacture, sale, storage and usage of items such as plastic paper, cups, water sachets, straws and carry bags would come into effect from&nbsp;January 1, 2019, Palaniswami said.

The ban would cover these plastic articles irrespective of their micron size.

However, polythene sachets used for packing milk, curd, oil and medical equipment would be exempted from the ban, Palaniswami said.

The PMK, in a statement, said this is not the first time the state government was banning disposable plastic, recalling that late Jayalalithaa had made a similar attempt in 2002 as chief minister then.

Palaniswami said former chief minister Jayalalithaa had earlier constituted an expert panel to go into the issue of banning plastic products.

That panel had suggested banning disposable plastic products, including bags, plates and cups, and recommended that traditional items such as plantain leaves and plates made of palm leaves be used, Palaniswami said.

The chief minister said non-biodegradable plastic products, mainly polythene covers affect the environment, impeding water flow.

"When such disposable plastic items remain on the soil, it impedes water flow to water bodies, resulting in stagnation. It also affects the flow of sewage.

"Further, it prevents percolation of rain water into the soil, thus affecting the increase in underground water," he said in a statement.

The chief minister said when rainwater stagnates in strewn plastic waste, it results in breeding of dengue and malaria-causing mosquitoes.

Its burning also causes problems, he said, adding that plastic products contributed to various forms of pollution-- air, land and water.

Cattle feeding on such waste face the danger of death, the chief minister said.

"Since plastic is non-biodegradable it is not easy to destroy... Due to pollution of air, water and land, plastic becomes harmful for human life. Therefore, completely avoiding them is the need of the hour," he said.

"Considering the damage caused by plastic, and to ensure this is not left behind for future generations, the Amma government has decided to ban non-biodegradable plastic covers, plates, cups, water packets, straws and bags," he said.

However, plastic sachets used to pack milk, curd and oil, besides those used to wrap medical products,would be exempted from the ban, Palaniswami said.

The ban is brought under the Environment Protection Act, 1986, and it would come into effect from&nbsp;January 1, 2019, to allow people to change over to using paper bags and other products made out of paper as substitutes to the plastic items facing ban, he said.

Palaniswami said people's participation in the past for a rainwater harvesting scheme introduced by Jayalalithaa had resulted in success, as it had led to better groundwater resources.

"Similarly, with the cooperation and contribution of all, let us gift a plastic-free Tamil Nadu for the future generations of the state," he said.

PMK founder S Ramadoss, who welcomed the announcement, recalled that Jayalalithaa had made a similar attempt in 2002 as then chief minister.

"This is not the first time the Tamil Nadu government is banning disposable plastic. On May 7, 2002 then chief minister Jayalalithaa had brought in a legislation in the Assembly for banning the use of plastic.&nbsp;

"However, on January 1, 2003, she withdrew that legislation without any transparent reason," he said in a statement.

The PMK founder said the Tamil Nadu should "determinedly implement" its latest announcement on plastic ban.&nbsp;

Chief Minister K Palaniswami's announcement in the state assembly coincided with International Environment Day today. The ban on manufacture, sale, storage and usage of items such as plastic paper, cups, water sachets, straws and carry bags would come into effect from January 1, 2019, Palaniswami said. The ban would cover these plastic articles irrespective of their micron size. However, polythene sachets used for packing milk, curd, oil and medical equipment would be exempted from the ban, Palaniswami said. The PMK, in a statement, said this is not the first time the state government was banning disposable plastic, recalling that late Jayalalithaa had made a similar attempt in 2002 as chief minister then. Palaniswami said former chief minister Jayalalithaa had earlier constituted an expert panel to go into the issue of banning plastic products. &quot;Without permission, they embarked on a trekking expedition. Trekkers should climb hills only after taking the government&#39;s nod,&quot; the chief minister said in Salem, Tamil Nadu.

Stern action would be taken in the future against trekkers who undertake such expeditions without the state&#39;s permission, he said.

During the summer months of March, April and May permission to trek is not given as the high forest ranges are dry with the possibility of forest fires spreading fast, he said.

The chief minister told reporters that a probe had been ordered to ascertain the cause of the fire and how it spread along the Kurangani hill ranges in Theni district.

Out of the 17 people getting treatment in hospitals, five are in Theni and the rest in Madurai, he said, adding he will visit the injured at Madurai this evening.

The team comprised 24 people from Chennai and 12 from Tiruppur and Erode districts.

The session, being convened on January 8, will see Dhinakaran making his debut in the assembly after having won the December 21 bypoll by a thumping margin of over 40,000 votes against ruling party candidate E Madhusudhanan.

Fresh from the bypoll win, Dhinakaran has said &quot;5-6&quot; senior ministers, including Palaniswami, should step aside for the continuance of the AIADMK government.

Senior party leader and Fisheries minister D Jayakumar said the ministers could not attend due to official engagements, while the others could not make it due to reasons such as pilgrimage and illness. 
They had given letters in this regard, he added.

At the meeting, the legislators were advised to maintain &#39;decorum&#39; at any given situation and abide by the party whip, the sources said.

While chief minister Palaniswami is the AIADMK co-coordinator, his deputy Panneerselvam is the coordinator.

The meeting also discussed the prospects of the ruling party launching its own TV channel and daily, especially in the absence of a dedicated mouthpiece following differences with the family of deposed leader, VK Sasikala.

AIADMK organs-- Jaya TV and Tamil vernacular Dr Namadhu MGR, controlled by Sasikala&#39;s family, were earlier party mouthpieces but have been openly critical of the Palaniswami camp after it sidelined Dhinakaran, her nephew.

Next week&#39;s assembly session would commence with the customary address by Governor Banwarilal Purohit, his first after assuming charge in November 2017.

Speaker P Dhanapal had disqualified the 18 MLAs for revolting against Palaniswami in August last year.

These MLAs had met the then governor Ch Vidyasagar Rao and said they had lost confidence in the chief minister, a day after the formal merger of the two factions led by Palaniswami and then rebel leader and Panneerselvam on August 21.

The High Court, while not granting any stay on the disqualification, has restrained the Election Commission from conducting bypolls to the 18 constituencies and the assembly from holding a trust vote.

Meanwhile, the party today announced 12 leaders, including former ministers C Ponnaiyan, P Valaramthi, S Gokula Indira and Vaigaiselvan as AIADMK spokespersons.

According to a release from Panneerselvam and Palaniswami, the others in the panel include former MP KC Palanisamy and former MLA JCD Prabhakar.

The meeting said that Dinakaran was sacked from the post of deputy general secretary on August 10 itself, therefore any changes made by him in the party posts were invalid.&nbsp;

One of the resolutions adopted by the party meeting said Dhinakaran had &quot;no authority or qualification&quot; to remove the appointees of late AIADMK chief Jayalalithaa.

He was appointed as deputy general secretary by Sasikala before her imprisonment to the Bengaluru jail. The resolution said he was not authorised by relevant party bye-laws. Also the Election Commission had refused to accept his appointment.&nbsp;

&quot;With the Election Commission so far not recognising V K Sasikala&#39;s appointment as general secretary, which was done as an interim measure, the appointment of Dhinakaran as deputy general secretary by her and his getting involved in party affairs is against party laws,&quot; it said.

The resolution said that they had very clearly stated all this to Dhinakaran.&nbsp;

Dhinakaran was already made familiar to all this by &quot;functionaries appointed by &#39;Amma&#39; (Jayalalithaa),&quot;.

Dhinakaran and his followers have dismissed Palaniswami&#39;s meeting and the resolution passed at the AIADMK headquarters, claiming that only the party&#39;s general secretary has the authority to hold a meeting and they were not invited to the party meeting.&nbsp;

Dhinakaran, nephew of Sasikala, along with the support of 21 MLAs is demanding the removal of Palaniswami as CM. Since the merger, he has also been trying to prove his authority over the party by bringing in his supporters and removing the already existing ones.&nbsp; 
 
Questioning the legality of the appointments made by Sasikala before going to jail the meeting has also adopted a resolution to call a general council meeting for the expulsion of jailed party chief.

Besides this, the meeting has also decided to bring back the party backed media &#39;Namathu Dr MGR&#39;&nbsp;and &#39;Jaya TV&#39;.
