The Uttar Pradesh government on Saturday (Nov 16) formed a four-member committee to probe into the fire at the children's ward of a medical college in Jhansi that snuffed out the lives of 10 newborns as officials suspect an electrical short circuit to be the cause of the tragic incident.

Chief Minister Yogi Adityanath has already directed the Divisional Commissioner of Jhansi, the fire department and the deputy inspector general of police to submit a report on the incident within 12 hours.

Amid claims that the medical college had expired fire extinguishers, Deputy Chief Minister Brijesh Pathak asserted all firefighting equipment in the college was completely fine and a fire safety audit was carried out in February and a mock drill in June.

Principal of the medical college, Dr Narendra Singh Sengar, also termed the allegations "baseless".

The committee, to be headed by the Director General of Medical Education and Training, has been tasked with identifying the cause of the fire and determining whether any negligence was involved and asked to submit its report within seven days.

"Sixteen children are undergoing treatment in other wards of the medical college. The children, who were three to four days old, have been kept on a warmer," Pathak told PTI.

The blaze at the neonatal intensive care unit (NICU), where the infants admitted were mostly prematurely born, has been doused but the air around is heavy with sorrow. Parents, mostly young mothers, and their families who gathered outside the children's ward clung to one another, drawing strength in their darkest hour.

Yakub Mansuri was sleeping on the pavement outside the children's ward Friday night when the fire broke out. He broke in through a window and managed to rescue some newborns but not his two daughters.

Santoshi, who gave birth just 11 days ago, sat on the ground sobbing with her face covered by her palms, not ready to accept the loss of her child.

Post-mortem of seven infants was carried out on Saturday while the autopsy of three could not be done as their parents have not been identified yet, Additional Superintendent of Police (City) of Jhansi Gyanendra Kumar Singh told PTI.

According to District Magistrate Avinash Kumar, the fire broke out around 10.45 pm on Friday in the NICU wards of the Maharani Laxmi Bai Medical College, one of the largest government hospitals in the state's Bundelkhand region, possibly due to an electrical short circuit.

President Droupadi Murmu termed the incident "extremely heartbreaking" while Prime Minister Narendra Modi announced assistance of Rs 2 lakh for the family of each deceased. The Uttar Pradesh government has also announced an ex gratia of Rs 5 lakh each to the parents of the newborns who died and Rs 50,000 to the kin of each of the injured.

The incident sparked a political blame game in the state where by-polls to nine assembly seats are to be held on November 20. Opposition parties blamed the BJP government in the state and said the deaths raise many serious questions on the administration.

The Congress targeted the Adityanath dispensation with Rahul Gandhi saying such tragic incidents happening one after another in Uttar Pradesh speak of negligence of the government and administration.

Party president Mallikarjun Kharge demanded an investigation into the accident and strict legal action against whoever was found guilty of negligence.

Samajwadi Party chief Akhilesh Yadav said Adityanath should leave the poll campaign and focus on improving the state's health and medical facilities. He also demanded that Rs 1 crore should be paid to all bereaved families, adding, "Gorakhpur should not be repeated".

A statement from the Uttar Pradesh government said that on Adityanath's directions to expedite the rescue work, senior officials took charge of the situation Friday night itself.

Most of the children were evacuated to safety within 15 to 20 minutes through the rescue operation, it said, adding that most of the infants were shifted to the PICU ward.

Expressing his condolences to the families of the deceased children, Adityanath directed the officials to provide all possible help to the victims.

At an election rally at Phulpur in Prayagraj, he said the fire was caused by a short circuit. "To ensure that other children were rescued, we were up all night coordinating (with officials) for relief and rescue efforts," he said while explaining why he was delayed in arriving at the rally.

"My heart goes out to those who lost their children," he said.

The state government also said that as soon as information about the incident was received, Adityanath sent his deputy Pathak and the principal health secretary to the spot.

"Instructions have been issued to launch a three-tier probe into the incident. The Jhansi Divisional Commissioner and the DIG have been told to probe the matter and the fire department will also look into it. Along with this, instructions have also been given for a magisterial inquiry into the incident," Pathak said on X.

In another post in Hindi on X, Pathak said he has spoken to the family of the children injured in the blaze and assured them of all possible help.

Interacting with reporters, he said, "We will detect the cause of the incident and whose negligence led to it. The priority is giving quality treatment to the injured." Talking about the rescue operation, the principal of the medical college said, "The children who did not suffer any burn injury or suffocation are being taken care of at the district hospital. The rescued children have been admitted to other wards of the medical college, district hospital and private nursing homes." Earlier on Saturday, Senior Superintendent of Police Sudha Singh told reporters that 16 injured children were being treated and efforts were underway to save their lives.

"I don't know where my child is. When the fire broke out, I couldn't go inside to rescue my baby. How could I? When no one was able to get inside, how could anyone hand me my baby? Everyone was running around in panic," Santoshi told Indian news agency ANI.

She added that so many babies were inside the NICU when the fire broke out and it seemed like the babies did not survive.&nbsp;

"Some babies couldn't be rescued. It's unclear if they were burned or saved. No one knows what happened to the children," Santoshi added as she continued to desperately look for her "first baby".

She added that the hospital did not allow her to see her baby before the fire broke out.&nbsp;

Rani Sen, a resident of Narayan Bagh in Jhansi&nbsp;and aunt of a baby who was in the NICU during the fire, has been searching for answers since the incident. &nbsp;

"It is being said my child is dead, but no one has told me on what basis," she said, adding, "After the fire, they were saying, 'Go in and take your children.' But by then, many of the children had already died in the fire."

She further questioned the identification process used by the hospital. &nbsp;

"They say it's based on the tags on the children. If the identification is based on tags, what about the child I found, who had no tag? I admitted that child under my name to Dr Kuldeep Trivedi's care in the ICU, and he is safe now. But that child is not mine. I informed them of this as well," she told ANI.&nbsp;

She then asked for proof of her baby's death and called for a DNA test to identify the victims.&nbsp;

"If I hadn't told them I had someone else's child, would they even know it wasn't mine?" she asked.&nbsp;

Rani then urged the authorities to let parents identify their children. "All the children in Jhansi's hospitals should be brought in, and parents should be allowed to identify their own children. If anyone can't identify their child, then a DNA test should be done," she said.

The opposition in the northern Indian state of Uttar Pradesh came down heavily on the ruling government of Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP) over a fire tragedy at a government hospital that killed at least 10 infants on Friday (Nov 15). The Samajwadi Party (SP) accused the BJP government and UP Chief Minister Yogi Adityanath of gross negligence of the state’s health index. The opposition also demanded the state’s health minister, Brajesh Pathak, step down over the horrific fire at Laxmibai Medical College in the city of Jhansi.

SP Chief Akhilesh Yadav launched a scathing attack on the BJP on Saturday, saying, “The Chief Minister should leave the election campaign and false claims of 'everything being fine' and focus on the poor condition of health and medical facilities.”

The SP chief also blamed the fire incident on equipment of alleged poor quality. “This is a direct case of negligence of medical management and administration or of poor quality oxygen concentrator. Punitive action should be taken against all those responsible in this case,” the SP chief wrote.

Earlier, media reports claimed that the fire at the hospital may have started due to a short circuit in an oxygen concentrator. At the time of the incident, 54 babies were admitted to the Neonatal Intensive Care Unit (NICU) of the hospital. While some babies were rescued, others were burnt to death and some remain in critical condition. The incident has now caused nationwide outrage.

Congress leader and the Leader of the Opposition (LoP) in the lower house of the Indian Parliament, Rahul Gandhi, also raised questions about the state’s BJP government.

“It seems that such tragic incidents are happening one after another in Uttar Pradesh which raises so many serious questions about negligence of the government?” Gandhi wrote on X. He also demanded a probe be launched into the incident, asking for severe legal consequences for the culprits.

A film, made on her life, naturally would generate a lot of interest. ‘Manikarnika: The Queen Of Jhansi’ featuring Kangana Ranaut in the titular character attempts to showcase the valour of the brave queen and thus serves the perfect platform to Ranaut to show her talent as an actor and director.

The first half an hour is just spent in establishing how our heroine is not your usual 19th-century girl. A bright girl, who can give veterans a tough fight in sword fighting, is kind to people and animals. Born to a Brahmin family in Varanasi, and then raised by a Peshwa, she is initially a tad hesitant to become a queen of a state. But as she marries King Gangadhar Rao of Jhansi, she does slip into the role of a queen easily- becoming a people’s queen who may break protocols but is a just, kind ruler.&nbsp;

The East India Company’s presence, meanwhile, looms large over the kingdom and everyone is aware that if the new couple does not provide an heir, the Company would take over. The couple does have a child, but he dies soon after. And in order to protect the kingdom, the king adopts a cousin’s child as his own. But as East India Company overrules its own laws and threatens to take over Jhansi, Laxmibai, now a widow, has no choice but fend for herself and her kingdom.&nbsp;

Co-directed by Ranaut and 'Baahubali' writer Radha Krishna Jagarlamudi, the film quite naturally, showcases Kangana in all her glory. The range of the character is long. From a naive, innocent young girl to a courageous warrior, the character goes through myriad emotions which Kangana ably performs. She is feisty, confident and a true leader.&nbsp;Her range is admirable- you feel for her when she loses her son, you look at her with admiration when she decides to take on the responsibilities as a queen and you cheer for her when she is on the battlefield. Kangana looks breathtaking and owns every frame that she is in.

Here’s the thing- at the time when Queen of Jhansi went to war with the British- the concept of a consolidated country did not exist. Every king was ultimately fighting to save his own kingdom from the East India Company. Sure, she was a brave, rebellious leader with great courage- but she fought to save her kingdom- not with the intent to set an example for the future generation- as is portrayed in the film.

The film also overlooks almost every other character who in reality had a lot to do with Laxmibai’s emergence as a rebel leader. Tatya Tope, one of the most prominent leaders of the 1857 rebellion, is reduced to a caricature character in the film. So is Gangadhar Rao, the king of Jhansi. His character sketch is almost laughable. Just because the story has the woman playing a strong-willed, brave character, it doesn’t mean that her man has to be borderline effeminate or coward- as is projected in the film.

There are also certain scenes that one can understand have a certain agenda and play to the gallery and those perhaps the weakest links of the film. Even if they had stuck to the story of Laxmibai, it would have made for a heartwrenching, thought-provoking film. She was, after all, an unusual choice for a leader at that time hence her emerging as the warrior queen trying to save the kingdom from foreign rule would anyway make for an epic saga. The frills of nationalism were not needed. Her story, for time immemorial, evokes a lot of pride among the countrymen. A film celebrating her valour would have had an equal impact on the nation.&nbsp;

The ensemble cast comprises of some very prominent actors. There is Ankita Lokhande who plays the feisty Jhalkari Bari- a commoner who joins the struggle because of her admiration for the Queen. Bengali star Jishhu Sengupta plays the King but a poor screenplay doesn't allow him to do much with his character. Neither does Atul Kulkarni have much to do as Tatya Tope with such limited screentime. Veterans like Danny Denzongpa and Kulbhushan Kharbanda also get limited screen-time and are unable to create a lasting impression as a result. The film is written to project Kangana's talent solely and she is there in almost every scene.&nbsp;

Those scenes, despite blotchy VFX, are well choreographed and executed - giving the audience a sense of the catastrophe and havoc that had ensued at Jhansi. The film also has a beautiful soundtrack by Shankar-Ehsaan-Loy which enhances the narrative to a great extent.&nbsp;

If you know and understand Indian history well, you will find yourself feeling exasperated&nbsp;on several occasions while watching the film. It can perhaps be enjoyed more like a fictional tale, where the two directors have taken copious amount of liberty while presenting the story of India's favourite heroine. Watch it for Kangana- it is completely her show and she doesn't disappoint.&nbsp;

'Manikarnika' review: It's a Kangana Ranaut show all the way

Several parts of the country continued to reel under <a href="https://www.wionews.com/india-news/delhi-records-all-time-high-of-48-degree-celsius-226013">sweltering heat</a> Tuesday with mercury crossing the 45-degree mark, even as four elderly pilgrims travelling on a train from Agra to Coimbatore died due to <a href="https://www.wionews.com/world/opinion-why-the-heat-wave-should-worry-us-158593">extreme heat</a>.

The pilgrims, hailing from Tamil Nadu, were travelling in non-AC coaches of Kerala Express. They complained of uneasiness and by the time, the train reached Jhansi, three of them died. One of the pilgrims died in a hospital, officials said.&nbsp;

Jhansi in Uttar Pradesh has been experiencing severe heat wave in recent weeks. It recorded a high of 48 degrees Celsius Tuesday.&nbsp;The maximum temperature hovered close to 45 degrees Celsius at most places in Punjab and Haryana.&nbsp;

Hisar in Haryana and Patiala in Punjab sizzled at 45.5 degrees Celsius, a MeT official said.&nbsp;

Intense heat wave conditions also swept Bhiwani at 45.3 degrees Celsius, while Karnal and Narnaul recorded above normal temperature of 44 degrees Celsius each.

Common capital Chandigarh recorded a high of 43.9 degrees Celsius, up by five notches against normal.

In the national capital, Safdarjung observatory, reading of which is considered official for the city, recorded a high of 44.5 degrees Celsius, five notches above the season's average.&nbsp;

The weatherman, however, has forecast that the mercury will see a fall in the city.&nbsp;

Over the next few days, <a href="https://www.wionews.com/india-news/delhi-ncr-may-get-respite-from-scorching-heat-in-the-coming-days-imd-226167">Delhi may experience thunderstorm or dust storm</a> leading to slight rain, said a MeT department official.

The official said the maximum temperature is likely to be between 41 to 42 degrees Celsius on June 12 and 13; 43 degrees Celsius between June 14-16; and 39 degrees Celsius on June 17 in the city.&nbsp;

The maximum temperature in most parts of Rajasthan remained near and above 45 degrees Celsius.&nbsp;

Though isolated places in east Rajasthan recorded light rainfall and lightening, whereas the western parts of the state witnessed heat wave conditions. 
Churu remained the hottest place in the desert state at 47.3 degrees Celsius followed by 46.2 degrees in Sriganganagar, 45.9 degrees in Kota and 45.1 degrees Celsius in Bikaner. Barmer and Jaisalmer also recorded maximum temperatures above 44 degrees Celsius.

Dry weather prevailed in most parts of Uttar Pradesh with state capital Lucknow recording a maximum temperature of 42.1 degrees Celsius, three degrees above normal.&nbsp;

According to the meteorological department, rain or thunderstorm is very likely at isolated places in the state. It also warned that severe heatwave conditions are likely to prevail at isolated places in the state.&nbsp;

Jhansi was the hottest place in the state where the mercury soared to 48 degrees Celsius, seven degrees above the normal mark. Allahabad witnessed a high of 46 degree Celsius.&nbsp;

Sambalpur in western Odisha turned out to be the hottest place in the state, recording 45 degrees Celsius followed by 44.4 degrees in neighbouring Hirakud and 44.2 degrees in Jharsuguda, the Meteorological Centre here said. &nbsp; &nbsp;The state capital Bhubaneswar recorded a maximum temperature of 40.3 degrees Celsius, up from 37.8 degrees Celsius measured on Monday, while relative humidity in the city stood at 87 per cent, it said.

The MeT has forecast heat wave conditions to prevail in many parts of the state for at least next three days.&nbsp;

People of Himachal Pradesh, however, got some respite from the scorching heat as light rains lashed isolated parts of the state.&nbsp;

Shimla and Kufri were lashed by 8 mm rains each followed by Bhuntar 3 mm, Manali 2 mm, Chamba and Baghi 1 mm each and Kangra recorded 0.1 mm rain.

Una was the hottest place at 44.8 degrees Celsius.

There were reports of mild snowfall on high peaks of Lahaul and Spiti.&nbsp;Rain is also likely to occur in several parts of the state on Wednesday.&nbsp;

So, if I or my film Manikarnika... doesn’t win at National film awards, then it will question the credibility of that award ceremony but if I come across other good work then, I will be objective enough to say it’s better than me.”
