In a bid to avail better protection of cows and prohibition of smuggling of cattle across India and Bangladesh border, the Centre today in its report to the Supreme Court said each cow and its progeny across India should get a Unique Identification Number (UID).

The Centre told the apex court that a committee headed by Joint Secretary and Home Ministry was formed, which has given certain recommendations in the issue.

With an aim to stop cow smuggling, the committee said the responsibility of safety and care of abandoned animals is mainly of the state government.

&quot;Every district should have a shelter home of the capacity of at least 500 animals for abandoned animals. This will help reduce the smuggling of abandoned animals,&quot; it added.

The committee further said special care should be given to cattle beyond the age of milking, adding the animals which stop milking are mainly smuggled outside India.

&quot;Scheme should be launched for farmers in distress so that they do not sell animals that are beyond milking age. Funding of shelter homes should be done by the State Government. The existing shelter homes lack facility and human resources,&quot; it stated.

Another recommendation by the Centre said each cow and its progeny across India should get a Unique Identification Number so that their tracking can be done.

&quot;The UID number should have age, breed, sex, lactation, height, body, color, horn type, tail switch and special marks details of the animal. The UID for cow and its progeny should be made mandatory across India,&quot; the Centre asserted.

According to a report published in The Economics Times, the animal husbandry department had assigned technicians to affix a tag with a 12-digit unique identification number inside the ear of cows.

Nearly 100,000 technicians have been armed with 50,000 tablets, the report said. The yellow-coloured tag is fixed in the centre of the earlobe.

The tags cost Rs 8 apiece and are lightweight.

Once the tag is fixed, the technician will use a tablet to update the number in an online database and also provide the cattle owner with an &#39;animal health card&#39; recording the UID number, owner&#39;s details, the status of periodic deworming and vaccinations of the animal as well as breeding details.

The move will help in tagging and tracking cattle so that they are vaccinated on time and scientific intervention is made available for better breeding and increasing milk production, doubling the income of dairy farmers in the process by 2022.

The Centre has set aside Rs 148 crore for procuring the tags, tag applicators, tablets and health cards, officials said.

A Muslim man in India died Wednesday after being assaulted by cow protectors in India&#39;s western state of Rajasthan.

On Monday, 55-year-old Pehlu Khan was allegedly smuggling cows when a bunch of cow vigilantes apparently associated with Hindu nationalist groups -- Bajrang Dal and Vishwa Hindu Parishad -- beat him and four others in Alwar, roughly 165 km from New Delhi, Guardian reported.

Khan and the other injured were beaten up despite them furnishing documents to show they had purchased the cows legally,&nbsp;

The victim&#39;s&nbsp;uncle Husain said that Khan was not a butcher but a dairy farmer, and had bought the cows for dairy business, BBC reported.&nbsp;

Although the local police have listed 200 suspects, they are yet to arrest anyone for Khan&#39;s murder.&nbsp;

Khan became the 10th victim in the last two years to be killed by cow vigilantes in the country.

Cow is&nbsp;revered by religious Hindus in India and beef meat is eschewed by them.&nbsp;

Beef in India is largely consumed by Muslims, Christians and people belonging to lower Hindu castes.

Consumption of beef has been a&nbsp;torchlight for communal clashes in India over the years, largely between Hindus and Muslims.

The issue of cow protection resuscitated after Indian Prime Minister Narendra Modi promised to ban beef across the country during his election campaign in 2014.

Cow vigilantes, emboldened by the increasingly assertive Hindu nationalism in the country, turned the issue of cow protection on its head in 2015 when a Muslim man named Mohammed Ikhlaq was lynched in Dadri, a town in north India.

Several other leaders belonging to Modi&#39;s Bharatiya Janata Party have also talked tough on cattle smuggling and beef consumption in recent times.

One of the first things Yogi Adityanath, the recently appointed chief minister of India&#39;s most populous state Uttar Pradesh, did was to clamp down on illegal slaughterhouses.

Raman Singh, chief minister of another state Chhattisgarh, also threatened to hang those found guilty of cow slaughter.

India&#39;s western state of Gujarat last week passed a legislation that punishes cow killers with life imprisonment.

Cow vigilante groups have also become active in several states of the country. They routinely waylay vehicles to inspect them to deter people from smuggling cows.

The rightwing Bharatiya Janata Party-led Indian government is pulling out all stops to scientifically find out the benefits of cow urine, whether it can cure diseases ranging from cancer to dengue.

With Hindus being the dominant religion in India, many view the cow to be sacrosanct and swear by the benefits of cow urine in terms of health and wellness. Cows are worshipped by many Hindus in India during festivals.

The Indian government, which also holds the cow as an integral part of Hindu tradition, has set up a committee to scientifically prove the advantages of cow urine, according to CNN.

Dr Kavya Dashora, a committee coordinator, told CNN that it is known that their urine has &quot;many antiviral properties&quot;.&nbsp;

&quot;We just need to scientifically validate it,&quot; she said.

The research team will operate from Indian Institute of Technology (IIT) Delhi and be funded by the government&#39;s ministry of science and technology.

The committee will be formed by the end of February.

The Indian government has been keen to back missions about development of cows. Soon after coming to power, the government launched a Rs 500-crore mission ($75 million) to encourage locally-bred cows over cross-breed variants to hike the output of milk produced.
