<p>The Jammu and Kashmir human rights commission has directed the state government to pay Farooq Ahmad Dar -- who was used as a &quot;human shield&quot; by the Army -- Rs 10 lakh in compensation.&nbsp;</p>

<p>Dar, an embroidery artisan, had been tied to an army jeep by Major Leetul Gogoi during the Srinagar Lok Sabha bypoll.&nbsp;</p>

<p>Gogoi had said he had been surrounded by stone pelters at the time and that he had used Dar as a human shield to deter the pelters and evacuate his men to safety.&nbsp;</p>

<p>Shortly after the incident, Gogoi had received a commendation card from the Army chief.&nbsp;</p>

<p>&quot;For the humiliation, physical and psychiatric torture, stress, wrongful restraint and confinement, the commission thinks it appropriate to direct the state government to pay a compensation of Rs 10 lakh to the victim,&quot; the order added.</p>

<p>The commission has directed the&nbsp;J&amp;K government to comply with its direction within six weeks.</p>

<p>The judgement however is recommendatory in nature and will need the approval of the state government.&nbsp;</p>
