After providing consular access to jailed Indian national Kulbhushan Jadhav September 2, Pakistan has started the legal process to ''review and reconsider'' the death sentence awarded to him by a military court.

''Pakistan authorities are looking at the legal provision in the law to decide whether to go ahead with the case following International Court of Justice’ judgement”, said the Pakistani Ministry of Foreign Affairs spokesperson Dr Mohammad Faisal in response to a question during his weekly briefing.

Pakistan granted consular access to Jadhav on September 2 after the International Court of Justice ruled and instructed Pakistan to do so.

Pakistan claims Jadhav&nbsp;is a “serving commander of the Indian Navy and a spy who was arrested from Balochistan and tried on charges of espionage”.&nbsp;

However, India maintains that Jadhav is “an innocent Indian national who was kidnapped from Iran”.&nbsp;

In response to a question on the Indus Water Treaty, foreign affairs spokesperson&nbsp;said, “Pakistan has an exclusive right over three western rivers under the Indus Waters Treaty, any act to deviate or stop them will be considered as an act of aggression and Pakistan has the right to respond‬.”

The comment came after Indian Prime Minister Narendra Modi said that India would divert the river flow of the three rivers that fall under the Indus Water Treaty of 1960 between India and Pakistan.

On the recent visits&nbsp;of the Pakistan&nbsp;Prime Minister Imran Khan to Saudi Arabia and Iran in an attempt to defuse tensions in the Persian Gulf, the spokesperson said PM&nbsp;has stressed on the avoidance of a military conflict and constructive engagement of all parties. He added that Khan was ready to mediate and facilitate any talks between the two countries.

Confirming the postponement of the visit of the Turkish President &nbsp;Recep Tayyip Erdogan, Faisal said that a new date will be announced very soon.

Erdogan was scheduled to visit Pakistan on October 23-24 for the annual high-level strategic dialogue between Pakistan and Turkey.

The visit now stands postponed due to the situation at the Turkey–Syria border.

On the matter of Kartarpur corridor, the Foreign Office said that the matter of the draft agreement is under process and they will update on the matter very soon.

Pakistan foreign ministry spokesperson Dr Mohammad Faisal in a tweet said, "Consular access for Indian spy Commander Kulbhushan Jadhav, a serving Indian naval officer and RAW operative, is being provided on Monday 2 September 2019, in line with Vienna Convention on Consular relations, ICJ judgement & the laws of Pakistan".

Calling Islamabad to provide full consular access to Jhadav, India in its response asked Pakistan to provide "unimpeded consular access" in an "environment free from the fear of intimidation and reprisal, in the light of the orders of the international court of justice(ICJ)". Pakistani proposals had two riders--Pakistani security personnel will be present in the meet and there will be CCTV cameras present in the room. According to the Vienna Convention, article 36, "Consular officer shall be free to communicate with nationals of the sending State and to have access to them" and the fact a Pakistani officer will be present means Pakistan is contravening the convention. The Pakistani proposal for consular access for Kulbhushan Jadhav after New Delhi got a major diplomatic victory at the International Court of Justice (ICJ). On July 17, in its verdict, President of the International Court of Justice Abdulqawi Ahmed Yusuf said,"Islamic Republic of Pakistan is under an obligation to inform Kulbhushan Sudhir Jadhav without further delay of his rights and to provide Indian consular officers access to him in accordance with Article 36 of the Vienna Convention on Consular Relations" The Court declared that Pakistan is under an obligation to inform Jadhav without further "delay of his rights." The court unanimously found that it had jurisdiction in the case and by a vote of 15-1, pronounced its verdict, with the sole dissenting Judge being Ad Hoc Judge Tassdduq Hussain Jillani was is the former Chief justice of Pakistan.

Dr Faisal admitted that there are some differences with India on the proposed modalities of the corridor between India and Pakistan however he was quick to say that these differences are not too big.

Dr Faisal who led the Pakistani delegation to Attari, India on Thursday, March 14, 2019, to hold talks with Indian side on the modalities of the Kartarpur corridor, exclusively spoke to WION said that, he is ''expecting good things to come out from these talks'' [to be held on the April 2 at Wagah, Pakistan] and that he “hopes to conclude the rounds of meetings between India and Pakistan on the Kartarpur Sahib corridor, as soon as possible.''

In the interview, Dr Faisal remained calm, serious and maintained his line of engagement without indulging in the usual rhetoric and said that Pakistan is keen on facilitating the finalisation of this corridor and that the country has gone out of the way to accommodate the minorities of Pakistan and the people of India.

In response to a question, Dr Faisal refrained from terming the ongoing talks as the resumption of dialogue between the two neighbours ''as the Indian side is cagy'', he however&nbsp;was quick to point out that Pakistan is ready for talks with India on all issues including that of terrorism.

Stressing for the need of dialogue, Dr Faisal said that ''the way to forward is only through dialogue and conversations and understanding issues however any desire of Pakistan to begin the dialogue with India should not be taken as its weakness.''

On the issue of reports of a particular number of pilgrims to be allowed from India into Pakistan through the Kartarpur corridor, Dr Faisal said that he would not exactly divulge into minute details since the negotiations are currently ongoing however once agreed, it would be made public.&nbsp;

He said that Pakistan will give a memorable welcome to Indian guests on April 2 at Wagah. While referring to the joint statement that was issued after the Kartarpur talks at Attari, he termed that as a big success given that ''there had not been a joint statement between India and Pakistan for many years.''

While terming the Kartarpur talks as a step in the right direction between the two neighbouring countries, Dr Faisal said, ''We will have to account for some logistical limitations which we will share with the Indian side when we meet on the April 2.''

Pakistan and India’s technical experts will be meeting on March 19 2019, Tuesday at the zero point at Kartarpur to further chalk out the way forward of the Kartarpur corridor which Pakistan aims at opening before November 2019, this meeting is to be followed by a visit of the Indian delegation at Wagah, Pakistan on April 2, 2019.

Cartosat-2 Series is an advanced remote sensing satellite similar in configuration to earlier six spacecraft in the series and intended to augment data services to the users.

Its primary objective is to provide high-resolution scene-specific spot imageries that would help in urban and rural applications, coastal land use and regulation, road network monitoring, water distribution and geographical information system applications among others.
