With a rise in the temperature in the country,&nbsp;Central Public Works Department (CPWD) has issued a set of guidelines compiled by the Indian Society of Heating Refrigerating and Air Conditioner Engineers (ISHRAE) advising people about&nbsp;ideal temperature of an air-conditioner during the lockdown.

There has been an increase in the usage of air conditioners and desert coolers as the public has been spending more time at home under the lockdown in the bustling heat.

Due to this, there have been several concerns over the use of ACs and coolers over what temperature should&nbsp;we use the AC at this point of time.

As per the 18-page guideline, the temperature of the home-run AC should be between 24-30 degrees Celcius and the humidity should be between 40-70 per cent.

"Recirculation of cool air by room air conditioners must be accompanied by outdoor air intake through slightly open windows and exhaust by natural exfiltration," the advisory said.

“Too much humidity leads to higher levels of dust mites and fungi, two of the worst culprits for indoor allergy sufferers. Mold and fungi are known to exacerbate respiratory conditions such as asthma,” it added.

The centre also advised people to keep rooms ventilated when ACs are not in use, and to keep the windows partly kept open while using electric fans.

For commercial, industrial facilities, the government has suggested ventilation with outdoor air.&nbsp;“The mechanical exhaust air shall be 70-80 percent of the fresh air quantity to maintain necessary positive pressure in the space,” the advisory read.

According to an annual report (2018-19) prepared, and released earlier this month by the Central Public Works Department, the agency has been asked to construct 44 "strategically important" roads along the India-China border to ensure quick mobilisation of troops in case of a conflict.

The nearly 4000-km-long Line of Actual Control between India and China touches areas from Jammu and Kashmir to Arunachal Pradesh.

The report comes at a time China is giving a priority to projects along its India borders. In 2017, Indian and Chinese troops engaged in a face-off at the Doklam tri-junction after the neighbouring country had begun building road in the area.

The standoff ended on August 28 following a mutual agreement under which China stopped the construction of the road and India withdrew its troops.

The report stated that these 44 strategically important roads along the India-China border will be constructed at a cost of nearly Rs 21,000 crore.

"The CPWD has been entrusted with construction of 44 strategically important roads along the Indo-China Border spanning 5 states of J&amp;K, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh," the report stated.

"The total Cost of work as per DPRs (Detailed Project Reports) is Rs 21,040 crores (approx.)," the report stated

It said the process of approval of DPRs by the Cabinet Committee on Security (CCS), headed by Prime Minister Narendra Modi, is underway.

The CPWD report also stated that lateral and axial roads measuring over 2,100 kilometres will be built with a cost of around Rs 5,400 crore in Rajasthan and Punjab along the Indo-Pakistan border.

The DPRs for this project are under preparation in CPWD, which is a major construction agency of the central government.

"A total of 945 km of lateral roads and 533 km of axial roads lie in Rajasthan (tentative cost Rs 3,700 crores) and 482 km of lateral roads and 219 km of axial roads in Punjab (tentative cost Rs 1,750 crores)," it stated.

The road projects will secure the vast and remote border areas of Rajasthan and Punjab, it stated.

India's border with Pakistan runs through four states, Jammu and Kashmir (1,225 km, which includes 740 km of Line of Control), Rajasthan (1,037 km), Punjab (553 km) and Gujarat (508 km).

Government to construct 44 'strategically important' roads along India-China border

The Central Public Works Department (CPWD) has announced a country-wide ‘Swachh Building Competition’ under which various government buildings will be rated for their cleanliness. The competition will be held from September 23-29.

According to the CPWD, the competition is being organised under ‘Swachhta Hi Seva Campaign’ which aims at generating greater public participation towards cleanliness and is being organised in the run-up to the fourth anniversary of the Swachh Bharat Mission on October 2, 2018.

The CPWD, the central government’s largest construction agency, said various government buildings will be rated for their cleanliness. “During the competition, various buildings under each zone shall be rated for their cleanliness against standard benchmarks…”CPWD said in an office memorandum.

A simple assessment of cleanliness in common areas of the buildings will be conducted over a week’s period and scores marked by a team of assessors. &nbsp;Winners will be suitably rewarded through commendation certificates or medals or trophies, it also stated.

“Each common area such as corridor/lobby at different floors/levels will be separately assessed and averaged out, to get the cleanliness score of the building concerned,” it added.

CPWD announces country-wide Swachh Building Competition

A junior engineer and a contractor from the Central Public Works Department (CPWD), an authority under the charge of public sector works in India, claimed that the Indian minister of state for health and family welfare locked them up in her home over a delay in work. 
 
&ldquo;They accused us of delaying the work and then locked us up. We were told that we will be locked up until the tiles don&rsquo;t come,&rdquo; contractor Narendra Gupta told ANI. 
 
Assistant engineer at the CPWD, Ajmer Singh, rescued the duo when one of them called him up. 
 
&quot;They (contractors) called us and we came here immediately to rescue (escape) them. We will talk to the minister and other people about what happened here. But we did not go to the police. We cannot have a rift with a minister. We are civic employees. We are here for work only and have the intention to work for every minister. But this the first time it has something like this has happened,&rdquo; Gupta said. 
 
&ldquo;If work is underway, there could be a delay because of any reason. It is not good to lock anyone inside the room for an hour and two,&rdquo; he added.&nbsp; 
 
Meanwhile, Patel&#39;s husband Ashish Singh said the allegations against his wife were baseless. 
 
&ldquo;I am not the in-charge of the bungalow and I was inside. When I came out, the workers were being scolded by the staff of the minister for delaying the work,&rdquo; he said. 
 
He also said that he and Patel are open to any legal action.
