<p>And with Gujarat and Himachal going to the polls soon, Prime Minister Narendra Modi and the BJP have been trying to put some distance between them and the tax.&nbsp;</p>

<p>Modi has of late been saying GST was first the Congress&#39;s idea.&nbsp;</p>

<p>The Congress of course has been trying to do the opposite -- lay the blame squarely at the BJP&#39;s door.&nbsp;</p>
