TMC's Sugata Roy has called central government the "government of the heartless" over Manipur issue.

"This Government is government of the heartless. They are sending delegation to West Bengal on any plea. But not one delegation has gone to Manipur where our brothers and sisters are dying...You have no compassion and that is why you have not gone to Manipur like other parties," he said in Lok Sabha.

The Opposition parties have moved Privilege Motion against Leader of the House in Rajya Sabha Piyush Goyal. The motion has been moved for using unparliamentary language.

The DMK has demanded that Prime Minister Narendra Modi take part in the proceedings. The party has raised question on PM Modi's silence on Manipur.

“Maybe Rahul Gandhi wasn’t ready today or maybe he woke late. Gaurav Gogoi spoke well. I am a victim of turbulent times of Manipur. My uncle suffered there and was injured," said Dubey during the address. 

"The Supreme Court has not given a judgement. It has given a stay order...He is saying that he will not apologise...Secondly, he says "I am not Savarkar" - You can never be Savakar..." said Dubey during the debate. 

The opposition continues to engage in sloganeering as the speaker looks on. Nishikant Dubey calls out the INDIA alliance for attempting to manufacture controversy. 

After attacking the government and the PM incessantly for nearly 30 minutes, Gogoi takes a seat. BJP MP Nishikant Dubey stands up to speak but the opposition starts creating a ruckus. 

Gogoi continues in Lok Sabha on no-confidence debate: "There has been violence in Manipur before. But we have never seen such anger divided between two sections of the society."

"It is a pity that the government which talks about one India has made two Manipur. They should remember the Rajdharma of Atal Bihari Vajpayee."

"When the police caught a big drug mafia, the Chief Minister's office called to release the person."

"PM is keeping silent, because wants to keep his party's image intact."

Congress MP Gaurav Gogoi in Lok Sabha, "PM took a 'maun vrat' to not speak in the Parliament. So, we had to bring the No Confidence Motion to break his silence. We have three questions for him - 1) Why did he not visit Manipur to date? 2) Why did it take almost 80 days to finally speak on Manipur and when he did speak it was just for 30 seconds? 3) Why has the CM not sacked the Manipur CM so far?"

Congress leader Gaurav Gogoi will initiate the discussion on No Confidence Motion in Lok Sabha, not Rahul Gandhi as earlier speculated.

Adhir Ranjan Chowdhury, the Congress leader in the Lok Sabha, expressed that BJP MP (Nishikant) Dubey made unfounded accusations against the Congress party and Rahul Gandhi during a session, using offensive language. "As per the rules, our party and like-minded Opposition parties wrote to the Speaker because no such allegations can be levelled against a member who are not given a notice earlier... We also met the Speaker for the same.""Our complaint was considered and such petty statements were removed from the records. We were satisfied. But surprisingly, all the issues raised by him on which we took an objection were uploaded in the record once again overnight...This has never happened in the Parliamentary history..." he said in the Lok Sabha.

This incident was also highlighted by Congress leader Shashi Tharoor during a press conference held in Delhi.

Rajya Sabha MP Mahesh Jethmalani says on Derek O'Brien's suspension, "He had been inviting such action. I think he was already warned four times but he didn't relent. So, I think Chairman had no other option."

Trinamool Congress MP in Rajya Sabha Derek O'Brien was suspended for the remainder of the Parliament Session. 

Lok Sabha Speaker Om Birla adjourned the lower house of Parliament until noon as disruptions continue to grip proceedings ahead of the no-trust motion against the NDA-led government. 
 

During a BJP parliamentary party meeting, Indian Prime Minister Narendra Modi sauid that the opposition alliance is plagued by mutual distrust, sources quoted by media reports said. 

The meeting of the leaders of the INDIA coalition party begins at the Rajya Sabha LoP's office in Parliament. The agenda is a no-confidence motion against the government which is to be taken up in Lok Sabha on August 8.

Out of the total 543 members in the House, the NDA government has 331 members. Within this count, the BJP holds a substantial presence with 303 MPs.

Additionally, support comes from 22 MPs of the YSRCP and 12 MPs of the BJD.

On the other side, the opposition is represented by the recently formed INDIA alliance, comprising 26 parties and spearheaded by the Congress.

Their collective strength stands at 144 MPs. This number will be further supplemented by the backing of 9 MPs from the Bharat Rashtra Samithi (BRS).
 

Congress leader Rahul Gandhi is expected to open the debate from the opposition side over the no-confidence motion against the government in the lower house of Indian Parliament, media reports said citing sources.

The motion, which was moved by Gaurav Gogoi, the Congress' deputy leader in the Lok Sabha, has been reportedly listed as the third item on the agenda.

Until now, the no-confidence motion has led to the downfall of three governments in India. However, the current government led by prime minister Narendra Modi appears to be secure in its position, as it holds a comfortable majority in Lok Sabha. 
 

Media reports citing sources said that PM Modi is scheduled to chair a BJP parliamentary party meeting before the no-confidence motion. The meeting will reportedly focus on devising a strategy to address the opposition's no-trust motion. 
 

A meeting of the INDIA party leaders is reportedly scheduled for 10 AM at the Office of the Leader of the Opposition in the Rajya Sabha with an agenda to devise a strategic plan for the proceedings in the house. During the ongoing Monsoon session of Parliament, there have been continuous disruptions due to the matter of ethnic violence in Manipur. The Opposition has been adamant about demanding a statement from the Prime Minister on this issue to be made in the House.
