Indian Parliament monsoon session | No Confidence Motion defeated in the Lok Sabha

"Efforts are underway by Centre, state government to punish the accused in Manipur. I want to assure the people of the country that there will be peace in Manipur in the near future," says PM Modi.

"I want to tell the people of Manipur including women and daughters of Manipur that the country is with you," he added.

Modi slams INDIA alliance, says, "This is not INDIA but 'Ghamandia' alliance; everyone there wants to be 'groom', be PM".

"Nothing is Congress' own, from its poll symbol to ideas, everything has been borrowed from someone else", he said.

"Congress party and friends have a history that they never trusted India and its abilities. There was a time when Pakistan used to attack our borders, and indulge in terror activities inside the country and would then deny involvement. They trusted Pakistan,"  says PM Modi replying on no-confidence motion debate in Lok Sabha. 

"Opposition thinks it can increase its credibility by using INDIA name for alliance, they needed 'NDA' to stay alive, they just added two 'I's to it due to their arrogance", says PM Modi on 'INDIA' bloc.

"We gave a scam-free govt to youth, gave them opportunity to fly high; we also restored pride of country and took it to new heights," says PM Modi.

"During this no-confidence motion, we saw something bizarre. The name of the Leader of Opposition was missing from the list of those who would speak during the no-trust motion," PM Modi said.

"Opposition couldn't prepare for debate on no-confidence motion despite so much time in hand, even its sympathisers are disappointed," says PM Modi

"God is very kind and speaks through some medium...I believe that it's the blessing of God that opposition has brought this motion. I had said during the no-confidence  motion in 2018 that it was not a floor test for us but a floor test for them and as a result they lost in the elections," says PM Modi.

The opposition moved a no-confidence motion against the Modi government on July 26 which was accepted by Lok Sabha Speaker Om Birla.

This is the second time Prime Minister Narendra Modi is facing a no-confidence motion.

LJP (Ram Vilas) chief Chirag Paswan, while speaking in the Lok Sabha, said, "This (Manipur crisis) should be a collective responsibility, not selective responsibility. If such an incident happens with any mother or daughter in any part of the country, then it is unforgivable and condemnable. The way Home Minister made an appeal (for peace in Manipur), we will have to get together." 

Pharmacy (Amendment) Bill, 2023 fdr amending the Pharmacy Act, 1948 was passed in the Rajya Sabha. The Lok Sabha had ealier passed the Bill on August 7.

In challenging the BJP administration regarding the Manipur unrest, Mahua Moitra, a TMC MP, highlighted that such a form of ethnic violence had not been observed in any state for numerous decades.

Speaking during the no-confidence motion debate, Moitra questioned, "Which state has experienced six thousand five hundred FIRs in three months? Which state has witnessed the destruction of four thousand houses and displacement of sixty thousand people?"

Trinamool Congress (TMC) MP Mahua Moitra criticised the BJP government's approach towards managing the turmoil in Manipur, labeling it as the most significant setback of the coalition government.

She clarified that the no-confidence motion's purpose was not solely numerical defeat of the government, but rather to compel the Prime Minister to address the issue.

Moitra pointed out that such a level of violence had not been observed in any state over the past few decades.

As the Rajya Sabha convenes, Chairman Jagdeep Dhankhar states, "Following the adjournment of the House, I had the opportunity to engage with the floor leaders. We had a comprehensive discussion, with everyone contributing. Three matters were under consideration — notices under Rule 267 and Rule 176."

"As progress seemed stymied, notices under Rule 167 emerged as a potential solution, as suggested by some leaders. Before these notices formally reached me, there was substantial public speculation about a potential compromise."

"I hold a strong sense of optimism. The Honourable Leader of the Opposition had his commitments, yet he kindly dispatched representatives to express their position."

The Rajya Sabha sessions have recommenced. Earlier today, the proceedings were suspended due to a commotion that erupted between the government and the Opposition regarding the rule governing the discussion on the Manipur violence. Amidst the chaos, Leader of the Opposition, Mallikarjun Kharge, queried whether Prime Minister Narendra Modi possesses divine status, as he seemingly couldn't attend Parliament. Consequently, the upper house was adjourned until 2 PM.

Nirmala Sitharaman, the Finance Minister, stated, "We are in the process of procuring tomatoes from tomato-growing regions in Maharashtra, Andhra Pradesh, Karnataka, and distributing them through cooperative societies like NCCF and NAFED. This distribution has been active since July 14th in Bihar, West Bengal, Uttar Pradesh, Delhi, and Rajasthan, and will continue. Furthermore, in Delhi, mobile vans are being used as outlets for NCCF, NAFED, and Kendriya Bhandar."

"We have realised that the banking sector needs to be healthy and therefore we took a lot of measures. Banks are able to work without political interference, they are working with professional integrity," Sitharaman told the Lok Sabha, adding the Centre is cleaning up the opposition's mess up in banks. 

Karnataka Minister and Congress leader Priyank Kharge said on Thursday that Prime Minister Modi's reply on the no-confidence motion would be his "Mann Ki Baat."

“The standard operating procedure will be followed, the PM will play victim card, he’ll blame the previous governments. He’ll invoke Nehru ji, Rajiv Gandhi, Manmohan Singh, and blame Rahul Gandhi...It took more than 80 days for the PM to say the word Manipur…It’s just going to be his ‘Mann ki Baat’ today,” Kharge told news agency ANI.

Lauding the central government's economic policies, Union Finance Minister Sitharaman told the Lok Sabha, "India is in a rare position of being optimistic and positive about its future growth."

Union Finance Minister Nirmala Sitharaman addressing the parliament said, "In 2013, Morgan Stanley had included India in the list of five fragile economies of the world. India was declared a fragile economy."

"Today, the same Morgan Stanley upgraded India and give it a higher rating. In just 9 years, the economy rose and saw economic development due to the policies of our govt - despite COVID. Today, we are the fastest growing economy of the world."

According to various reports, PM Modi is expected to take part in the discussion on the motion of no-confidence at around 4 pm IST. 

Akin to Lok Sabha, the Rajya Sabha was also adjourned till 2 pm, owing to ruckus from the parliamentarians. 

Amid ruckus from the House lawmakers, the speaker has adjourned the Lok Sabha till 12 noon. 

Speaking to ANI, Congress leader Adhir Ranjan Chowdhury said, "If a word is unparliamentary there is a provision to remove it."

"I don't think so Rahul Gandhi has used any unparliamentary words...Rahul Gandhi said that Bharat Mata is being humiliated...I have taken up this issue with the Lok Sabha Speaker, and he has assured me that he will look into it."

According to reports, Rahul Gandhi's remarks related to Mother India (Bharat Mata), which he made during his fiery speech were expunged from House records on the orders of the Chair.

Senior BJP leader and Union Minister Arjun Ram Meghwal took shot at Congress leader Adhir Ranjan Chowdhury who claimed that the parliament channel had cut short Rahul Gandhi's speech, a day before. 

"Adhir Ranjan Chowdhury should understand the role of the Speaker and Sansad TV, before pointing out the government. Rahul Gandhi was never disturbed during his speech yesterday, but the word 'Bharat Mata ki hatya' is not something that should be used in the Parliament," said Meghwal. 

On Thursday morning (August 10), PM Modi, ahead of his scheduled address to the parliament, held a meeting with Defence Minister Rajnath Singh, Parliamentary Affairs Minister Pralhad Joshi and Union Ministers Piyush Goyal and Arjun Ram Meghwal to discuss the government's strategy in the House.
