The Biden administration schemes to slap export controls on critical technologies ranging from quantum computing to semiconductor goods in an effort to harmonise key allies in a US-led effort to slow innovation in China and other adversarial countries.

The proposed regulations would restrict exports of quantum computers and components, key chip-making equipment, a cutting-edge semiconductor technology known as gate all-around and associated components and software made from metals and metal alloys. They would apply to all foreign exports, though they provide for licensing exceptions for countries that adopt similar controls. That would include Japan and the Netherlands for instance, among other close allies, and the US expects others to follow, the Commerce Department said in a statement.

Given American leadership in a range of academic fields and research partnerships, the prospect of easier licence approvals is also an added carrot for countries to join the US camp. For years, Washington has tightened the screws on China and other adversaries' access to advanced technologies seen as crucial for artificial intelligence, citing fears that high-end chips and components could give Beijing a military edge.

ASML Holding NV, which makes the chip gear vital to produce the most advanced semiconductors, said Friday that it can now go directly to the Dutch government for approval to ship certain types of machines — rather than the US. And Taiwan's economic minister said the island would take its cues from Washington.

“We respect global norms,” Minister of Economic Affairs Kuo Jyh-huei told reporters. “Taiwan cannot be independent from the norms of friendly countries in the world. I think we should follow suit.”
