Justice Alexandre de Moraes of the Brazilian Supreme Court on Friday added new conditions to have Elon Musk's X service reinstated in the country, one day after the social media platform announced it had complied with all the requirements from the judge, such as appointing a legal representative.

Only Starlink's withdrawal of its appeals connected to the case would make it possible for X to reopen in Brazil, De Moraes ruled Friday. X has been blocked in Brazil for nearly a month. The shutdown was ordered after months of clashes between De Moraes and Musk over free speech, far-right accounts, and misinformation.

Earlier this month, de Moraes ordered Starlink's assets to be used to pay X's fines, which had risen above $3 million. The Brazilian justice stated the two companies belong to the same economic group - an argument that some experts have undermined.

His latest ruling also levied a fine of 10 million Brazilian reais ($1.84 million). Experts poring over X's IP addresses — numerical designations that determine locations for sites on the web — said the firm briefly routed users through Cloudflare's servers, a content delivery network.

X said it switched to new servers to improve service for its clients in Latin America, which accidentally brought the social media network back online in Brazil.

A source close to the ruling of the judge said to The Associated Press that the two de Moraes conditions are new. The source was not authorised to talk about the case and, therefore, was speaking on the condition of anonymity.

De Moraes also accepted X's newly appointed lawyer but fined her 300,000 reais ($55,000) for failure to comply with other resolutions taken in August. His decision to suspend the social media channel was because of the company's failure to have a legal representative in the country on Aug. 30.
