Rohini was born in 1979, two years after Prime Minister Indira Gandhi announced the end of state of Emergency. She was born to Lalu and wife Rabri in Hindu calendar's 'Rohini Nakshatra', and thus was named Rohini.

In 2002, Rohini's wedding ceremony with husband Samresh Singh became top source of controversy after it was alleged that some of Lalu supporters forcibly took out brand new cars from Patna showrooms to welcome the 'baraat' at city airport.
