India: Railways, IRCTC include transgender as third gender

In a commendable move by the Indian railways and Indian Railway Catering and Tourism Corporation (IRCTC), ticket reservation and cancellation forms will now include transgender as the “third gender”, PTI reported today.
The option will be seen alongside male and female options on the forms.
According to PTI, a circular issued by the railway ministry said that information of the third gender will be captured by the system and tickets to transgender will be issued on full fare.
Supreme Court (in the judgement) has directed that Hijras, Eunuchs, apart from binary gender, be treated as third gender for the purpose of safeguarding their rights under Part III of our Constitution and the laws made by the parliament and the State Legislature,” the circular read, PTI reported.
"It has, therefore, been decided to include the third gender/transgender option alongside male/female in reservation /cancellation requisition form. This information will be captured by the system and tickets to transgender will be issued on full fare," the circular stated.
A Delhi-based lawyer had filed a Public Interest Litigation (PIL) before the high court, alleging the violation of article 14, 15, 19 and 21 of the constitution by IRCTC by not including the “third gender” as one of the options in its forms.
The Delhi court had then asked the lawyer to approach the railway ministry after which he made a representation for transgender inclusivity in reservations and cancellations, both online and offline, also asking for special coaches and reserved seats for the community.
