An encounter is underway between security forces and militants in Jammu and Kashmir's Kupwara.

News reports said two to three militants are believed to be trapped.

A number of militants have been killed by security forces in recent months, including the Lashkar's Abu Dujana and the Hizbul's Sabzar Ahmed Bhat, indicating a ramping up of anti-militant activity.

Prime Minister Modi's Independence Day speech -- in which he spoke of "loving and embracing" all Kashmiris -- however might be indicative of a slight watering down of the government's position.

"Na goli se, na gaali se Kashmir ki samasya hal hogi (Neither bullets nor brickbats will solve the Kashmir issue)", the PM had said, adding, "It will only be solved by love and by embracing all Kashmiris".
